BRIEFLY
The U.S. Drought Monitor
indicates nearly all of south-
east Oregon has moderate to
severe drought. Winter snow-
pack has completely vanished
in the Harney Basin, and is
rapidly diminishing across the
rest of the state.
The drought declarations
allow increased flexibility
in how water is managed to
ensure that limited supplies
are used as efficiently as pos-
sible. They also position farm-
ers and ranchers in the county
for federal help.
Officers kill bear
near apartment
complex
GRESHAM (AP) —
Police killed a small bear that
was roaming near an apart-
ment complex in Gresham,
Oregon.
Gresham police told
KOIN-TV there were reports
of a bear Thursday. Another
report around midnight indi-
cated the animal had moved
further into town.
It was killed early Friday.
Police said they had no
choice because the bear was in
a residential area.

ing Bend is nearing 100,000
people.
A new estimate from the
U.S. Census Bureau shows
Bend’s population increased
4.3 percent between July 1,
2016, and July 1, 2017, with
94,520 people now calling it
home.
Damian Syrnyk is a senior
planner in Bend’s growth
management department. He
tells The Bulletin newspaper
that the city is projected to
have nearly 110,000 people
by 2025.
Bend had only 20,000 resi-
dents in 1990.

sneakers, a pink slipper and
one black bike glove lay
scattered on the sidewalk
near a small splash of blood.
The crash stunned the
city on the Friday before
Memorial Day. On that Fri-
day last year, a passenger
fatally stabbed two men and
wounded a third on a light-
rail train as it pulled into a
station. Police said the man
spewed hateful comments
at two black girls shortly
before the attack.

driver rammed into three
women walking on a side-
walk Friday in downtown
Portland, critically injur-
ing one of them, before
speeding away and get-
ting arrested within hours
of the crash.
Someone called 911
after spotting a blue SUV
that matched the descrip-
tion of the vehicle that
struck the women near a
light-rail station close to
Portland State University,
police Sgt. Pete Simpson
said.
Police have not yet
determined a motive and
know little about the
man, who was cooper-
ative during his arrest,
Simpson said. Authori-
ties said they were get-
ting a search warrant to
seize the car with a crum-
