The City of Pilot Rock: Notice of Availability of an Environmen-
tal Assessment
AGENCY: Rural Utility Service, USDA
ACTION: Notice of Availability of an Environmental Assess-
ment
SUMMARY: Notice is hereby given that the Rural Utility Ser-
vice, as required by the National Environmental Policy Acy,
is issuing and environmental assessment (EA) in connection
with possible impacts related to a project proposed by the City
of Pilot Rock (City) of Pilot Rock, Oregon. The proposal is for
construction of a new wastewater treatment facility lagoon
system. The City has submitted an application to Rural Utility
Service for funding of the proposal.

SUPPLEMENTARY INFORMATION: The city of Pilot Rock’s
proposed project is to abandon the existing wastewater treat-
ment facility lagoon system adjacent to Birch Creek. Due to
the high likelihood the existing lagoons are hydraulically con-
nected to Birch Creek, the city is anticipating abandoning the
existing wastewater facility treatment lagoon and constructing
a new evaporative wastewater facility on city-owned property
west of the existing lagoons.
Up-Date (July 26, 2018):
• Additional 2,200 linear-feet of sewer forcemain along Pilot
Rock-Hoeft Road south of Circle Road.
Anderson Perry & Associates, an environmental consultant,
prepared an environmental assessment for RUS that de-
scribes the project, assesses the proposed project’s environ-
mental impacts, and summarizes as applicable any mitigation
measures used to minimize environmental effects. RUS has
conducted an independent evaluation of the environmental
assessment and believes that it accurately assesses the im-
pacts of the proposed project. No significant impacts are ex-
pected as a result of the construction of the project.
To file a complaint of discrimination, complete the USDA Pro-
gram Discrimination Complaint Form, AD-3027, found online
at http://www.ascr.usda.gov/complaint_filing_cust.html and at
any USDA office or write a letter addressed to USDA and pro-
vide in the letter all of the information requested in the form.

Federal environmental laws and regulations and completion
of environmental review procedures as prescribed by 7 CFR
Part 1970, Environmental Policies and Procedures.
