PUBLIC SAFETY LOG
6:19 a.m. - The Morrow County Sheriff’s Office and other
agencies responded to East Highway 730, Irrigon, for a
three-vehicle crash. At least one person went to the hospital.
9:30 a.m. - Staff at St. Mary’s Outreach, 440 S.W. Emigrant
Ave., Pendleton, reported a theft. Police did not find the suspect.
11:49 a.m. - The Morrow County Sheriff’s Office received a
report from Short Road, Irrigon, of a dog with an abscess that
looked infected. A deputy talked to the dog’s owner, who said
the dog has a tumor and went to the veterinarian.
3:44 p.m. - A woman asked to talk to Pendleton police about
a person harassing and stalking her.
6:02 p.m. - Oregon State Police responded to the Milton-
Freewater area of Highway 332 eastbound near milepost 2 to
assist with a vehicle fire. The trooper found the vehicle — a
Volkswagen Jetta, which the fire fully destroyed — but no driver.
The trooper later contacted the car’s owner, who said the fire
started due to a mechanical problem, and he tried to put it out
but could not. The owner told the trooper he left because he did
not think the fire department was coming.
8:48 p.m. - Hermiston police responded to the 400 block of
North First Street for a disturbance.
ARRESTS, CITATIONS
Wednesday
•Umatilla County Sheriff’s Office arrested Brenton James
Vanderkooy, 20, of 78688 Doherty Road, Hermiston, for
first-degree mischief (vandalism) and reckless endangering.
•Umatilla Tribal Police arrested Robert Eugene Smith, 60, no
address provided, for possession and delivery of heroin.
•Oregon State Police arrested Jose Antonio Medrano, 32, of
1702 ½ S.E. Court Ave., Pendleton, for possession and delivery
of methamphetamine and heroin, delivery of oxycodone, felon in
possession of a weapon, and on warrants.
•Oregon State Police at 6:23 a.m. responded to a three-ve-
hicle crash on Highway 730 near milepost 172 and found one
driver fled the scene. About 10 hours later, police caught up
to Gustavo Rosales Sanchez, 19, no address provided, and
arrested him for failure to perform duties of a driver to injured
persons (felony hit and run). He also suffered a neck injury from
the crash.
Thursday
•The Morrow County Sheriff’s Office on Wednesday night
responded to California Lane, Irrigon, on a vehicle theft report.
That led to the arrest early Thursday of Nicolas Landeros Garza,
19, of 308 S.W. Kinkade Road, Boardman, for unauthorized use
of a vehicle and trespassing.

Clarence E. Collyer of
Hermiston, Oregon, was
born on February 8, 1929,
in Mesa County, Colorado,
to Bessie Stolze. He died
on December 2, 2017, in
Hermiston, Oregon, at the
age of 88 years.
Clarence was adopted
by James Wesley
and Faith Collyer,
joining
sisters
Patricia and Sylvia.
He married Oberta
Moore and they
had four children,
Carl, Ron, Judy and
Wallace, and later
divorced. Clarence
married Edna Jones
on July 11, 1981,
in
Hermiston, Collyer
Oregon.
They
adopted two chil-
dren, Crystal and Bradley,
and raised a grandson, Jason
Collyer.
Clarence worked for the
railroad, the Wood Workers
Union and retired as a
custodian at Hermiston High
School.
He loved visiting with
people and could often be
seen sitting on his walker in
his yard, waving to people as
they drove by or talking with
others as they walked by.
Clarence was a member of
the Hermiston Assembly of
God, the Columbia Grange
and former member of the
Eagles Lodge.
He is survived by his
wife Edna Collyer, Herm-
iston, Ore.; children Ron of
Hermiston, Ore., Judy of
Irrigon, Ore., Wally of West
Richland, Wash., Crystal of
Kennewick, Wash., and Brad
of Sunnyside, Wash.; step-
children Iris Brood, Emily
Mellick, Herbert (Rose)
Brood and David Brood, all
of Hermiston, Ore., Ellen
(Vern)
Scarrow,
Bridgeport, Neb.,
and Ruth Eddy,
Vancouver, Wash.;
special grandson
Jason
Collyer,
and
numerous
grandchildren and
great-grandchil-
dren.
Clarence was
preceded in death
by his parents;

Billy Wayne “Bill” Stal-
ford of Hermiston, Oregon,
was born on May 8, 1958,
in Corvallis, Oregon, to
parents Lawrence
and Frances Kirby
Stalford. He died
on November 29,
2017, in Richland,
Washington, at the
age of 59 years.
Bill was raised
and
attended
schools in Corvallis,
Eddyville, Shedd
and Brownsville,
Ore. He graduated
from Central Linn
High School in
1976 where he had
participated in track
and wrestling. Bill
served in the United
States Air Force
until his honorable
discharge
when
he returned to the
Willamette Valley.
He attended the
Lutheran Evangel-
ical Faith Semi-
nary in Tacoma,
Wash., and then
Concordia College Stalford
in Milwaukee, Wis.
Bill worked in Lebanon,
Oregon, before moving to
Hermiston, Oregon, in the
early 1990s. He drove truck
for Lamb Weston and later
was the owner/operator of
Stalford and Associates until
retiring in 2016. Bill married
Nellie Wheeler on July 10,
1999, in Hermiston, Oregon.
He was a member of
the Hermiston Church of
the Nazarene. Bill enjoyed
repairing and restoring
homemade garden tractors,
fishing, watching movies,
playing board games, and
tinkering and repairing
things in his shop.
He is survived by
his wife Nellie Stal-
ford; sons Timothy
and Jeremiah Stal-
ford; grandchildren
Emerald,
Nyah,
Canon, Torin and
Faolan; sisters Mary
Hoff, Karen Kolka,
Leta Jackman and
Janis
Stalford;
brothers
Owen,
Ernest,
Mike,
Kenny, Jimmy and
Harry Stalford; and
numerous nieces
and nephews.
Bill
was
preceded in death
by his parents and
two brothers, Lee
and Erle Stalford.
A
celebration
of life service with
military
honors

Sexual assault suspect arrested in Boardman

Sanguino
A 36-year-old Hermiston man
has been arrested for multiple
allegations of sexual assault, and
is being lodged in the Umatilla
County Jail.
Jose Sanguino was arrested
Wednesday in Boardman by the
Hermiston Police Department,
with assistance from Boardman
Police Department.
Hermiston Police said the
arrest took place after a month of
investigation, and that Sanguino
is suspected of having assaulted
multiple victims ranging from
ages 14 to 26, all of whom were
known to him, between 2010 and
2017.
Hermiston Police Chief Jason
Edmiston said the initial charges
were rape in the first degree, sex
abuse in the first degree, and
unlawful sexual penetration in the
first degree. He said additional
charges may be forthcoming from
the District Attorney’s office.
Officers said they could not
release additional information yet,
because detectives were concerned
there were more victims who have
not yet come forward.

Milton-Freewater armed robbery suspect remains at large

The Umatilla County
Sheriff’s Office is asking
for the public’s help to track
down an armed robbery
suspect.
The robbery occurred
Wednesday at about 11:25
p.m. at the First Stop
Mart, 85713 Highway 11,
Milton-Freewater, near the
intersection of Highway 11
and Stateline Road, according
to a written statement from
the sheriff’s office.
The suspect, captured on
security footage, is about
5 feet, 6 inches tall with a
slender build, and wore a
black zip-up hooded sweat-
shirt displaying “AERO”
in white lettering on the left
side, as well as a white base-
ball type cap, blue jeans and
black shoes with white soles.
He used a handgun, wore

The Umatilla County Sheriff’s Office is seeking an
armed robbery suspect who held up the First Top Mart
at 85713 Highway 11, Milton-Freewater late Wednes-
day. The suspect was described as 5 feet, 6 inches tall
with a slender build.

throughout the night for the
suspect to no avail.
The sheriff’s office stated
the suspect should be consid-
ered armed and dangerous
and asked anyone with
information related to this
