Allen, 27, was arrested by
Milton-Freewater police
Thursday on felony assault
charges. The arrest came
after Allen used a cut-
ting weapon (presumably
a knife) to assault George
Anthony Martin, 61, on the
evening of May 12 in the
area of Raspberry Loop in
Milton-Freewater.
In the incident, Martin
suffered a nonlife-threat-
ening, though serious,
injury to his back requir-
ing medical treatment at
St. Mary Hospital in Walla
Walla. Both men are con-
sidered homeless, and
an actual motive for the
assault is not known at this
time, said Milton-Free-
water Police Chief Doug
Beodigheimer in a press
release.
After an investigation
lasting less than a week,
Milton-Freewater police
officers located Allen
Thursday afternoon at 618
County Road and arrested
him on charges of sec-
ond-degree assault and
unlawful use of a weapon.
He was later lodged on
those charges at the Uma-
tilla County Jail.
Assault in the sec-
ond degree is a Measure
11 Class B felony crime,
which, upon conviction,
carries a mandatory min-
imum sentence of 70
months in prison.
In
all
cases,
Boedigheimer
stressed,
arrested persons are pre-
sumed innocent until
found guilty in a court of
law.

PUBLIC SAFETY
THURSDAY
7:47 a.m. — A resident of Southwest 13th
Street, Pendleton, reported a theft. A second
theft was reported at 12:38 p.m. at a residence
on Southwest 30th Street.
9:38 a.m. — A resident of North Juniper
Canyon Road, Helix, reported a theft to the
Umatilla County Sheriff’s Office.
11:12 a.m. — Two vehicle break-ins were
reported by residents of East Jennie Ave-
nue, Hermiston. A theft was also reported at
12:38 p.m. by a resident of East Highland Ave-
nue. Hermiston police took reports in the
three cases.
11:35 a.m. — Another theft complaint
was called in to the Umatilla County Sheriff’s
Office, from Green Acres Mobile Park, 53752
Appleton Road, Milton-Freewater.
1:12 p.m. — Pendleton police responded
to a reported assault at Southeast Fifth Street
and Byers Avenue.
1:19 p.m. — A woman driving eastbound
on Interstate 84 lost control of her vehicle due
to standing water on the road near milepost
228, spun out and hit a guardrail, coming to
an uncontrolled stop in the roadway. No inju-
ries were reported, no citations were issued
and the vehicle was towed from the scene.
2:58 p.m. — Another assault was reported
in Pendleton, this time at Denny’s Restaurant,
610 Tutuilla Road.
7:41 p.m. — A backpack was reported sto-
len from the Pendleton Little League Park,
1927 S.E. Byers Ave.
9:11 p.m. — Pendleton police responded
to Southeast Byers Avenue for a report of
shots fired.

phy Sheridan, 71, for driving under the influ-
ence of intoxicants (alcohol) and reckless
driving.
•Umatilla Tribal Police arrested Jonathan
Thomas Tate, 21, of Pendleton, for assault and
domestic abuse.
•Pendleton police arrested Dylan Levi
Eddens, 21, for attempted unlawful use of
weapon.
•Milton-Freewater police arrested David

Prosecutor: Mom plotted to kill pregnant woman, steal baby

CHICAGO — A mother
plotted for months to acquire
a newborn before she and her
daughter strangled a preg-
nant Chicago woman and
cut her baby from her womb
using a butcher’s knife, pros-
ecutors said Friday as they
revealed gruesome new
details about the case.

19, was lured to the home
where Clarisa Figueroa lived
with her daughter, Desiree,
by Facebook postings offer-
ing free baby clothes. When
she arrived, the daughter

her late brother to distract her
as her mother started trying
to strangle her with a chord,
prosecutor Jim Murphy said.
When
Ochoa-Lopez
managed to get her fin-
gers under the cord, Clar-
isa Figueroa yelled at her
24-year-old daughter —
“You’re not doing your ...
job!” The daughter then pried
Ochoa-Lopez’s fingers from
the cord “one by one” while
her mother continued to
strangle the teen for another
5 minutes, Murphy said.
Once
Ochoa-Lopez
showed no signs of life,
Clarisa Figueroa cut her
open with a butcher’s knife,
removed the placenta and
the baby, then put the baby
in a bucket with the umbili-
cal cord still attached, said
Murphy, reading from court
documents.
The plot may have orig-
inated in late 2018, when
Clarisa Figueroa told her
family she was pregnant and
later posted on Facebook an
ultrasound and photos of a
room decorated for a baby.
Desiree Figueroa was sur-
prised, Murphy said, because
her mother had previously
had her fallopian tubes tied
to prevent pregnancy.
Prosecutors highlighted
that Clarisa Figueroa made
the announcement about
being pregnant not long after
one of her adult sons had died
of natural causes.
Clarisa Figueroa con-
nected with Ochoa-Lopez
on March 5 via a Facebook
page for pregnant women.
“Who is due in May?” Clar-
isa Figueroa asked in one
message. “Where is the May
mammas at?” Ochoa-Lopez,
seven months pregnant at the
time, responded, and Clarisa
Figueroa made the offer of
free clothes, prosecutors said.
When Clarisa Figueroa
first asked her daughter to
help her kill someone to get
a baby, the daughter initially
said no, Murphy said. He also
revealed publicly for the first
time that Desiree Figueroa is
four months pregnant.
They first met with
Ochoa-Lopez around April
1, though she left unharmed
that day. Desiree Figueroa
had told her boyfriend about
her mother’s intention to kill
Ochoa-Lopez and warned her
he would call police if they
harmed the young woman.
The prosecutor said Clarisa
Figueroa later told the boy-
friend the whole scheme had
been an April Fool’s joke.
