C. Gas chlorine system needs to be designed for a dual active
tank setup to inject into a pressurized potable water system. Po-

will be up to 2300 gallons per minute.
The Port of Morrow reserves the right to reject for good cause,
any or all bids, or to postpone the award of the contract upon
finding that it is in the public best interest to do so. Each bid must

Project: Haines Water Compliance Project
Sealed bids for the Haines Water Compliance Project will be
received by The City of Haines until 2:00 p.m., Thursday, No-
vember 8, 2018 at which time bids will be publicly read aloud.
Within 2 working hours after the date and time designated for
bid opening, the bidders shall submit to the City the First Tier
Subcontractors Disclosure form. If a First Tier Subcontrac-
tor Disclosure form is not received by 4:00 p.m. the bid will
be considered Non-Responsive. Proposals shall be clearly
marked “Haines Water Compliance Project” showing the date
and time of the bid opening, and shall be delivered to the City
of Haines, City Hall on or before the above bid time. No faxed
or electronically submitted bids will be considered.
A voluntary Pre-Bid Conference will be convened Thursday
October 18, 2018 at 2:00 p.m. at Haines City Hall, 819 Front
Street, Haines, Oregon 97833. Statements made by the Con-
tracting Agency’s representatives at the Pre-Bid Conference
are not binding upon the Contracting Agency unless con-
firmed by written addendum.
Bid approval by City Council is scheduled for the subsequent
City Council meeting that occurs on the second Tuesday of
the month, beginning Tuesday November 13, 2018 at 6:00 p.m.
A pre-construction conference will be scheduled following
council approval.
Work will include:
Installation of new water meters on all City water services in-
cluding a new automatic meter reading system; abandon ex-
isting Well #2; electrical upgrades at existing Well #3 including
a new generator; and construction of a new welded steel water
tank adjacent to Well #3.

Each proposal must be submitted on the prescribed form and
accompanied by a bid bond payable to City of Haines in an
amount not less than ten percent (10%) of the amount bid.
Bid Bond submitted on any form other than the form provided
will be considered non-responsive and not eligible for award
action.
The successful Bidder will be required to furnish separate Per-
formance and Payment Bonds of one hundred percent (100%)
submitted on the prescribed forms for faithful performance
of the Contract in the full amount of the Contract price. The
Surety issuing the bond must have an attorney-in-fact or a
principal doing business in the State of Oregon. This informa-
tion must be included on the bond statement.
The City of Haines reserves the right to reject any or all pro-
posals not in compliance with all prescribed Public Contract-
ing procures and requirements. The City of Haines may also
reject any or all proposals for good cause, or any or all bids
upon a finding of the Owner that it is in the public interest to do
so, to postpone the award of the Contract for a period not to
exceed thirty (30) days, and to accept that proposal which is
