FURTHER INFORMATION: To obtain copies of the EA and FON- SI, or for further information, contact: Michael Beyer, State Envi- ronmental Coordinator, (503) 414-3368 michael.beyer@or.usda. gov. The EA and FONSI are also available for public review at the city of Pilot Rock. CANCER (June 22-July 22). Though you live in the midst of an interest- ing and ever-active crew, you could only describe this existence from a distance. It’s why you owe yourself, and everyone, really, a vacation. SUPPLEMENTARY INFORMATION: The proposed project consists of the city of Pilot Rock proposing to abandon the ex- isting wastewater treatment facility lagoon system adjacent to Birch Creek, due to the high likelihood the existing lagoons are hydraulically connected to Birch Creek. The city is anticipating abandoning the existing wastewater facility treatment lagoon and constructing a new evaporative wastewater facility on city-owned property west of the existing lagoons. LEO (July 23-Aug. 22). This exis- tence is one of interpretation. One thing can mean many things, de- pending on whom you ask. The truth is often a soft blend of many differ- ent interpretations, which is why it’s important to stay open to ambiguity. Alternatives considered by RUS and the city of Pilot Rock include: No action, action alternative (preferred alternative) and alterna- tives eliminated. The alternatives are discussed in the city of Pilot Rock Wastewater Treatment Facility Project Environmental As- sessment (EA). The RUS has reviewed and approved the EA for the proposed project. VIRGO (Aug. 23-Sept. 22). There are things you’re compelled to do. It feels as though providence is push- ing you toward them in spite of ratio- nality. What makes no sense and is costly and, by all objective opinion, rather dumb might actually be just the thing. LIBRA (Sept. 23-Oct. 23). It doesn’t have to be an official party to be a “party.” There will be quite a lot of details to tend to in the name of making a gathering memorable. Re- member, a party is only as good as the people attending it. SCORPIO (Oct. 24-Nov. 21). Some- times you have to be cruel to be kind, or so they say, although maybe it’s just a matter of being kind and truthful upfront instead of letting un- truths linger, stagnate and become toxic. SAGITTARIUS (Nov. 22-Dec. 21). You wake up thinking about a thing then fall asleep thinking about it and then wake up again with it on your mind. Time to do something about that, as it’s taking up more room in your brain than is fair to the other things. CAPRICORN (Dec. 22-Jan. 19). Don’t concern yourself with the comings and goings of other peo- ple. Concern yourself with your own happiness and most of that will, by extension, be settled. AQUARIUS (Jan. 20-Feb. 18). There’s almost nowhere you can go to air your opinions without of- fending or delighting someone. Take care in your choosing of confi- dantes. The walls have ears. PISCES (Feb. 19-March 20). It’s no fun to watch someone doing the thing they know they can do. The fun is in watching a person do the thing they think they can’t do. Internal conflicts are more real than external ones. TODAY’S BIRTHDAY (Aug. 18). It’s a power year. You will weave a mys- tery in November. Maybe you don’t start out trying to do this, but it hap- pens, and your life story gets very interesting with this bit. Professions of love happen in March and June. The financial picture gets more to your liking in September, and a deal in January makes a difference too. Libra and Cancer adore you. Your lucky numbers are: 9, 50, 1, 27 and 14. 651 Help Wanted Up-Date (July 26, 2018): • Additional 2,200 linear-feet of sewer forcemail along Pilot Rock- Hoeft Road south of Circle Road. • The proposed 8-inch gravity sewer was relocated to the east side of the railroad tracks along the edge of the Boise Cascade Mill property. The revised alignment caused the Birch Creek bore length to increase to avoid the Union Pacific Railroad ROW. • Once a topographic survey was completed on Birch Creek and the invert elevations of the existing sewer were surveyed, it was determined the Birch Creek bore would need to be deeper than anticipated to be below the creek. The deeper bore caused the gravity sewer length to increase by 900-feet so the sewer line could tie into the elevation of the existing gravity sewer line. • New building constructed around the lift station to protect the standby generator and other critical components. • Due to an existing high-pressure gas line, evaporative Lagoons 3, 4, and 5 were slightly modified, but still meet the intent of the original lagoon layout. There are no anticipated revision to La- goons 1 and 2. The availability of the EA for public review was announced via notice in the following newspaper(s): The Eastern Oregonian Newspaper on March 24, 2017. A 14-day comment period was announced in the newspaper. The EA was also available for pub- lic review at the USDA Rural Development office, as well as, the city’s offices. No public comments were received. Based on its EA, commitments made by RUS, and public com- ments received, RUS has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed proj- ect is not likely to affect federally listed threatened and endan- gered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-in- come populations. No other potential significant impacts resulting from the proposed project have been identified. Therefore, RUS has determined that this FONSI fulfills its obligations under the National Environmen- tal Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Pro- cedures (7 CFR Part 1970) for its action related to the project. RUS is satisfied that the environmental impacts of the proposed project have been adequately addressed. RUS’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project.
