Legal Notice for Plan Amendment Scoping and Comment
Period
High Ridge Area Plan Amendment
This letter announces a combined scoping and comment period
for the High Ridge Management Area Plan amendment.
The High Ridge Evaluation Area (Management Area F3) was es-
tablished to create an administrative study area to evaluate the
effects of timber harvesting activities on water quality and stream-
flow regimes. As part of a national Barometer Watershed study,
data collection in this area was conducted from 1965 until after the
completion of the study in 1996. As the study has ended and the
management area is no longer serving a purpose, we propose to
convert the High Ridge area to management area E2--Timber and
Big Game.
The High Ridge Management Area Plan amendment was devel-
oped to address the need for flexibility in managing the approx-
imately 900 acre High Ridge Evaluation Area. This area is ap-
proximately 15 miles northwest of Elgin, OR, just west of Andes
Prairie Sno Park. Proposal information is also available on Umatil-
la National Forest’s project webpage at: https://www.fs.usda.gov/
project/?project=56486.
The proposed action may be categorically excluded from further
analysis and documentation under 36 CFR 220.6(e)(16) – Land
management plans, plan amendments, and plan revisions devel-
oped in accordance with 36 CFR 219 et seq. that provide broad
guidance and information for project and activity decisionmaking
in a NFS unit.
This proposed decision is subject to objection pursuant to 36 CFR
219 Subparts A and B. Only those who submit timely project-spe-
cific written comments during a public comment period are eligi-
ble to file an objection. Individuals or representatives of an entity
submitting comments must sign the comments or verify identity
upon request.
The Forest Service will accept comments on this proposal for 30
days following publication of this legal notice, which is the ex-
clusive means for calculating the comment period. Commenters
should not rely upon dates or timeframe information provided by
any other source. It is the commenter’s responsibility to ensure
timely receipt of comments (36 CFR 218.25).
