RECORDS Tuesday, January 9, 2018 PUBLIC SAFETY LOG FRIDAY 8:09 a.m. - A caller reported to the Morrow County Sheriff’s Department that his son, brother and a couple of other men were involved in a scuffle the previous Friday evening and head that a deputy was looking to cite them for disorderly conduct, and wanted to turn themselves in. A deputy gave him instructions. 10:05 a.m. - Kralmal Steel Structures reported items were taken from a vehicle while parked in an unknown location. Milton- Freewater police took a theft report. 10:12 a.m. - A vehicle was broken into at a residence on North Barbara Street, Stanfield. 12:02 p.m. - A Hermiston business owner requested to speak to a Hermiston police officer about fraud on her account made by a past employee. 2:31 p.m. - A package was stolen from the front porch of a home in the 100 block of South Russell Street, Milton-Freewater. 2:55 p.m. - A two-vehicle accident at McDonald’s, 900 Southgate, Pendleton, was followed at 3:17 p.m. by a three-car accident at Southgate Sinclair & Foodmart, 701 Southgate. 3:05 p.m. - A resident of Root Lane, Boardman, reported a hurt or sick hawk in his back yard that wouldn’t leave. He requested contact from a Morrow County sheriff’s deputy. 4:40 p.m. - A caller on South Highway 395, Hermiston, reported a theft in progress. 7:50 p.m. - Hermiston police responded to a report of shots fired in the vicinity of Northwest 13th Street and West Ridgeway Avenue, but were unable to locate a shooter. 9:21 p.m. - The Morrow County Sheriff’s Office and Boardman emergency services were called to a pickup in the median on eastbound Interstate 84. There were no reported injuries. 9:58 p.m. - Umatilla police received a report of a theft at a residence on Covina Court. 10:57 p.m. - Hermiston-area police and emergency services and the Umatilla County Sheriff’s Office were called to a two-ve- hicle head-on collision at North First Place and West Harper Road. 10:57 p.m. - The Morrow County Sheriff’s Office responded to a report of shots fired in the vicinity of Kunze Lane and Mountain View Drive, Boardman, but were unable to find a shooter. 11:15 p.m. - A prowler was reported by a resident of Sater Court, Hermiston. 11:31 p.m. - Pendleton police were called to Cadillac Jack’s, 1703 S.W. Emigrant Ave., Pendleton, for an elderly man acting strangely in the parking lot. SATURDAY 1:23 a.m. - Love’s Travel Stop and County Store, 78665 Tower Road, Boardman, received a scam caller saying he was a federal marshal and the business would be shut down in 45 days because they were behind on their taxes and had counterfeit money on the premises. A Morrow County sheriff’s deputy took a report. 2:56 a.m. - Pendleton police received a report of shots fired on Southwest Hailey Avenue, but were unable to locate a shooter. A second report of shots fired came from the vicinity of Southwest 31st Street at 3:02 a.m. 4:00 a.m. - A prowler was reported by a resident of West Standard Avenue, Hermiston. 7:49 a.m. - A vehicle was reported stolen from a residence on Echols Road, Hermiston. 10:07 a.m. - A trailer was stolen from a residence on Southwest Utah Avenue, Irrigon. 10:40 a.m. - A caller reported to the Morrow County Sheriff’s Office that a man in Heppner is scamming elderly women out of money and rummaging through their bathrooms in search of opioids. 2:02 p.m. - A car was broken into on Southwest 13th Place, Hermiston. Another car prowl was reported at 3:36 p.m. on North First Street, Hermiston. 4:44 p.m. - A resident of West Hermiston Avenue reported a burglary. 4:50 p.m. - A woman called the Hermiston police to report she received a bill for a credit card she did not request. 5:40 p.m.- A vehicle was reported stolen from South Main Street, Heppner. 5:41 p.m. - Stanfield police received a report of a vehicle stolen from a residence on South Glendening Street. 6:04 p.m. - Pendleton police took a report from a resident of a rental property on South Main Street for burglary. SUNDAY 12:31 a.m. - A resident of Vetter Lane, Hermiston, reported a loud boom in the area, possibly near Spearman Road. Umatilla County sheriff’s deputies were unable to locate the source of the sound. 2:51 a.m. - The Morrow County Sheriff’s Office, Boardman and Pendleton police were called by the Umatilla County Sheriff’s Office to assist with a “large-scale disturbance” at Columbia Crest Apartments, 1500 Second St., Umatilla. 11:20 a.m. - The East Umatilla County Rural Fire Protection District and the Umatilla County Sheriff’s Office were called to a two-vehicle crash on Winn Road near Weston. Three people were involved in the crash but no one was transported to the hospital for treatment. 11:20 a.m. - A burglary was reported by a resident of North Fork Walla Walla Road, Milton-Freewater. 11:46 a.m. - A woman in a vehicle approached a boy on Southeast California Avenue, Irrigon, and asked if his parents were home. When he said yes, the woman drove away. A Morrow County sheriff’s deputy was unable to locate the suspect. 1:43 p.m. - The Umatilla County Sheriff’s Office received a theft report from Living Faith Church, 1411 Diagonal Blvd., Hermiston. 1:49 p.m. - Another burglary was reported by a resident of Winn Road, Weston. A Umatilla County sheriff’s deputy took a report. 3:31 p.m. - Pendleton police responded to a reported assault at Southwest 28th Street and Southwest Hailey Avenue. 4:03 p.m. - Another vehicle was reported stolen, this time from North Ott Road, Hermiston. 11:47 p.m. - The Milton-Freewater Fire Department, police and the Umatilla County Sheriff’s Department were called to a barn fire on Steen Road. ARRESTS, CITATIONS Friday •Pendleton police arrested Michael Kelly Boyer, 23, address not provided, for identity theft, a felony, and misdemeanor charges of theft of lost/mislaid property and credit card fraud (counterfeit/ forgery). He also was arrested on a misdemeanor failure to appear warrant. Saturday •Joseph St. Pierre, 18, address not provided, was arrested by Oregon State Police on 11 misdemeanor game license violations, including hunting/angling in a prohibited area, hunting/angling during a closed season, illegal possession/taking of wildlife, hunting by prohibited method, and removal of parts of wildlife/ waste of wildlife. •Oregon State Police arrested Catherine Marie Dougharity, 30, Pendleton, for duii-alcohol and unauthorized use of a vehicle. Her blood alcohol content was measured at 0.10 percent, just over the legal limit of 0.08 percent. •Oregon State Police also arrested Brian Lee Lindland, 48, Prineville, for duii-alcohol. He refused to take a breathalyzer test. Sunday •The Umatilla County Sheriff’s Office arrested Lars Ivan James Wenberg, 38, address not provided, for duii-alcohol, driving while suspended, interfering with a peace officer and second-degree disorderly conduct. Monday •Tedd Lawrence Hall, 53, 104 S.W. Dorion Ave., Pendleton, was arrested by Pendleton police at the Pendleton Woolen Mills, 1307 S.E. Court Place, for first-degree burglary (busi- ness), second-degree theft, second-degree criminal mischief (vandalism) and having burglary tools in his possession. Man accused of killing Portland man gets 6 years in prison PORTLAND (AP) — A man accused of beating and burning the body of another man in 2013 has been sentenced to six years in prison after pleading guilty to manslaughter. The Oregonian/Oregon- Live reports 53-year-old Ervin Golden Jr. had been scheduled to go on trial for murder on Monday, but he decided to plead guilty to the lesser charge Friday. Golden and a second man had both been accused of killing Jeremy Purcell, who lived in a southeast Portland garage. During a 2015 trial that ended in mistrial, the pros- ecution said the men were retaliating against Purcell because they believed Purcell had stolen Golden’s wallet and a car belonging to one of Golden’s associ- ates, a cocaine dealer. East Oregonian Page 5A OBITUARIES James Harm Casper Paul Eugene Jones Laughlin, Nevada June 28, 1936 - January 1, 2018 Pendleton January 4, 1930 - January 4, 2018 James Harm Casper was born in Ohiawa, Nebraska, on June 28, 1936. He passed away peacefully on New Year’s Day. He was at home with loved ones by his side. Jim was 81 years old. Jim was raised in Hermiston, Oregon. At an early age he developed a strong work ethic that would continue for his entire life. From farming, working on the The Dalles Dam to joining the Army at 17 years old, Jim took great pride in working hard. While in the service he Casper spent most of his time in Korea. Jim and Donna were married March of 1956. Their oldest son Tim was born January of 1957. Their other son Kim soon followed in June of 1959. They spent the early years of their marriage in Seattle, Washington, where Jim went to school at night and both worked at Boeing during the day. They moved back to Eastern Oregon where Jim and Donna spent much of their lives working in real estate and property develop- ment. Jim and Donna were dedi- cated to creating a legacy that would pass on through the generations. Later in life they were able to work alongside their two sons, Tim and Kim. When Jim wasn’t making business deals he enjoyed many things including classic cars, traveling the world, flying airplanes, and golfing. There were also many enjoy- able years spent with family and friends in Palm Springs, Hawaii, Central Oregon and Vancouver, Wash. Jim and Donna were dedicated to giving back by contrib- uting to Shriners Children’s Hospital, Meadowood speech camp, and the Elks Lodge. Sadly, Jim was preceded in death by his two sons, Tim and Kim, his parents Maude and Harm Casper, brother Robert, and sisters Eleanor and Carole. He is survived by his wife Donna, grandchildren April, Thomas, Taylor and Mckenzie, great-grandchil- dren Kimber, Kindrick and Easton, sister Cheryl, brother Milton, daughters-in-law Kelley and Jan, and several nieces and nephews. Services will be held January 20 at 3 p.m. at Ever- green Memorial Gardens in Vancouver, Wash. Special thank you to sister-in-law Lee (Muldoon) Maddock and sister Cheryl Tucker for their commitment and help to both Jim and Donna throughout the recent years. He was born to Frank and Ida (Bly) Jones in Ridgedale, Missouri, on January 4, 1930. Paul was the seventh of 11 chil- dren. At 18 years old Paul served in the United States Army as a general’s guard in Germany. After serving in the Army he returned to Hermiston, Oregon, and fell in love with June McNair. Jones They were married on May 25, 1951. They had four children: Vicki (Jones) Cline; Marilyn (Jones) Brown; Ricky Paul Jones; and Toby Jones. They had 15 grandchildren; 14 great-grandchildren; and four great-great-grandchildren. Throughout their 67 years of marriage Paul and June lived in several places including Pendleton, Hermiston, Nyssa, Heppner and Beaver, Oregon. Paul had several occupations including working at the Umatilla Army Ordinance Depot; sheriff of Umatilla County from 1973-1974; the railroad; driving bus; and as a general contractor for the majority of his working years. When he wasn’t busy working you could find him enjoying his hobbies of fishing camping, playing cards with his wife June, friends, family, and wood working. He loved visiting with his family and friends and spoiled his dog Shadow. Paul is precede in death by his parents Frank and Ida (Bly) Jones, his beloved son Ricky Paul Jones, and eight siblings. Sign the online condolence book at www.burnsmortuary.com Carol Virginia Walker Powell Pendleton April 20, 1934 - January 5, 2018 Carol Virginia Walker Powell, 83, died Friday, 5 January 2018, in Pendleton, Oregon, from complications of Alzheimer’s disease. In either assisted living or hospice care for 36 months prior to her death, Carol died peacefully in her sleep. She leaves her son Roger Graves and wife Joelle of Medford, Oregon, son David Powell and wife Lori of Pendleton, daughter Suzan Powell of Dundalk, Maryland, son Steven Powell and wife Diane of Rhinebeck, New York, and daughter Powell Kelley Running and husband Stephen of El Dorado Hills, California; grandchildren Allison, Colleen, Heather, Elizabeth, Daniel, Emily, Eric, Gregory, James and Robert; and 14 great-grandchildren. Carol was born in Ogden, Utah, on April 20, 1934, to Robert Spencer Walker and Martha Virginia Rose. Carol spent her early years living in Utah, Nevada and California. She graduated from West High School in Salt Lake City, Utah, in 1952. Carol furthered her education by eventually earning a bach- elor’s degree from Towson State College and a master’s degree from San Francisco State University. Carol Virginia Walker and Roger Warren Powell were married in Las Vegas, Nevada, on 20 November 1953 and divorced in 1977. In her adult life Carol lived in Utah, Maryland, Iowa and settled permanently in California in 1977 living in Richmond, Pinole, and finally Rocklin. Because of her declining health, Carol moved to Pendleton, Oregon, in January 2015. Carol spent many years in public/government service and retired from her position as chief public affairs officer for the Department of Energy–Western Region in the late 1990s. In retirement Carol was active in the Amer- ican Association of Univer- sity Women, the Rocklin California Historical Society, and many other organiza- tions. She was an avid reader and book collector, and loved to travel. The family wants to thank Sunridge Assisted Living and Juniper House Memory Care of Pendleton, Oregon, for the excellent care they provided Carol in her final months and days. In accordance with her final wishes, a private service for family members only will be held.
