ARRESTS, CITATIONS
St. Helens
September 4, 1940 - March 9, 2018
4:11 p.m. - Someone stole a box of oranges from the 100
block of North Main Street, Milton-Freewater.
Friday
•Hermiston police searching for a lost dog caught a car thief
suspect, but not without a bit of a mishap.
An officer just after noon was looking for the dog on the 1300
block of Southwest Tony Drive when he saw Jesse Jay Focht,
24, of Hermiston, driving a 1990 Nissan pickup, according to
Hermiston police Lt. Randy Studebaker, which had just been
reported stolen.
“When Focht saw the officer he ditched the pickup and
tried to escape,” according to Studebaker. “Our fleet-footed
patrolman caught him a short distance away and arrested him
on a probation violation warrant, as well as a new charge of
unauthorized use of a vehicle.”
However, when the officer jumped out to give chase, he didn’t
quite get the police car into park, and it rolled backward into a
power pole, scuffing both.
“Like everybody else, police officers occasionally have a bad
day,” Studebaker stated. “It’s part of being human.”
Police returned the pickup to its owner and booked Focht into
the Umatilla County Jail, Pendleton.
We’re betting Focht’s day was worse than the cop’s.
•Oregon State Police arrested Jack Earnest Frank, 82, of
Athena, for felony failure to register as a sex offender. State police
reported he had not made an annual report since Feb. 11, 2016.
Saturday
•Pendleton police arrested Jessica Harwood, 24, of,
Pendleton, for driving under the influence of intoxicants.
•Hermiston police arrested Humberto Saul Ramos Ramos,
25, no address provided, for felony possession of a federally
controlled substance and first-degree trespass.
•Umatilla Tribal Police arrested Ada May Patrick, 53, of

drugs and dangerous drugs.
