12:18 a.m. - An Irrigon resident on Southeast 13th Place
asked the Morrow County Sheriff’s Office to send extra patrols at
night because neighbors entered a house and took items from it.
6:40 a.m. - The Umatilla County Sheriff’s Office received
a report of a possible intoxicated driver at Birch Creek and
Telephone Pole roads, Milton-Freewater, but law enforcement
did not find the suspect.
7 a.m. - An Irrigon man on Southeast Utah Avenue reported a
dog came onto his property, defecated and left.
8:35 a.m. - Phone scammers called the dedicated 911 lines
at the Umatilla County Sheriff’s Office, 4700 N.W. Pioneer Place,
Pendleton.
9:22 a.m. - Hermiston police investigated a man who came
to the Hermiston Christian Center School, 1825 W. Highland
Ave., and asked for a tour but then asked questions that raised
concerns for the safety of the children.
12:17 p.m. - A man told Pendleton police he wanted to report
a crime of fraud. He said he sent $2,000 via Western Union to
West Virginia for a John Deere Gator but did not receive the
utility vehicle and is out the money.
1:23 p.m. - An Irrigon woman reported her aunt was
withholding her medical supplies and medications. The aunt
claimed the niece will get the meds when she pays the power
bill. The pair had a “verbal altercation” Monday night, and the
Morrow County Sheriff’s Office responded to that. The sheriff’s
office sent a deputy to suss out the latest conflict.
2:08 p.m. - A Umatilla resident on K Street asked police to
help her catch her dogs, which got loose.
2:27 p.m. - Pendleton police responded to an intoxicated
person at Dave’s 12th Street Food Mart, 220 S.E. 12th St.
3:12 p.m. - A Milton-Freewater resident on the 700 block of
northeast Ninth Avenue reported the theft of his Honda Rancher
four-wheeler.
5:10 p.m. - Pendleton police received a 911 report from
Southeast Fourth Street of a male holding a knife at his throat.
5:37 p.m. - A man chased a woman in a vehicle at Melanie
Square, 1734 S.W. Court Ave., Pendleton.
8:15 p.m. - A 911 caller in Pendleton reported a group of
youths shot pepper spray into the face of their 18-year-old
grandson.

•Pendleton police arrested Christopher Wayne Lyons, 46,
of Pendleton, for second-degree theft, criminal conspiracy and
felony methamphetamine possession.
•The Morrow County Sheriff’s Office at about 6 p.m.
responded to an Ione caller who said her granddaughter’s
boyfriend kicked the granddaughter in the head and hit a friend
who was with her. The caller said the boyfriend, Nathan Roger
Dotson, was outside the home on Gooseberry Road and they
locked themselves in the basement to keep away from him.
Deputies arrived and arrested Dotson, 26, for domestic
violence felony assault, misdemeanor assault, second-degree
criminal mischief and harassment and booked him into the
Umatilla County Jail, Pendleton.

Umatilla boaters rescued
after capsizing in the river
The captain and crew of a barge rescued
two Umatilla residents, after their small
boat capsized on the Columbia River.
Around 6 p.m. Tuesday, the U.S. Coast
Guard called the Morrow County Sheriff’s
Office to tell them two people had been
spotted in the water west of McNary Dam,
clinging to a small overturned boat. The
Coast Guard advised that a Tidewater tug-
boat called the “Ryan Point” was headed
downstream from Pasco to Longview, and
was headed toward the boaters. The crew
of the tugboat picked up the two boaters,
Derek Ness, 38, and Dawn Merrell, 47.
Both boaters were hypothermic and
weak from the cold water. One of their
temperatures was so low it didn’t register
on a thermometer.
According to a Morrow County Sher-
iff’s Office press release, water conditions
were rough, and no other boaters were
around. Ness and Merrell had been in the
water for three hours before the Ryan Point
reached them. Another tugboat had passed
the boaters about 30 minutes before, but
did not see them in the water.
Morrow County Marine Deputy Mike
Cahill was dispatched to handle the inci-
dent, and was in touch with the Ryan
Point’s captain, Josh Burrows. Burrows
determined that due to the rough water,
it would be best to treat the two on board
instead of trying to transfer them in open
water. The crew helped them recover until
they reached the Boardman Tidewater
facility. There, they were met by Board-
man ambulance and fire personnel. Deck
mechanics transferred the small boat back
to shore and onto a trailer.
The sheriff’s department is still inves-
tigating the incident, inspecting the boat
for seaworthiness, and seeing if the boat-
ers had all safety items required when they
launched from Umatilla.

injured woman near resort

Sheriff’s Office Search and Rescue team
saved an injured woman Saturday near the
Bar M Ranch.
The sheriff’s office reported the 36-year-
old woman was attending a retreat at the

resort ranch in the Blue Mountains when
she fell and injured her ankle while hiking
down a steep trail on the mountainside.
Staff from the ranch tried to use crutches
to get her out but were unsuccessful due to
the narrowness of the trail and severity of
the injury, according to the sheriff’s office.
The Umatilla Tribal Ambulance responded
and treated her injuries, but the ambulance
crew had no means of bringing her up the
mountain.
The sheriff’s search and rescue team
responded to the call for help and arrived at
the ranch at 6:25 p.m. Team members car-
ried a portable stretcher and wheeled res-
cue device about 3/4 of a mile to the wom-
an’s location. The hike took about half an
hour, and she was about 400 feet above the
Umatilla River.
“The trail was narrow and steep and
contained several areas with steep drop
offs at the trail’s edge,” the sheriff’s office
reported.
Team members strapped her into the
stretcher and used a series of safety lines to
ensure a controlled descent and prevent her
from going over the side.
Rescuers and the ambulance crew pro-
ceeded down the trail with the victim in
what became strenuous walk lasting more
than two hours. Once down, they trans-
ferred her to an all-terrain vehicle and
eventually drove her to the emergency
department of a local hospital.
Eugene man shot by police
files federal lawsuit
EUGENE (AP) — A Eugene man shot by
police and later convicted of a crime for rais-
ing a gun toward an officer during the incident
has filed a federal lawsuit against the city of
Eugene, a police dispatcher and two officers.
The Register-Guard reports that Edgar T.
Rodriguez, 29, seeks unspecified monetary
damages in the lawsuit, filed Friday in U.S.
District Court in Eugene.
The suit alleges police violated Rodriguez’s
rights by using excessive force against him. It
also asserts claims of negligence, battery and
intentional infliction of emotional distress.
Rodriguez was shot Sept. 10, 2016, after he
called 911 to report that a male visitor was act-
ing “insane” and fighting with a woman inside
his apartment.
Eugene police spokeswoman Melinda
McLaughlin said “the city intends to vigor-
ously defend its employees.”
