The Responsible Official, Mike Rassbach, District Ranger, in-
tends to select Alternative B, the Proposed Action, which is
designed to improve Threatened and Endangered (TES) fish
species passage, public safety, and recreational opportuni-
ties near the Project location by removing a culvert located
on Little Phillips Creek and restoring natural waterway condi-
tions. This Project was developed to manage the concerns re-
garding the deteriorating culvert now in place on Little Phillips
Creek. The Walla Walla Ranger District proposes to remove
the existing culvert, restore channel morphology, and relocate
several motorized vehicle gates leading into the general area.
In addition, the adjacent 0.7 miles of Forest Road 3734 would
be decommissioned and restored to natural conditions and 1
mile at the upper end of Forest Road 3734 would be opened
to motorized use.

ments and/or the predecisional administrative review process
(objection) can be obtained from Zig Napkora at (509) 522-

This non-HFRA project is subject
to the pre-decisional objection process pursuant to 36 CFR
218, Subparts A & B. Only those individuals and organiza-
tions who previously submitted timely, specific written com-
ments regarding a proposed project or activity during scoping
or any other instance where the responsible official solicited
written comments, have standing to file an objection (36 CFR
218.5(a)).
Opportunity to Object:
Notices of objection must meet the specific content require-
ments of 36 CFR 218.8. Written objections, including attach-
ments, must be filed (regular mail, fax, e-mail, hand-delivery,
express delivery, or messenger service) with the appropriate
Reviewing Officer within 45 days (36 CFR 218.26(a)) from the
publication date of this notice in the East Oregonian. Objec-
tions sent by mail or delivery service must be postmarked by
