PUBLIC SAFETY LOG
12:38 p.m. - A caller told Umatilla police he was at West Park
on Third Street and Scaplehorn Road watching a pickup drive
with a leash out the window to run a dog. The caller stated he
thought this was abusive.
Dispatch noted this was an animal complaint call, but really,
you can’t blame the dog on this one.
2:08 p.m. - A mother came to the Hermiston Police
Department and reported her son lost his wallet somewhere
in town. She also said he is in Mexico at the moment so she is
reporting the missing wallet for him.
9:03 p.m. - An employee at the Taj Food Mart, 84802
Highway 11, Milton-Freewater, reported a driver left with the fuel
hose still attached.
11:02 p.m. - Hermiston police responded to a person
suffering from mental issues.
ARRESTS, CITATIONS
•Getting to work is not always easy.
An Oregon State Police trooper at 6:12 a.m. tried to stop a
Honda Civic for speeding in the eastbound lanes of Interstate 84
near exit 207, Pendleton. The driver continued on the overpass,
took the exit, headed up Airport Road and pulled into the
driveway of the OSP Pendleton command.
Jeronimo Vasquez, 22, from Kennewick told the trooper
she was trying to get to a job site on Airport Road and admitted
he had no license or insurance. The trooper cited him for the
violations and warned him for speeding.
State police also had a tow company impound the Honda.
•Pendleton police arrested Justin Lee Whipple, 25, on
Southeast Dorion Avenue on three felony counts of burglary and
one count of felony possession of methamphetamine. His bail
for that and several misdemeanor charges is $97,000.
• The Blue Mountain Enforcement Narcotics Team made two
arrests on Wednsday.
The first was at 2:35 p.m., when Nikole Rae Patterson, 24,
was taken into custody on Glemm Road and Quail Lane in
Hermiston. She was jailed for unlawful delivery and possession
of methamphetamine, with bail set at $60,845.
Bryan Tate, 36, was arrested at 5:15 p.m. at 333 S. First
Street on the same charges and the same bail, minus $45 for a
contempt of court charge Patterson was given.

HERMISTON — Water
will be shut off for Herm-
iston customers on a por-
tion Southwest 11th Street,
Orchard Avenue and High-
land Avenue for most of the
day Tuesday.
Affected customers have
been notified and a map of
the area — which includes
Foxwood Apartments, But-
ter Creek Apartments and
the Hermiston School Dis-
trict offices — is available
on the city website at herm-
iston.or.us.
According to a city news
release the shutoff will allow
“important” isolation valves
at the intersection of 11th
and Orchard to be replaced
in conjunction with above-
ground streetwork going on
at the corner in preparation
for installation of a new traf-
fic signal. The valves date
back to the 1960s and are
failing.
Veterans’ event
swings for the
fences
WALLA WALLA — Vet-
erans and their family mem-
bers are invited to a special
event during an upcoming
Walla Walla Sweets baseball
game against the Corvallis
Knights.
Hosted by the Walla
Walla VA Medical Center,
the “Welcome Home Event”
is Sunday with the gates
opening at 4 p.m. at Bor-
leske Stadium, 409 E. Rees
Ave., Walla Walla. The first
pitch is at 4:35 p.m. Tick-
ets for active military per-
sonnel, veterans and their
immediate family mem-
bers are $6.50 each, which
includes a drink and a ham-
burger or hot dog.
The colors will be pre-
sented by the Civil Air
Patrol, and the national
anthem will be sung by
U.S. Navy Chaplain Corps
Rear Adm. (retired) Darold
F. Bigger. In addition, rep-
resentatives from a num-
ber of organizations will
offer information about ser-
vices available to veterans.

face painting, bouncy houses
and other activities for kids.

After a long and brilliant
life, LaFrance Grubbs left us
on June 1, 2018. She passed
peacefully in her sleep.
LaFrance was born on
June 24, 1918, at Mrs. Nich-
ols Maternity Home. She
was the third daughter of
John and Winnie Blan-
chet.
LaFrance
attended a one-
room school house
in Coombs Canyon
first through eighth
grade. She moved
to town where she
attended and grad-
uated high school
from St. Joseph’s
Academy.
She met the Grubbs
love of her life at
a dance and married James
Oscar Grubbs on May 29,
1938. Together they had
three daughters, Judy Kay
Grubbs
Pranger,
Gay-
nell Grubbs Woodell and
Rachelle Grubbs Doherty.
LaFrance had 12 grand-
children, 19½ great-grand-
children and 1 great-great-
grandchild. She also has
numerous nieces, nephews
and unofficial children and
grandchildren.
LaFrance had a long and
very active career in the
world of credit. She served
locally, regionally and inter-
nationally with Credit Pro-
fessionals International. She
received many awards and
some of the highest honors
the organization has to give.
LaFrance final retired from
her third career as executive
director of Consumer Credit
Counseling Service at the
age of 85.
In 1987 she worked tire-
lessly for over a year with
Rudy Rada on the Clock-
tower project. In 1990 she
was named First Citizen in
Pendleton for all her work
for the community.
LaFrance will
always be remem-
bered
for
her
beauty, class, gra-
ciousness
and
love of family and
friends.
LaFrance is sur-
vived by her daugh-
ters Judy Kay
Pranger,
Corne-
lius, Oregon; Gay-
nell Woodell, Mer-
rill, Oregon; and Rachelle
Doherty, Pendleton, Oregon;
and countless loved ones.
She is preceded in death
by her husband Oscar
Grubbs; parents John and
Winnie Blanchet; and six
siblings, Marguerite Sartin,
Verlie French, Bobbie Fut-
ter, John Blanchet, Cressie
Depew and Jim Blanchet.
The rosary will be held
Friday, June 8, 2018, at 7:00
p.m. at Burns Mortuary in
Pendleton. Mass of Chris-
tian Burial will be held Sat-
urday, June 9, 2018, at 10:00
a.m. at St. Andrews Mission.
Burial will follow at Olney
Cemetery.
Donations may be made
to St. Andrews Mission or a
charity of your choice.

Hospital auxiliary announces scholarships
HERMISTON — Sev-
eral area students who are
pursuing higher education
in the field of medicine were
recently awarded $2,000
scholarships from the Good
Shepherd Medical Center
Auxiliary.
Eligible applicants must
have already successfully
completed at least one year
of study and their home res-
idence must be within the
areas served by Good Shep-
herd Health Care System.
Recipients from Hermiston,
including their field of study,
are Briana Wolfe, pharmacy;
Kaira Ludwig, nursing; and
Vanessa Stackhouse, diag-
nostic imaging/X-ray. Stu-
dents from Stanfield, who
are both pursuing a master’s
degree, are Elizabeth Sperr,
healthcare and organiza-
tion leadership; and Tina
Goff, nursing leadership and
management.
The hospital auxiliary
raises money through sales
at the Good Shepherd gift
shop and other fundraisers,
including bake sales, book
sales and miscellaneous
merchandise sales. For more

Timothy K. Smith, 62,
of Pendleton, Ore., passed
away peacefully on Tuesday,
May 29, 2018.
On May 2, 1956, Tim
was born to Gerald E. Smith
and Betty L. Smith in
Boise, Idaho. He lived
in Boise for his first three
years, then the fam-
ily moved to Santa
Clara, Calif., where
his parents worked
in the banking busi-
ness. Later they
transferred to Palo
Alto, Grass Valley,
and Nevada City,
Calif., where Tim
started school. In
1968, the family Smith
settled in Pendle-
ton, where Tim finished his
education.
He later moved to Echo,
Ore., where he lived for sev-
eral years working for his
brother Randy in his store,
Smith’s Jewelers, in Herm-
iston and later for Selec-
tric in Umatilla. From Echo
he moved to Lake Havasu,
Ariz., where he lived for
five years and worked in
construction.
While in Arizona he met
a lovely English girl, Linda,
and in 1990 he moved
to England for two years
where they got married in
1992. They left England and
moved to Pendleton where
Tim’s father employed him
as a mechanic at his busi-
ness, Jerry Smith Auto and
Ugly Duck Car Rental.
In 1994 he became a
father to Cristina Lynn. His
dad retired and the business
closed. The building was

Skinner, the daughter of
(the late) Mark Skinner and
Dawn Skinner, will major
in biology at the Univer-
sity of Oregon; Doria Sum-
merfield will attend Oregon
State University majoring
in biology. Her parents are

from his brother, and ran it
until his passing.
He was also a member of
the Barean Baptist church.
Tim loved to go fish-
ing with his daughter and
spent many weekends down
by the river. He
exceeded in every-
thing he engaged in
including mechan-
ics,
clock/jew-
elry repair, electri-
cal and plumbing;
he was the per-
fect handyman! He
also liked music
and played the gui-
tar, but especially
loved playing his
drums.
Tim was preceded in
death by his father.
He is survived by his
mom Betty Smith, his
daughter Cristina Smith, his
brothers Geoff and Randy
Smith and Cristina’s mom
Linda Smith, all of Pend-
leton, along with many
aunts, uncles and cousins,
his nephew Todd, and many
many friends.
A celebration of Life will
be held at the Barean Baptist
church, 8 N.W. Ninth St.,
Pendleton, Ore., at 1:00 p.m.
on Friday, June 15.

PENDLETON — Three
local college students seek-
ing a career in the medi-
cal profession were recently
awarded the PEO Chap-
ter CM’s Alison Furnish
Memorial Scholarship for
the 2018-19 academic year.
This year’s recipients,
each receiving $1,000, are
Clancy Deutz, a nursing
student at Gonzaga Uni-
versity in Spokane, Wash-
ington; Elizabeth Olsen,
a veterinary student at St.
Matthew’s University in
Orlando, Florida; and Jodi
Primus, a nursing student at
Blue Mountain Community
College in Pendleton.
And six Pendleton High
School grads also received
Alison Furnish Memorial
Scholarships, each in the
amount of $2,000.
