along Cutsforth Road northeast of Lexington. Request is to add
a locally significant aggregate site to the Morrow County Com-
prehensive Plan (MCCP) Inventory of Natural Resources - Ag-
gregate and Mineral Resources. Criteria for approval is found in
the MCCP Natural Resources Element and Review and Revision
Process which incorporates the criteria found in the MCZO Article
8 Amendments. This is the first of at least two public hearings with
the final hearing before the Board of Commissioners.
Conditional Use Permit CUP-S-335-19: Corey Miller, ap-
plicant. Mark and Shannon Miller, and Keven Haguewood,
owners. The property is described as tax lots 300 and 500 of
Assessor’s Map 1S 26. The property is zoned EFU and located
along Cutsforth Road northeast of Lexington. Request is to allow
by conditional use mining and processing of aggregate resources
. Criteria for approval includes the MCZO Article 3 Section 3.010
EFU and Article 6 Conditional Uses.
Opportunity to voice support or opposition to the above propos-
al or to ask questions will be provided. Failure to raise an issue
in person or by letter or failure to provide sufficient specificity to
afford the decision maker an opportunity to respond to the issue
precludes appeal to the Land Use Board of Appeals based on
those issues.

EXTENSION OF SCOPING COMMENT PERIOD
Ellis Integrated Vegetation Project
The Forest Service is extending the scoping comment period for
an additional 14 days from publication of this legal notice for the
proposed Ellis Integrated Vegetation Project (Ellis Project). This
project area encompasses approximately 110,000 acres and is
located on the Heppner and North Fork John Day Districts of the
Umatilla National Forest 15 miles south east of Heppner, Oregon
and 7 miles west of Ukiah, Oregon in Morrow, Umatilla, and Grant
Counties.
The Ellis Project proposal is considering the following treatments
to meet the purpose and need of the project: (1) commercial thin-
ning; (2) small diameter thinning; (3) mechanical fuels treatments;
(4) pile, jackpot, and landscape burning; (6) pruning; (7) planting
and (8) large wood placement in meadow streams. These pro-
posed activities are being considered to achieve the following
goals: reduce the risk of uncharacteristic disturbances; enhance
unique vegetative communities; provide well-distributed, high
quality wildlife habitat for associated species; aid in protecting
values at risk; promote the health and safety of public and fire-
fighters; and contribute to social, cultural, and economic needs.

This project is subject to comment pursuant to 36 CFR 218, Sub-
parts A and B. Only those who submit timely project-specific
written comments during a public comment period are eligible to

phase of project planning.
