MONDAY
7:57 a.m. - An upset caller reported someone dumped two
bunches of leaves at the Irrigon Marina on North First Street
and Northwest Washington Avenue. A Morrow County sheriff’s
deputy checked the area and would watch out for illegal
dumping.
8:46 a.m. - Milton-Freewater police received a report of more
gang graffiti, this time on the side of the building on the 300
block of North Columbia Street.
9:53 a.m. - A Milton-Freewater resident reported the theft
of three pounds of industrial hemp from the 400 block of North
Russell Street.
10:52 a.m. - As many as 20 goats meandered on the road
in Boardman at Pioneer Lane and Mountain View Drive. A
caller said they were heading toward Kunze Lane and wanted
a Morrow County sheriff’s deputy to respond before traffic ran
them over. The deputy found the owner was coming to move the
goats.
12:40 p.m. - Pendleton police helped out a driver on
Northwest Bailey Avenue who high-centered a vehicle on a
retaining wall.
4:06 p.m. - A caller reported the theft of a vehicle from the
One Stop Mart, 28810 Stafford Hansel Road, Hermiston
5:53 p.m. - Umatilla police responded to a car crash at
Crossroads Truck Stop, 2020 Sixth St., and at 7:14 p.m.
responded to another crash at the intersection of Highway 730
and Highway 395. No one was injured in either wreck.
ARRESTS, CITATIONS
•Hermiston police arrested Jose Damian Garcia, 19, of
Umatilla, for misdemeanor fourth-degree assault, interfering with
making a report to police, second-degree theft, unauthorized
entry into a vehicle and harassment
•Milton-Freewater police at 10:40 p.m. arrested Nathaniel
Franklin Lewis, 27, of 204 N. Water St., Weston, on a Pendleton
Police Department probable cause affidavit for first-degree theft.

Lavelle Harral, 81, of
Pendleton, Oregon, went to
be with the Lord November
15, 2017, surrounded by her
loving family.
She was born to Jonathon
(Pete) and Gladys Wilson
of Baker, Oregon, on July
22, 1936. LaVelle spent her
childhood
with
her four brothers
and three sisters
in Baker City,
Oregon.
After
attending
grade
school and high
school,
LaVelle
met and married
her husband of 55
years, Tom Harral.
Lavelle
and
Tom moved to Harral
Pendleton in 1956.
There they raised
their family, son Mark and
daughters Renee and Teresa.
LaVelle was a devoted wife
and mother caring for and
raising her children. She was
later blessed with five cher-
ished grandchildren: Erin,
Neil, Emelia, Asa and Beau.
Throughout her life
LaVelle worked as a book-
keeper and later as a local
business owner for several
businesses in Pendleton and
Pilot Rock.
She accepted Jesus as her
Savior and became a devoted
Christian. She would rise
early every day to listen to
her favorite pastors teach
about Jesus’ unconditional
love and grace for all.
She was predeceased by
her beloved husband Tom
in 2010. She is survived by
her children: Mark Harral of
Pendleton, Renee Rosenquist
(Bruce) of Bend
and Teresa Skinner
(Jeff) of Pendleton;
grandchildren Erin
Harral of Apache
Junction,
Ariz.,
Neil
Rosenquist
of Bend, Emelia
Rosenquist of New
London
Naval
Base, Connecticut,
and Asa Skinner
and Beau Skinner,
both of Pendleton,
Oregon.
LaVelle’s unfailing love
toward her family and friends
will be greatly missed. She
always gave of herself. She
will be missed by all who
knew her.
There will be a graveside
service for all who wish to
attend at Mount Hope Ceme-
tery in Baker City at 1:00
p.m. on Monday, November
27, 2017.

Forty turkeys (about 21 pounds apiece) purchased
at a discount from Safeway, 800 pounds of mashed
potatoes donated by Reser Foods in the Tri-Cities,
100 pounds of carrots from Hermiston foods and a
pallet of pies donated by Shari’s were dropped off at
the Agape House warehouse this weekend for stor-
age ahead of Thursday’s community dinner at the
Hermiston High School commons. The meal is from
11 a.m. to 2 p.m.

died peacefully in her sleep
on November 18, 2017, in
Hermiston, Oregon, at the age
of 96.
Jessie is survived by sons
Norman, Milton-Freewater,
Rodney (wife Leann), Herm-
iston, and Randy, Bothell,
Washington; grand-
children
Donald,
Tammy, Trent, Scott,
Rodrick, Melanie,
Jeff, Nick, Jake,
Natalie, Josie, Kelli,
Julie and Riley;

great-grand-
children; and 12
great-great-grand-
children. She was
preceded in death
by her husband Tarter
Donald, daughter
Patty Jo and a
grandson, Ty. Jessie was also
preceded in death by her other
seven siblings and husband
Donald’s eight siblings. She
was the last of the greatest
generation of the Tibbs and
Tarter families.
Jessie was born on
January 19, 1921, in Baker
City, Oregon, to James and
Martha Tibbs. She graduated
from high school in Haines,
Oregon, in 1939 and later with
a degree as a beautician in La
Grande, Oregon.
She married Donald Tarter
in Weiser, Idaho, on August 6,
1941, and during World War
II they moved to Vancouver,
Washington, where Donald
built war ships. After the
war they returned to Eastern
Oregon where they farmed
and ranched in the Baker
Valley. They moved to Stan-
field in 1953, where Donald
began working for Union
Pacific Railroad and Jessie
ran the farm. Her children
remember her making cream
to sell to Mayflower milk in
Hermiston. In the mid-1960s
her mother Martha bought
her one weaner pig, Jessie
raised it, had it bred
and sold a litter of
weaner pigs. That
is how she bought
the family their first
color TV.
Jessie was an
accomplished baker
and often her pies,
Christmas candies
and cookies were in
high demand. She
was a warm and
loving individual
who loved nothing
more than her family. Any
family get-together with
children around her would
bring a smile to her face. She
liked watching the Seahawks
and bull riding. The only time
she might get slightly upset
with a stray great- or great-
great-grandchild was when
she was watching either and
they would wander in front of
the TV.
A funeral service will be
held on Saturday, November
25, 2017, at 10 a.m. at Burns
Mortuary chapel in Hermiston,
Oregon. Burial will follow
at the Hermiston Cemetery,
Hermiston, Oregon.

held Monday, Nov. 27 at 1 p.m. at the Hermiston Cemetery.

Janell H. Wike, 88, of Walla Walla died Sunday, Nov. 19,
2017, at her home. She was born March 12, 1929. Memo-
rial services will be held Saturday, Nov. 25 at 2 p.m. at the
Ingle Chapel Congregational Church in Milton-Freewater.
A celebration of life will be held Saturday, Dec. 2 at 2 p.m.,
also at the church. Graveside services were Wednesday
at Mountain View Cemetery in Walla Walla. Munselle-
Rhodes Funeral Home in Milton-Freewater is in charge of
arrangements.
