Raymond Sims Baum,
62, of La Grande passed
away from complications of
prostate cancer on February
9, 2018, at the Suburban
Hospital in Bethesda, Mary-
land. A funeral service will
be held at the Church of Jesus
Christ of Latter-day Saints
Stake Center in La
Grande, Oregon, on
Saturday, February
17, 2018, at 1:00
p.m.
Ray was born on
August 18, 1955, in
La Grande, Oregon,
to General David C.
and Marie J. Baum.
He graduated high
school in 1973. He
received his B.S. Baum
in financial and
estate
planning
with a minor in agricultural
economics from Brigham
Young University in 1980.
In May 1983 Ray graduated
from Willamette University
College of Law with his Juris
Doctorate.
He entered private practice
in La Grande, Oregon, with
his older brother David from
1983 through 2003. In 1989
Ray was elected to the Oregon
House of Representatives
and held the seat for District
58 from 1989 through 1997.
During that time he held
numerous positions including
House Majority Leader in
1995.
In September 2003 he and
the family moved to Salem,
Oregon, where he accepted
a position as a commissioner
of the Oregon Public Utility
Commission. He worked for
the PUC from 2003 through
2011. He served as chairman
of the Public Commission
from 2010 to 2011. From
2005 to 2011 he was the state
chair of the Federal-State Joint
Board on Universal Service.
From 2008-2010 he served
as chairman of the National
Association of Regulatory
Utility Commissioners Tele-
communications Committee.
In 2011 Ray became
the senior policy advisor to
the U.S. House of Repre-
sentatives Committee on
Energy and Commerce,
Sub-Committee on Commu-
nications and Technology
and senior policy advisor to
Congressman Greg Walden
on technology and energy.
In April 2016 Ray
accepted a job as vice presi-
dent of government affairs at
the National Association of
Broadcasters. He remained
there until January 2017
when he went back
to public service in
the position of staff
director of the U.S.
House of Represen-
tatives Committee
on Energy and
Commerce.
During
his
professional career
Ray received many
awards and recogni-
tions including the
Edwin B. Parker
Enduring Achieve-
ment Award for Telecommu-
nications in Oregon and The
Vito Stagliano Excellence in
Electric Policy Award.
Ray’s two great joys in
life were his family and
public service. His wife was
the most important person to
him in his life. “She has been
a great example of service to
others and her charity never
ends. She has supported
me in my pursuit of politics
and put up with my public
service impairment.”
Ray was an active
member of his of the Church
of Jesus Christ of Latter-day
Saints, serving a mission
from 1976-1978 in the
Cleveland, Ohio, Mission.
He held numerous callings
including bishop.
Ray is survived by his
wife Kristine and his six
children: Rachael Haney
(Matt) of Cedar Hills, Utah;
Wyatt Baum (Jessica) of La
Grande, Ore.; Alexis Crellin
(Brennan) of Mill Creek,
Utah; Mary Baum of Balti-
more, Md.; Andrew Baum
(Rachael) of Cedar Hills,
Utah; and Elizabeth Roundy
(Shad) of Farmington, Utah.
He is also survived by his 10
grandchildren (Jack, Van,
Elie, Jude, Parker, Frankie,
Winslow, Marlowe, Ray,
unnamed) and his siblings
David C. Baum (Anna) of
La Grande, Ore., and Marie
J. Rampton (Wesley) of La
Grande, Ore.

Kandace J. “Kandi” Harvey, 51, of Milton-Freewater died
Sunday, Jan. 28, 2018, in Walla Walla. She was born July 10,
1966. A celebration of life will be held Saturday, Feb. 17 at
1 p.m. at the Rebekah Hall in Milton-Freewater. Munselle-
Rhodes Funeral Home in Milton-Freewater is in charge of
arrangements.

Eugene H. “Gene” Jones, 91, of Hermiston died Tuesday,
Feb. 6, 2018, in Hermiston. He was born May 4, 1926, in
Eugene. A graveside funeral service with military honors will
be held Friday, Feb. 16 at 10 a.m. at the Hermiston Cemetery.

A long-time resident of
Hermiston died peacefully
in her sleep, Feb. 5, 2018, at
the age of nearly 85. Georgia
Lenile Jatko (Cunningham)
was born in Ash Fork,
Arizona, on March 6, 1933.
In her final years, she suffered
from Alzheimer’s disease
in a Hermiston
facility. In January,
she had been moved
to another facility in
Ontario, Oregon,
where she passed
on February 5.
She was always
called Lenile, but
in her older years
she was known as
Lenny by all her
many friends. She
was the second of
four children of
John and Mirla
Cunningham.
During the Great
Depression
the
family moved many
times to find work.
At last, in 1943,
John would be
hired by the Union
Pacific Railroad, Jatko
and
northeast
Oregon would become the
family home. They would
live along the railroad line
in Wieser, Idaho, and then
La Grande, Pendleton, and
Hermiston.
In 1967, she married
Stephen Jatko. The marriage
would last only four years,
and they had one child. She
then had to raise her son,
John Jason Jatko, working
as a single mom. Lenny had
several jobs in Hermiston

at Ye Olde Pizza Shoppe,
where she would stay for the
next 22 years. She became a
fixture at the shop, and knew
hundreds of customers from
the Hermiston area. She even
appeared in a TV commercial
for the shop that was shown
on a Tri-Cities TV
station.
She
was
preceded in death
by her parents,
John and Mirla
Cunningham,
and her two
younger brothers,
Gene and Richard.
Her
survivors
include her older
brother, John Jr.
(Barbara)
and
nephew Jim, of
Richland,
Wash.
Her brother Gene’s
widow, Judy, and
extended
family
live in Arizona,
Nevada,
and
Arkansas. Her son
John with her two
grandsons, Hunter
and Cody, live in
New Hampshire.
Lenny always loved being
near the ocean, and wanted
her ashes to be put in the
sea. To insure that her wishes
would be honored, she made
early arrangements with
Burns Mortuary in Herm-
iston. Upon her death, her
ashes were to be sent to her
son in New Hampshire to be
spread in the Atlantic Ocean.
She will always be loved and
remembered by those who
knew her.

away
surrounded by her loving
family and friends on
February 9, 2018. Gene Ann
was born December 30,
1937, in Portland, Oregon, to
Dr. Eugene and Mrs. Eliza-
beth Tupker.
She was raised in
St. Helens, Oregon,
and
graduated
from high school
there in 1955. She
graduated summa
cum laude from
Marylhurst College
in June of 1959. Her
name is inscribed
in the school’s Joan
of Arc trophy, an
honor given to the McLean
graduating senior
who best exempli-
fies character, scholarship
and loyalty.
In August 1960 she
married Riney J. Seeger of
Pendleton. They had two
sons, John (deceased) and
James of Killeen, Texas.
After separating from Riney
she later married William
McLean.
Gene Ann taught French
at Tigard High School and
Blue Mountain Community
College. She later became
Dean of Women and Director
of Student Activities at
BMCC, retiring in 1997. Her
work at BMCC extended
well beyond her job, and it’s
been said that she mothered
more rodeo champions than
anyone in the world, taking
countless students from the
school’s rodeo team under
her wing and often into her
home. The scholarships
she provided through the
BMCC Foundation each year
allowed many students to
realize their dream of higher
education.
She was active in many
aspects of the community,
including 15 years as a
member of Altrusa Inter-
national of Pendleton and
serving on the board of
directors of the Arts Council
of Pendleton during
the renovation of the
Carnegie building
into the Pendleton
Center for the Arts.
Her board tenure
included service as
both board secretary
and board president.
Gene Ann also
volunteered
at
Lincoln
Primary
School and was
involved in count-
less other activities.
She loved both college
rodeo and the Pendleton
Round-Up, and hosted large
gatherings each September
for visitors from across
the country and around the
world.
She is survived by son
James Seeger, grandchildren
R.J. Seeger and Ashley
Seeger, great-grandson Elijah
Schmitz, sister Jane Raabe
of Vancouver, Wash., and
brother William J. Tupker of
Sacramento, Calif. She was
preceded in death by her son
John Seeger.
A Celebration of Life will
be held Thursday, February
15 at 1 p.m. in the Bob Clapp
Theatre at Blue Mountain
Community College.

family asks that memorial

Pendleton Cattle Barons
announces scholarship program

Students from several Eastern
Oregon counties are invited to
apply for a Pendleton Cattle
Barons Weekend scholarship.
Applicants must currently
be or plan to be enrolled in
undergraduate or graduate
agricultural studies and be
from Umatilla, Morrow,
Grant, Baker, Wallowa or
Union counties. Applications
are due Friday, April 20. The
final selection of scholarship
recipients will be made
during the May 11-12 Cattle
Barons event.
In 2017, the organization
awarded
$12,000
in
scholarships to eight students.
An additional $5,000 was
provided to the Pendleton
Junior Livestock Show to be
distributed to participants and
another $1,000 was presented
to the Pendleton Outdoor
School.
