Conner 3:44 a.m. - An Irrigon caller reported there were horses on city property on West Oregon Lane that had no water and drank from swimming pools. The Morrow County Sheriff’s Office contacted the horses’ owners, who said there is a water trough and the horses are older. 7:35 a.m. - The Umatilla County Sheriff’s Office took a report of a burglary on Milton Cemetery Road, Milton-Freewater. 10:45 a.m. - A juvenile male on the 100 block of East Main Street, Heppner, prompted a call to the Morrow County Sheriff’s Office because he was looking for cigarette butts. 1:13 p.m. - A Hermiston mother asked to speak to police about the next-door neighbor harassing her daughter. 2:17 p.m. - Hermiston police responded to a report of a burglary on the 1800 block of North First Place. 4:22 p.m. - Someone stole two bags of cans from the 300 block of Northwest 11th Street, Hermiston. The owner of the cans said the thief left the biggest bag, which would have made the most noise. 5:44 p.m. - A 911 caller reported a fight on South Fifth Street, Athena. 6:24 p.m. - One Hermiston resident on East Wilshire Avenue told police someone has been sending harassing text messages and calls at early morning hours. 7:22 p.m. - Staff at the Hermiston Christian Center, 1825 W. Highland Ave., Hermiston, reported a woman in a car with a young child vomited in the center’s parking lot. 10:19 p.m. - Umatilla police received a report of gun shots on Third Street. 11:11 p.m. - An intoxicated female was in the parking lot of the Hermiston Police Department, 330 S. First St. ARRESTS, CITATIONS •The Morrow County Sheriff’s Office arrested Joseph Lee Swope, 37, of 1280 13th Place, Irrigon, for unauthorized use of a vehicle and on multiple warrants for failure to appear. •Pendleton police arrested Roger Allen Parrott, 55, of Pendleton, for first-degree rape, first-degree sexual abuse and domestic violence assault. Pendleton Police Chief Stuart Roberts reported the arrest was the result of an investigation that began almost five months ago. Pendleton police on Sept. 25 responded to the 2700 block of Southwest Goodwin Avenue for a domestic disturbance, where officers contacted a woman, 55, who was distraught but denied any criminal activity, according to Roberts. She later called back and said there were things she needed to tell the officers, but she was afraid. Police eventually got her statement, which triggered the investigation. Robert said officers over several days seized multiple “items of evidentiary value” and submitted them for analysis. The evidence established sufficient probable cause to indict Parrott on the charges, and that led to the Umatilla County District Attorney’s Office issuing a warrant on March 13 for Parrott’s arrest. Parrott had moved, according to the police chief, but detectives determined where he was staying. Pendleton police on Wednesday arrested Parrott without incident and booked him into the Umatilla County Jail, Pendleton. Banks Mission Nov. 17, 1954 - March 21, 2018 James Cameron Conner, 63, of Mission, died March 21, 2018, at St. Mary’s Hospital in Walla Walla, Wash. He was born November 17, 1954, in Pendleton, Ore., to Gilbert Cecil and Virginia Wilkinson Conner. He was the fifth of 12 children and the second-el- dest son. James attended Keizer and Washington elementary schools, John Murray Junior High in Pendleton, and Madras Junior High. He graduated from Madras High School in 1973 Conner where he lettered four years each in football, basketball and tennis. He was named Most Valuable Player for his senior football season and went to state finals twice in tennis. He attended Linfield College and Willamette University. For most of his life, James was a Happy Canyon partic- ipant in various scenes over time from little war dancer to scout, raider, cliff fall-over, silhouette, and war party roles. James was notable for reading every newspaper and magazine he picked up from front to back. He tuned in regularly for “Washington Week,” “Face the Nation,” and old movies. He enjoyed cross-country skiing, zydeco music, quaffing, and cooking excellent chili, fried potatoes, and spaghetti for family and friends. He also competed in marathons in his younger years. He was employed by Kahneeta Resort, Madras Safeway, Cove State Park, Ranch of the Canyon, the Wildhorse Resort, Confed- erated Tribes of Umatilla and numerous construction contractors. For many years, he served his family as a caregiver for his mother and youngsters. James was an avid Oregon Ducks and Montana Grizzlies fan. He loved golf and, like every sport he played, excelled at it. He was particularly gifted at creating nicknames for family members and created and sang little songs for children in his care. He was preceded in death by his parents, elder brother John Macy Conner, niece Elena Gonzales, and grandnephew Elijah Conner. Surviving siblings are Cheryl, Kit, Verna, Matthew, Carol and Kristen Conner, Pendleton; Jody Conner, Wallowa; Elaine Miller, Madras; Carla Conner- Greene, Warm Springs; and Thomas Conner, Ukiah. Nephews and nieces bidding fond farewell to much-loved Uncle Jamesy include Marcus, Vanessa, Gus, Lucas and Virginia Conner, Jason Lamere and Appol- lonia Saenz, Pendleton; Cyrus Conner, Portland; Dyan Lamere, Rocky Boy; Damien Webster, New York; Brycee Bear, Wallowa; WeetahLoo Bear, Spokane; Valerie Miller, Louisiana; Logan Miller, LaPine; Benjamin Gonzales, Salem; Gari Conner and Thomas Bear, Arizona; Rico Saenz, Madras; Manuel Greene, Lapwai; Perry Greene, Redmond; and Jerrod Miller. Dozens of cousins who were James’ rivals and partners from childhood on, grandnieces and grandnephews who were tended, teased, sung to, and nicknamed by James, and his close cronies will miss his affection, witticisms and special charm. Family viewing will be at 4 p.m. at Burns Mortuary with funeral service at 6 p.m., Friday, March 23. Immedi- ately following a dinner will be held at the Longhouse.
