Sealed Bids for the “MORROW COUNTY LEXINGTON YARD
BUILDING FOUNDATION PROJECT” will be received by the Mor-
row County Public Works Department, 365 West Highway 74 (P.O.
Box 428), Lexington, Oregon, 97839, until 1:00 p.m. local time on
Thursday, March 22, 2018. The bids will be publicly opened and
read at the Morrow County Public Works Department, 365 West
Highway 74, Lexington, Oregon, at 3:30 p.m. local time on Thurs-
day, March 22, 2018. First Tier Subcontractor Disclosure Forms
will be accepted until 3:00 p.m. on date of the bid opening.
The County may reject any bid not in compliance with all pre-
scribed public bidding procedures and requirements, and may
reject for good cause any or all bids upon a finding of the County
that it is in the public interest to do so. The bidder must be regis-
tered with the Construction Contractors Board.
The work will consist of constructing concrete footings, columns
and walls as shown in the Project Plans titled “LEXINGTON YARD
BUILDING FOUNDATION”. The contractor will construct the form
work and provide, haul and place concrete reinforcing steel, build-
ing anchoring bolts and structural concrete according to the Proj-
ect Plans. Morrow County Public Works Department will perform
all site preparation, excavations and backfill as required.
The work will consist of, but may not be limited to, the following
total estimated unit cost quantities:
Mobilization, Lump Sum,1; Steel Reinforcing for Concrete, 59,500
Lbs; 1”dia x16” Anchor Bolts, 152 Ea.; Concrete for Footings
(4000 psi), 290 Cu. Yds; Concrete for Walls & Columns (4000 psi),
150 Cu. Yds.
This is a MORROW COUNTY Project by and through THE MOR-
ROW COUNTY PUBLIC WORKS DEPARTMENT, fully funded by
Morrow County and is subject to the current Oregon Bureau of
Labor and Industries (BOLI) Prevailing Wage Rates.
A Bid Bond in the amount of 10% of the bid amount is required with
the proposal. Performance and Payment Bonds in the amount of
the contract bid amount will be required of the successful bidder.
The contractor will not be required to have an asbestos abatement
license under ORS 468A.720.

Draft Environmental Assessment
Eastern Oregon Regional Airport at Pendleton Proposed Solar
Facility Installation
Draft Environmental Assessment Available
The Federal Aviation Administration (FAA) and the City of Pend-
leton hereby announce the availability of the Draft Environmental
Assessment (Draft EA) for the proposed Pendleton Solar project
located in Pendleton, Oregon for public review and comment.
Project sponsor is NorWest Energy 9, LLC (“Pendleton Solar”).
The Draft EA describes the proposed project, assesses the po-
tential environmental impacts and summarizes, as applicable,
any mitigation measures used to minimize environmental effects.
FAA has conducted an independent evaluation of the Draft EA
and believes that it accurately assesses the impacts of the pro-
posed project.
The proposal is for construction of a 6.0 megawatt (MW) ground
mounted solar array (solar farm) to be located in the area north of
U.S. Highway 84/Vietnam Veterans Memorial Highway and one
half mile south of the Eastern Oregon Regional Airport at Pend-
leton (EORAP) in Umatilla County, Pendleton, OR, 97801. Ac-
cording to the Umatilla County Geographical Information System
(GIS) website, the property is identified as Assessor Parcel Num-
bers 2N320500-00318 and 2N320600-00100. NorWest Energy 9,
LLC has requested the following actions from FAA: 1) to approve
Airport Layout Plan changes that include the proposed solar de-
velopment, and 2) to release aeronautical land use restrictions on
the above noted parcels.
Public Comment PeriodPublic comment on the Draft EA is invit-
ed for a 30-day period beginning February 26, 2018 and ending
March 26, 2018. The purpose of the Public Comment period is to
allow comments on the adequacy of the Draft EA for the proposed
solar project installation at the EORAP. To request a copy of the
Draft EA and provide written comments on the Draft EA or request
