reports that the restored
constitution was unveiled on
Monday. It had pages falling
apart, fading ink, a torn cover
and a peculiar page mix-up.
When it was first bound
in 1880 — 23 years after
being written — the
constitution’s 52nd page
was put in front of the
51st. That mistake was
identified and fixed during
a monthslong restoration
process earlier this year.
State Archivist Mary Beth
Herkert said the original
document was “well-loved.”
The restored constitution
was placed beneath museum-
quality glass in the Oregon
State Archives building.
It’s opened to the preamble,
with digital before and after
photographs showing the
restoration results.

PORTLAND (AP) —
Portland police acting on a tip
discovered 16 people working
in a marijuana-processing
warehouse that investigators
believe to be illegal.
Sgt. Chris Burley said
Tuesday that documents
provided to investigators
showed the marijuana was
being grown for several
patients under the Oregon
Medical Marijuana Program.
Burley says program
guidelines would allow
the operation to have up to
30 mature plants. Officers
seized 500 plants weighing a
total of 3,000 pounds.

PORTLAND (AP) — The
former mayor of Portland
ignored protocol for police-
involved shootings last
year when then-Chief Larry
O’Dea shot a friend on a
Harney County camping trip.
The city’s Independent
Police Review released a
report Monday that calls
then-Mayor Charlie Hales’
actions an organizational
failure that angered the
rank-and-file officers.
O’Dea first revealed the
off-duty shooting four days
after it occurred in a phone
call to the mayor and in a
meeting with his assistants.
The rules require
an immediate internal
investigation after an officer-
involved shooting.
Hales did not
immediately place O’Dea on
leave and let Harney County
deputies investigate.
But O’Dea had told
those deputies his friend
accidentally shot himself.
O’Dea retired last year
under criminal investigation.
A charge of negligent
wounding was dismissed in
a deal with Harney County
prosecutors.

— Homicide detectives
are investigating a fatal
shooting near Portland State
University.
Portland police Sgt. Chris
Burley says gunfire was
reported shortly before 1
a.m. Tuesday and officers
from the city and university
found the dying man in front
of a Subway restaurant near
the South Park Blocks.
Burley says officers
provided aid, but the man
was dead by the time
paramedics arrived.
Witnesses told
investigators they saw
several people running
from the scene after hearing
gunfire.
Officers searched
the southwest Portland
neighborhood, but couldn’t
find the suspect.
Burley says evidence
of gunfire was found near
the fast-food restaurant,
which was closed when the
shooting occurred.
An autopsy is planned.
