ICE arrest without warrant of man inside house investigated

Man charged with
sealed in Portland shooting drone at
train attack case
recreation area
CENTRAL POINT
(AP) — Sheriff’s deputies
arrested a southern Oregon
man accused of shooting
down a drone.
Sgt. Julia Denney of the
Jackson County Sheriff’s
Office says 33-year-old
Christopher Grindstaff of
Central Point turned himself
in after hearing about the
case online. He’s charged
with criminal mischief.
The victim told
authorities Tuesday that his
personal drone had been
shot down while flying
over a popular recreation
area. He posted photos
and video of the incident
on Facebook, and later
provided deputies with
images taken by the drone.
Denney says the weapon
was a high-velocity air rifle
that fired .177 caliber pellet
ammunition.
SALEM (AP) — After
walking through the door
of a home in Oregon,
federal immigration officers
acknowledged they didn’t
have a warrant. Still, they
refused to heed requests to
leave until they arrested a man
who was inside and had been
helping remodel the house.
The incident Thursday in
a Portland suburb was caught
on camera by the man’s
co-worker and generated an
outcry in the Latino commu-
nity.
Oregon’s
two
U.S.
senators denounced the
agents’ actions. Rep. Diego
Hernandez, a Democrat
representing Portland in the
Oregon House of Representa-
tives, tweeted: “They had no
warrant, ICE is out of line.”
The man, identified by the
senators as Carlos Bolanos,
was released after the video
was posted on Facebook.
ICE is reviewing its officers’
actions and has referred
the incident to its Office of
Professional Responsibility
and to the inspector general
of ICE’s parent organization,
the Department of Homeland
Security, ICE spokeswoman
Yasmeen Pitts O’Keefe said
in an email.
The video shows signif-
icant wrongdoing by the
federal officers, said Mat
Dos Santos, legal director of
the American Civil Liberties
Union of Oregon. It also
reflects a disturbing trend by
ICE in targeting people for
deportation while agents are
dressed in plainclothes and
not identifying themselves,
Dos Santos added.
“It’s all too common. We
see it time and time again
where ICE officers actively
engaged in pursuing someone
show up in plain clothes,
don’t display badges, and get
incredibly aggressive when
met with natural shock by
those they are targeting,” Dos
Santos said.
George Cardenas began
shooting the video after two
of the federal agents entered
the house near Portland that

Corrections
In a Oct. 14 story about
impacts in Oregon on a
halt by President Donald
Trump of payments to
insurance companies, The
Associated Press, relying
on information from the
Department of Consumer
and Business Services,
reported erroneously that
insurance companies not
offering plans through
HealthCare.gov will not
be required to change
rates. The department
now says all health insur-

individual plans will be
required to increase 2018
silver metal tier rates by
7.1 percent.

— Founded Oct. 16, 1875 —
PORTLAND (AP)
— A judge has denied
a Portland television
station’s request to unseal
court documents in the
Jeremy Christian case.
Christian is accused
of killing two passengers
and wounding a third
on a light-rail train.
Prosecutors say he
stabbed the men May
26 after initially yelling
hateful comments at two
black teenage girls, one
of whom was wearing
an Islamic head covering
called a hijab.
KOIN-TV asked
for the search warrant
affidavit to be unsealed,
contending the public has
a legitimate interest in
knowing the actions of
those responsible for the
investigation.
Multnomah County
Judge Cheryl Albrecht
denied the request Friday,
saying Christian’s right to
a fair trial outweighed that
concern.
Christian has pleaded
not guilty to aggravated
murder and other crimes.
At Friday’s hearing, he
yelled: “If I’m a white
supremacist, why’d I vote
for Bernie Sanders?”

HAPPY 75TH BIRTHDAY,
he and another man were
remodeling. An agent is
heard asking off-camera for
Bolanos’ ID. When asked
why, the agent responds:
“Because I have reason to
believe you’re not in the
country legally.”
Cardenas then asks the
agents for a warrant.
“We don’t need a warrant
to come in this home,” the
agent says.
Then Cardenas points his
cellphone camera at two of
the agents inside the house, a
man and a woman who refuse
to give their names.
“Honestly, I don’t think
you guys should even be in
here,” Cardenas tells them.
“You’re basically trespassing
at this moment, right now.”
Bolanos tries to call the
homeowner but can’t reach
her. In the video, the agents
insist that Cardenas invited
them inside, which he denies.
After seven minutes, the
agents surround Bolanos
while he is talking on a
cellphone. They take the
phone from one hand and a
paintbrush from another as an
agent warns him not to resist.
They cuff his hands behind
his back and put him into a
car.
U.S. Sens Ron Wyden
and Jeffrey Merkley said in
a letter Friday to Elizabeth
Godfrey, deputy director in
Portland of ICE’s enforce-
ment and removal operations,
that the incident is “deeply
troubling.”
The Democratic senators
asked for results of any
reviews of the incident,
an explanation of policies
that led to Bolanos’ arrest,
and for measures that may
be undertaken to “correct
inappropriate and potentially
unlawful behavior” shown
by agents in this and other
incidents.
Cardenas said Bolanos has
four children in Oregon, and
that they’re all US citizens.
Activists have said that
aggressive enforcement of
immigration laws will tear
such families apart.
