these things, and be able to
succeed in school and in life,”
Norton said.
As students broke into small
groups, they were led by peers
who had attended a training the
previous day.
Whellams, who has been
directing “Breaking Down
the Walls” events for about
12 years, said it is designed to
create a positive school culture
and get students to communi-
cate with each other.
“How do we get students to
start treating each other (well),
put the cell phones away and
check the judgment at the
door?” she asked.
She said the presence of cell
phones and social media has
contributed to a decline in the
way students interact.
“Students isolate. They think
that texting is communicating.
It’s not. This is to learn, how do
we look people in the eyes?”
Though some students were
hesitant, most were engaged
with the process after the first
few activities.

something personal,” said
senior Ruby Barrera, one of
the student leaders. “Some of
us were really crying. It got
real, but it opened us up to each
other.”
Whellams said she often
hears feedback from schools
where she does trainings.
“Some kids are going to go
back to their old habits — you
can’t unlearn behavior,” she said.
But she said many teachers and
administrators have said they
see the divide between students
soften following the event.
“In Seattle, I had a kid stand
up and apologize to another kid
that he had destroyed online,”
she said. “For him to stand up
in front of the school and say
that, that was huge.”

SCAM: ‘Greed gets the better of you’

different outlook. Bradley still
has the spiral-bound business
plan Doughty gave him,
full of price estimates from
various shippers and suppliers,
background information on the
biodiesel industry and timelines
for permit applications and
construction. Doughty showed
him newspaper articles about
his presentations to the Stanfield
City Council,and letters sent to
politicians. There was a sign
on the property off Canal Road
proclaiming it the future site of
the Inland Pacific Energy Center.
AIRPORT: Budget
impacted come July
Bradley and his wife knew
others in the community whom
they respected who had invested.
“Everything looked on the
up and up, and maybe it was
to begin with, I don’t know,”
Bradley said.
But deadlines on Doughty’s
proposed timeline came and
went, and Doughty still didn’t
have the permits or the prop-
erty to build. Bradley started
emailing Doughty and at first
Doughty responded, sending
information blaming problems
like government decisions on
ethanol subsidies. Eventually
the replies stopped coming.
Bradley said it was a hard
lesson to learn, but he’s learned
it and he hopes other people
learn from his mistakes.
“I don’t really blame him
so much as I blame myself,”
Bradley said. “Greed gets the
better of you, the thought of
making big money by getting in
on the ground floor.”
The Oregon Department
of Consumer and Business
Services website has a page with
tips about how to avoid invest-
ment fraud. Investors should
be wary of deals that promise
a much higher rate of return
than other similar investments,
high-pressure tactics stating the
opportunity will only be offered
for a limited time, a guarantee
the investment will not fail, a
lack of documents explaining
the details of the investment
or an unconventional payment
method such as a money order.
The website also details the
riskiest types of investments,
including self-directed IRAs,
gold, oil and gas, promissory
notes, real estate investment
schemes, Ponzi schemes and
new technology.
“A good rule of thumb with
any investment is if you cannot
explain the investment, it is
probably not good for you,” the
department states.
The website, found at dfr.
oregon.gov, also offers a
searchable database to check
licenses of investment or
insurance companies, and lists
a toll-free consumer assistance
number at 866-814-9710.
to set its own interest rates for intergovernment
loans rather than follow the pool’s interest rate.
Under the city’s proposal, the IOU money
would be transferred back to the airport fund
and retroactively reduced to an across-the-board
lower rate closer to 0.5 or 1 percent.
According to the spreadsheet, the city would
knock off $893,669 if it reduced the interest to 1
percent and more than $1 million if it took it down
to 0.5 percent.
How will it affect the budget?
The most significant impact on the budget
would be the carryover for the general fund.
To bridge the time from the beginning of the
fiscal year in July to November, when the city
receives property tax revenue, the city relies on
carryover from the previous fiscal year to cover
operational costs.
If the city were to implement the new 1 percent
interest rate in the 2018-2019 fiscal year, the
end-of-the year carryover would be slashed from
a projected $2.3 million to $1.4 million. Tremper
said the target carryover amount for Pendleton
would range from $2.2 million to $2.5 million.
Councilor Paul Chalmers asked Carter if she
supported the interest reduction proposal.
“I think something needs to be done,” she said.
“But if the general fund takes that hit, our contin-
gency and whatnot is going to be a lot lower next
budget year. ... I would expect tighter budgets to
make sure that you can build that contingency
up.”
Even if the council lowered the interfund’s
interest rate, it would still be left with more than
$1 million in remaining interest and principle
payments.
Tremper advised the council that it also adopt a
repayment plan for the airport debt that would pay
it back in full over a 10-year period.
How does it affect the airport?
With the continuing demands of the Pendleton
Unmanned Aerial Systems Range, Tremper said
the debt load could eventually hamper further
investment in the project if it’s not paid off.
“The airport is in a position, I think, where
it’s doing better,” he said. “But it’s going to need
some of these additional resources to continue and
to fund the operations and improvements that are
going on up there. There’s been an ongoing piece
that there’s not a lot of hope that they’re going to
pay this off.”
Corbett said staff would soon present the
council with a supplementary budget request
that showed the increased revenue the airport
has received from drone companies testing their
unmanned vehicles at the test range.
Mayor John Turner suggested the council wait
to take action until it had a firmer grasp of the
airport’s revenue.
“I think we can have a discussion with
the airport about what they actually have, not
projecting future maybes, and make a decision
after that kind of briefing,” he said.
