Sealed Bids for the “MORROW COUNTY NORTH END TRANS-
FER STATION SCALE PIT FOUNDATION PROJECT” will be
received by the Morrow County Public Works Department, 365
West Highway 74 (P.O. Box 428), Lexington, Oregon, 97839, until
3:00 p.m. local time on Thursday, May 24, 2018. The bids will be
publicly opened and read at the Morrow County Public Works De-
partment, 365 West Highway 74, Lexington, Oregon, at 4:00 p.m.
local time on Thursday, May 24, 2018. First Tier Subcontractor
Disclosure Forms will be accepted until 5:00 p.m. on date of the
bid opening.
The County may reject any bid not in compliance with all pre-
scribed public bidding procedures and requirements, and may
reject for good cause any or all bids upon a finding of the County
that it is in the public interest to do so. The bidder must be regis-
tered with the Construction Contractors Board.
The work will consist of constructing concrete base and walls as
shown in the Project Plans titled “NORTH END TRANSFER STA-
TION SCALE PIT FOUNDATION”. The contractor will construct
the form work and provide, haul and place concrete reinforcing
steel and structural concrete according to the Project Plans. Mor-
row County Public Works Department will perform all site prepa-
ration, excavations and backfill as required.
The work will consist of, but may not be limited to, the following
total estimated unit cost quantities:
Mobilization, Lump Sum,1; Steel Reinforcing for Concrete, 1920
Lbs; Concrete (3300 psi), 31 Cu. Yds;
This is a MORROW COUNTY Project by and through THE MOR-
ROW COUNTY PUBLIC WORKS DEPARTMENT, fully funded by
Morrow County and is subject to the current Oregon Bureau of
Labor and Industries (BOLI) Prevailing Wage Rates.
A Bid Bond in the amount of 10% of the bid amount is required with
the proposal. Performance and Payment Bonds in the amount of
the contract bid amount will be required of the successful bidder.
The contractor will not be required to have an asbestos abatement
license under ORS 468A.720.

Notice is hereby given that the City of Umatilla Planning Commis-
sion will meet on Tuesday, May 22, 2018, in the city council cham-
bers starting at 6:30 p.m. to consider the following request.
Zayo Conditional Use CU-4-18 (amended): The applicant, Zayo
Group LLC, requests approval to establish fiber optic lines. The
applicant has received approval for the portion of the line within
the existing rights of way of Brownell Boulevard, Columbia Boule-
vard, Willamette Avenue, Riverside Avenue, Wildwood Lane, Rox-
bury Road, Beach Access Road, Umatilla River Road, Lind Road,

establishing State Plane Co-
ordinates on all existing mon-

additionally we will be renew-

UMATILLA COUNTY PLANNING COMMISSION
YOU ARE HEREBY NOTIFIED as the applicant, adjacent
property owner, or affected governmental agency, of a Public
Hearing to be held before the Umatilla County Planning Com-
mission on Thursday, May 24, 2017 at 6:30 PM at the Justice
Center Media Room, 4700 NW Pioneer Place, Pendleton, OR.
CONDITIONAL USE PERMIT #C-1301-18 – CENTRAL
WASHINGTON ASPHALT, INC., APPLICANT, JAMES SPEN-
CE PROPERTIES, INC., OWNERS. The applicant requests an
amendment of one of the conditions of approval in Conditional
Use Permit #C-333 (1984) and implied limitation in Conditional
Use Permit #C-479 (1987) to change the hours of operation.
Current hours of operation are limited to daylight hours. The
modification would change the condition to the following:
“[H]ours of operation will be day-light hours only, except for
those projects for which road work is required by contracting
governmental entities to occur during dark periods between
sunset (nautical dusk) to dawn. Those governmental projects
may occur during night-time (nautical dusk to dawn) hours. In
no case shall basting or crushing occur except during day-
light hours.”
The asphalt batch plant related to this request is located on
a portion of property described as Township 5N, Range 36E,
Section 07; Tax Lot #200. The subject property is zoned Exclu-
sive Farm Use (EFU) with Aggregate Resource (AR) overlay,
and is located off Walla Walla River Road, east of City of Mil-
ton-Freewater. The uses on the subject property, including the
asphalt plant, are existing and not new uses.
The applicable criteria of approval for modifying Conditional
Uses and Land Use Decisions are found in Umatilla County
Development Code (UCDC) Sections 152.611. Criteria of ap-
proval for Asphalt Plants are found in UCDC Section 152.617(I)
(A).
