OBITUARIES
MONDAY
6:33 a.m. - Milton-Freewater police took a report for graffiti at
Yantis Park, 200 DeHaven St.
7:29 a.m. - Hermiston police responded to West Ridgeway
Avenue for an aggressive dog. Officers gave the owner a
warning.
7:37 a.m. - Law enforcement received notice the military
would conduct demolitions at the Navy’s bombing range in
Morrow County from 8 a.m. until 6 p.m.
10:11 a.m. - Umatilla police took a report for the theft of a
trailer from G & G Storage at Powerline and Radar roads.
11:05 a.m. - Staff with the city of Lexington reported
someone during the weekend shot out a window in a city pickup.
2:09 p.m. - Vandals painted graffiti on Bedford Bridge where
it connects with Southwest 18th Street.
4:24 p.m. - Pendleton police received a report of juveniles
using drugs on Northwest Sixth Street.
4:37 p.m. - Residents on Little Butter Creek Road, Heppner,
asked the Morrow County Sheriff’s Office to send a deputy to
contact nearby ATV riders and warn them of the fire hazard in
the area.
5:15 p.m. - Eight young adults on a bar in the Umatilla River
about 250 yards west of the Eighth Street Bridge in Pendleton
drew a complaint for drinking alcohol and smoking marijuana.
6:29 p.m. - Milton-Freewater had a second report of graffiti,
this time on a sign at Southeast Seventh Avenue and South Mill
Street.
6:31 p.m. - Pendleton police responded to a report of a fight
at the Rainbow Cafe, 209 S. Main St., and made an arrest for
vandalism and disorderly conduct.
8:24 p.m. - Boardman callers reported someone shot off
fireworks in the area of Root and Wilson lanes and that could be
a fire hazard. Law enforcement did not find the fireworks users.
ARRESTS, CITATIONS
•Calling attention to your driving can have consequences.
Oregon State Police trooper John Lombardi watched a blue
Ford Thunderbird leave the Shell station near East Cornell
Place, Hermiston, and turn onto Highway 395 while revving the
engine, spinning the car’s tires and fish-tailing wildly in heavy
traffic. State police reported the trooper saw more violations and
stopped the car on 395 near Punkin Center Road.
The driver was Marco Antonio Garcia, 32, according to state
police, but he had no identification. The trooper patted down
Garcia and found a “blue crystal substance.”
The trooper arrested Garcia and booked him into the
Umatilla County Jail, Pendleton, for the misdemeanor charge of
reckless driving. Garcia also received citations for not using a
turn signal, driving uninsured and driving while suspended.
State police sent the blue substance to the crime lab for
testing. And the Thunderbird ended up in a tow yard’s impound
lot.
•Umatilla County Sheriff’s Office arrested Chisa Lea Leicht,
26, of Hermiston, for first-degree burglary, first-degree theft,
first-degree trespass, third-degree criminal mischief and felony
possession of methamphetamine.

James Otis “Odie” Wilcox
was born April 23, 1935, in
Heppner, Oregon, to Charles
Bennett Wilcox and Tres-
sie Venus (Allstott)
Wilcox. The young-
est of three children,
he came into this
world at five and a
half pounds. How-
ever, as they say,
dynamite comes in
small packages and
he was definitely
proof of that.
Odie from the
earliest of years
loved fishing and
hunting; he under-
stood both like an
art that he practiced Wilcox
nearly his entire life.
He was an athletic,
active and social
person who seemed
to know no stranger
in Hermiston as
he spent nearly his
entire life raised and
raising his own fam-
ily here.
He came from
pioneer
families
whose homestead farms were
in the Heppner and Lexing-
ton areas. Hard work and hard
play were hand in hand. He
was not a stranger to either
one, sometimes enjoying the
play a bit too much!
He was active in sports
in Hermiston. At the time it
was called Hermiston Union
High School, later becom-
ing Armand Larive Middle
School – Mr. Larive was actu-
ally the principal while Odie
was there. He enjoyed foot-
ball and basketball, but his
true love was boxing. At that
time they had boxing in junior
high as well as high school.
As noted, he wasn’t tall of
stature, standing a mere 5’3”
and weighed less than 120
pounds, but he was built like
a heavyweight and threw a
punch to marvel anyone who
thought they could best him.
After high school he
enlisted in the Air Force,
became a mechanic techni-
cian and spent much of his
enlistment in Alaska — where
again he was busy fishing any
chance he could get.
Following his enlistment
he returned home and met
Glenda Parsons. They soon
married and shared 58 years
together. Within 13 months of
marriage they had their first
born, Pamela Jean, followed
by twin brothers a short 13
months after her, James Eric
and Robert Otis. Of course,
hunting and fishing would
also play a large part of their
lives, thus continuing a family
tradition of love of the land,
nature and self-sufficiency.
Odie worked for the City
of Hermiston Water Depart-
ment for over 30 years and
also was a Volunteer fire-
man for nearly as long. He
considered the fire-
fighting role to be
his hunting, fishing
and beer money. All
three were equally
important.
Odie
also
enjoyed horseshoe
pitching and was
instrumental in the
formation of the club
in Hermiston. He
also bowled league
for many years. He
and Glenda trav-
eled to the out-of-
town tournaments
together for both
of these interests.
Yard sales were their
form of date night,
trying to find bar-
gains and interesting
antiques or whatever
struck their fancy.
He loved to search
out old home sites
and snoop through
them to find little
treasures.
He was essentially a sim-
ple man who was most at
home on a rock by a good
fishing hole, with a pole, a
six-pack of beer, and a pack
of Camels.
Sadly, in his last few years
he began to suffer from Alz-
heimer’s disease, which
slowly robbed him of even the
memories of his best fishing
stories and the friends he had
known and loved. On August
16, 2018, at the age of 83
years, he left the sadness and
confusion to go in peace to
that rock by a perfect fishing
hole where I’m sure he found
his folks and brother waiting
for him with a cold beer and
lies to tell.
Odie is survived by wife,
Glenda (Parsons) Wilcox;
daughter Pamela (Creigh) Lin-
coln of Hermiston; sons Eric
(Daphne) Wilcox of Dufur
and Robert (Marie) Wilcox of
Huntington; 10 grandchildren
and 10 great-grandchildren;
sister Patricia (Marvin) Ken-
nedy; and sister in-law Gloria
(Aragon) Wilcox.
He was preceded by his
older beloved brother, Rob-
ert Wilcox, and his parents,
Charles and Tressie Wilcox.
There will be a private
family gathering at a later
time.
In lieu of flowers it is asked
that donations be made to The
Alzheimer’s Foundation.

Matthew Dwayne “Matt”
Carroll of Hermiston/Irrigon
was born on June 13, 1990, in
Richland, Washington, to par-
ents Larry and Vickee Carroll.
He died on August
17, 2018, in Port-
land, Oregon, at the
age of 28 years.
Matt
attended
schools in Irrigon,
graduating from Irri-
gon High School in
the class of 2008. He
then attended Ore-
gon State University.
Matt lived in Port- Carroll
land for a few years
where he enjoyed all of the
interesting and diverse people.
He then returned to Hermis-
ton and worked on the fam-
ily farm, Holzapfel Ranch, for
several years.
Matt was very much into
computers, gaming, video
games, anime, and continu-
ously researching information.
He is survived by his par-
ents, Larry and Vickee Carroll,
Hermiston, Ore.; brother Tyler
Carroll, Hermiston, Ore.;
grandparents Janet Cooley,
Irrigon, Ore., and
Dwayne and Gerry
Carroll, Hermiston,
Ore.; and numerous
aunts, uncles and
cousins.
Matt was pre-
ceded in death by his
grandfather, William
“Bill” Cooley.
A festival of life
for Matthew will be
held on Saturday,
August 25, 2018, at 4:00 p.m.
at his grandmother’s home,

Norma Vale Reeves
Busler, 85, lifelong resident
of Umatilla, Ore., passed
away peacefully August 18,
2018, in Spokane, Wash.,
with her family at her side.
Norma was born at home
in Umatilla to Ernest T. and
Florence Rachel Reeves on
January 25, 1933.
Norma grew up
with her five sib-
lings on the fam-
ily farm. She was
extremely close to
her brothers and
sisters, taking care
of all of them at
one time or another
as they aged and
needed assistance. Busler
While growing
up Norma was very active
in Umatilla High School
events. She played sports,
played in the band, was a
cheerleader and was vale-
dictorian of her graduating
class. She was also a mem-
ber of the Umatilla High
School alumni association
for many years.
In 1952 Norma married
Donald A. Andersen. They
had to two children, David
Andersen of Portland, Ore.,
and Dawn Andersen Watts
of Spokane, Wash. Don and
Norma later divorced.
She returned to her birth-
place and went to work at the
Umatilla Army Depot where
she eventually worked her
way up to become a supervi-
sor supply clerk. She retired
from the Army Depot after
33 years of rising at 4:30
a.m. so she could carpool
to work. Norma’s children
were her pride and joy and
she worked tirelessly to pro-
vide for them with the assis-
tance of her mother, sisters
and brothers.
Norma dearly loved the
Lord, her church, and her
church family. She became
a member of the Uma-
tilla Community Presby-
terian Church in the 1960s
and was a lifetime member.
She held many positions at
the church, serving as Sun-
day school teacher, session
member and choir director,
to name a few. Her grand-
children all thought she
“owned the church.” Until
her recent illness, she was
the “go-to” person for said
church.
Norma attended all of her
children’s events when they
were growing up. She did
the same for all of her grand-
children, at least as much as
her schedule would allow.
All her grandchildren’s
friends knew her as Grandma
Norma, the grandma with
the “purple hair” and pink
umbrella. Over the years,
Norma traveled thousands
of miles between Portland
and Colfax, Wash., to see
her children and grandchil-
dren. She also spearheaded
several trips to Illinois to
visit extended family. Those
trips with her sisters, nieces
and daughter were very spe-
cial to her.
Family was very import-
ant to Norma, so were her
friends. She not only had
friends her own age, but also
had friends that her children
introduced to her. Some of
the best times Norma expe-
rienced late in life were vis-
its from her family friends,
her pastor, her nieces and
her sister, Jeannie (Reeves)
Creamer. Sister Jeannie was
a constant support and com-
panion when her
time allowed. The
two would often sit
and do crossword
puzzles, play Yaht-
zee, or read books.
Norma enjoyed
good health most
of her life until the
winter of 2016,
when she was diag-
nosed with can-
cer. Even after sev-
eral surgeries, radiation and
treatments, Norma remained
at peace with her circum-
stances and her faith and
family carried her through
the rough spots. Follow-
ing her diagnosis, Norma
moved to Spokane to live
with her daughter and son-
in-law. They were joined
by her grandson, Tim, and
his wife, Alexandrea, a few
months later as they began
the process of building their
home. Her great-grand-
daughter, Mazie, repre-
sented the fourth genera-
tion in the household and
knew her simply as G.G.
(Great-Grandma).
Norma was a wonder-
ful mother, daughter, grand-
mother, sister, friend, and
believer. She always gave of
her time and never expected
anything in return. She had
a servant’s heart and always
found a way to help some-
one in need. She will be
missed on this earth, but we
know she will be with all
those she loved who have
passed before her.
Norma is survived by her
son, Dave Andersen of Port-
land, Ore., and her daugh-
ter Dawn (Andersen) Watts
of Spokane, Wash. She is
also survived by one sis-
ter, Jeannie Creamer, four
grandchildren (Keith, Tim,
Kristin and Drew), and one
great-grandchild (Mazie).
She was preceded in death
by her mother and father,
Florence and Ernest Reeves;
two brothers, Harold and
Bennie Reeves; and two sis-
ters, Dottie (Reeves) Ste-
phens and Patsy (Reeves)
Hutchinson.

ute to the Umatilla Commu-
nity Presbyterian Church,
Umatilla Alumni associa-
tion or the American Cancer
Society.
A celebration of life for
Norma will be held at 11:00
a.m. on Saturday, August 25,
2018, at the Umatilla Com-
munity Presbyterian, located
at 14 Martin Drive. A private
family burial will be at Sun-
set Hills Cemetery, Uma-
tilla, Oregon.
