quest mining and processing of aggregate resources and amend
the Comprehensive Plan to add a locally significant aggregate
site to Morrow County’s Map and Inventory of Natural Resources
Aggregate and Mineral Resources, also to amend the Zoning Map
to include the site within the Significant Resource Overlay Zone.
Criteria for approval includes the Morrow County Zoning Ordi-
nance (MCZO) Article 3 Section 3.010 EFU, Article 6 Conditional
Uses, Article 8 Amendments and Morrow County Comprehensive
Plan (MCCP) Natural Resources Element and Review and Revi-
sion Process. This is the first of at least two public hearings with
the final hearing before the Board of Commissioners.
Conditional Use Permit CUP-N-330: Wade Aylett, applicant
and owner. The property is described as tax lot 500 of Assessor’s
Map 4N 27 20D. The property is zoned Farm Residential (FR) and
located off Gunclub Lane near Interstate 84. Request is to allow
mining and processing of aggregate resources at the site. Criteria
for approval includes MCZO Article 3 Section 3.041 Farm Resi-
dential Use Zone and Article 6 Conditional Uses.
Conditional Use Permit CUP-N-169(B):Threemile Canyon
Farms, applicant and owner. The property is described as tax
lot 112 of Assessor’s Map 3N 23. The property is located south
of Interstate 84 off Threemile Road and is zoned Exclusive Farm
Use. Request is to amend CUP-N-169(A) to include the addition
of a gas conditioning facility. The conditioning facility will prepare
biogas produced by Threemile Canyon Farm’s dairy operations
for injection into a 2-mile-long pipeline that will deliver gas to the
existing Gas Transmission Northwest LLC Carty Lateral Pipeline.
Criteria for approval include MCZO Article 3 Section 3.010 and
Article 6 Conditional Uses.
Comprehensive Plan Amendment AC-120-18: Morrow Coun-
ty, proponent. Request is to adopt a Parks Master Plan as a
resource document in support of Goal 8 Recreation of the Com-
prehensive Plan. The Parks Master Plan is applicable to Morrow
County Parks – Anson Wright, Cutsforth and OHV. The criteria for
approval are found in MCCP Review and Revision Process. This
is the first of at least two public hearings with the final hearing
before the Board of Commissioners.
Opportunity to voice support or opposition to the above propos-
al or to ask questions will be provided. Failure to raise an issue
in person or by letter or failure to provide sufficient specificity to
afford the decision maker an opportunity to respond to the issue
precludes appeal to the Land Use Board of Appeals based on
those issues.

Sealed Bids for the “MORROW COUNTY LEXINGTON YARD
BUILDING FOUNDATION PROJECT” will be received by the Mor-
row County Public Works Department, 365 West Highway 74 (P.O.
Box 428), Lexington, Oregon, 97839, until 1:00 p.m. local time on
Thursday, March 22, 2018. The bids will be publicly opened and
read at the Morrow County Public Works Department, 365 West
Highway 74, Lexington, Oregon, at 3:30 p.m. local time on Thurs-
day, March 22, 2018. First Tier Subcontractor Disclosure Forms
will be accepted until 3:00 p.m. on date of the bid opening.
The County may reject any bid not in compliance with all pre-
scribed public bidding procedures and requirements, and may
reject for good cause any or all bids upon a finding of the County
that it is in the public interest to do so. The bidder must be regis-
tered with the Construction Contractors Board.
The work will consist of constructing concrete footings, columns
and walls as shown in the Project Plans titled “LEXINGTON YARD
BUILDING FOUNDATION”. The contractor will construct the form
work and provide, haul and place concrete reinforcing steel, build-
ing anchoring bolts and structural concrete according to the Proj-
ect Plans. Morrow County Public Works Department will perform
all site preparation, excavations and backfill as required.
The work will consist of, but may not be limited to, the following
total estimated unit cost quantities:
Mobilization, Lump Sum,1; Steel Reinforcing for Concrete, 59,500
Lbs; 1”dia x16” Anchor Bolts, 152 Ea.; Concrete for Footings
(4000 psi), 290 Cu. Yds; Concrete for Walls & Columns (4000 psi),
150 Cu. Yds.
This is a MORROW COUNTY Project by and through THE MOR-
ROW COUNTY PUBLIC WORKS DEPARTMENT, fully funded by
Morrow County and is subject to the current Oregon Bureau of
Labor and Industries (BOLI) Prevailing Wage Rates.
A Bid Bond in the amount of 10% of the bid amount is required with
the proposal. Performance and Payment Bonds in the amount of
the contract bid amount will be required of the successful bidder.
The contractor will not be required to have an asbestos abatement
license under ORS 468A.720.
