A wage increase to get employees more in line with adjacent cities wages is included in the budget which also increases payroll taxes.
The city is going to begin paying health insurance for permanent employees. The city will be applying for the Small City Allotment grant
for street improvement. This grant is for $50,000. The city purchased some land which requires payments to be made from a Debt Service
Fund. There will be transfers from the Water fund to the Water System Replacement Reserve Fund and Reserve Loan Fund. The General
and Water fund has a contingency line item included in the budget. Requirements in all operating funds continue to rise.

Marina Fund: This fund was abolished by Resolution No. 19-02 on April 9, 2019. Container Dock Fund: Container business on river
barges through the Port of Umatilla is non-existent. Handling log exports has decreased significantly while refrigerated container activity
is thriving at the Port of Umatilla. Regional Water: At the end of FY 2019-2020 the working capital balance will be transferred in full to the
General Fund and the fund will be closed by Resolution. Grants and Appropriations Fund: In a previous legislation we were awarded $2
million for a Road Project. We anticipate receiving the appropriation for the FY 2019-2020. Water Rights Fund: The total in this fund will
be transferred to the General Fund and then will be abolished by Resolution in the fall of 2019.
