Wrongly imprisoned woman
accuses Reno of cruelty

RENO, Nev. — Nearly
three years after a former
Nevada woman filed a law-
suit seeking compensation
for spending more than
three decades in prison for
a murder she didn’t com-
mit, her lawyers say the
city of Reno is continuing
to do everything it can to
delay and deny her justice.
The latest dispute over
Cathy Woods’ lawsuit
centers on the city’s insis-
tence she travel from her
home in Washington state
to provide a deposition in
preparation for a trial still
months away.
Woods’ lawyers say she
suffers from mental illness
exacerbated by 35 years of
wrongful imprisonment
for a 1976 murder, and
she’s too mentally fragile
to make the trip.
“There is a stunning
cruelty in the Reno defen-
dants’ approach to this
issue,” her attorney David
Owens wrote in a motion
filed Feb. 18 in federal court
in Reno. To them, “the fact
that she was wrongfully
convicted is her fault.”
Woods, 68, who now
lives near Anacortes,
Washington, is seek-
ing unspecified damages
from Reno, ex-prosecutors
and police she accuses of
coercing a fabricated con-
fession from her while she

Woods received inad-
equate mental treatment,
including
electroshock
therapy, during decades of
imprisonment and still suf-
fers from severe paranoid
schizophrenia, her lawyers
say.
She was released from
prison four years ago when
newly available DNA evi-
dence from a crime-scene
cigarette butt linked the
1976 killing of a 19-year-
old Reno college student to
an Oregon inmate, Rodney
Halbower.
Detectives in Reno and
Northern California sub-
sequently identified him as
the “Gypsy Hills Killer.”
He was convicted last Sep-
tember of the 1976 kill-
ings of two teens in the San
Francisco Bay Area and
sentenced to life in prison.

7:53 a.m. — Pendleton police took a
report for an assault on Southwest Fifth
Street.
9:13 a.m. — A Umatilla County sheriff’s
deputy spotted graffiti at Weston Middle
School, 205 E. Wallace St., Weston.
12:01 p.m. — A Hermiston resident told
police someone has been using her name
to try and obtain cellphones and other
items online.
12:38 p.m. — Umatilla police dealt with
graffiti removal at Second Avenue and
Lewis Street.
12:55 p.m. — Stanfield police received
a complaint about two dogs on the loose
on South Main Street, Stanfield.
2:41 p.m. — Umatilla police responded
to a 911 report of six people fighting at the
Umatilla RV Park, 911 Sixth St.
7:16 p.m.

responded to a 911 call about a distur-
bance on West Ridgeway Avenue.
10:30 p.m. — The Pendleton Fire
Department and Oregon State Police
responded to the eastbound side of
Interstate 84 near milepost 203 for crash
between a semitrailer and a Honda Accord.
State police reported the semi col-
lided with the rear of the Honda, which
forced the car into the median. The driver,
a 50-year-old woman from Toppenish,
Washington, oversteered back to the road
and under the trailer of the semi. Firefight-
ers and emergency medics freed her from
the wreck. She suffered nonlife-threaten-
ing injuries, and an ambulance took her to
St. Anthony Hospital, Pendleton. The semi
driver, a 26-year-old Portland man, was not
injured.
State police reported the crash remains
under investigation.
