OBITUARIES
TUESDAY
7:26 a.m. - The Morrow County Sheriff’s Office was advised
of excess gravel in the southbound lane of Bombing Range
Road near Boardman. Morrow County Public Works removed
the gravel but located damage to the road, possibly from a
tractor “farming” across the roadway.
8:43 a.m. - A Hermiston resident told police a man forges his
signature to obtain a Social Security check. The suspect also
lied, the man said, with claims they live together and he pays a
portion of the utilities, which is not true.
9:57 a.m. - Pilot Rock police took a report of mail theft at the
U.S. Postal Service, 103 N. Alder St., Pilot Rock.
10:20 a.m. - A bag of recycled cans was reported stolen from
Safeway, 455 N. Columbia, Milton-Freewater.
10:34 a.m. - An anonymous 9-1-1 caller reported several
bags of garbage created a road hazard at North First Street and
East Elm Avenue, Hermiston.
10:59 a.m. - Someone egged a Hermiston man’s pickup on
East Sunset Drive, and he wanted to speak to an officer about it.
11:53 a.m. - Hermiston police received a complaint of a pit
bull dog running loose and scaring people at Northeast Sixth
Street and East Gladys Avenue.
1:22 p.m. - A Umatilla resident asked for an officer to respond
to her home on Second Street because of neighbors harassing
her. The case is under investigation.
2:13 p.m. - The Heppner Fire Department was called to a
grass fire on Hanna Arbuckle Road, eight miles up Hinton Creek
near Heppner.
2:50 p.m. - A resident of the 700 block of Ward Street, Milton-
Freewater, reported the theft of Halloween decorations.
4:10 p.m. - The owner of a cabin at Penland Lake near
Heppner complained to the Morrow County Sheriff’s Office
about a neighbor’s cattle on the property, peeing in the water
and rubbing up against the cabins there.
4:20 p.m. - A firefighter from the Portland area traveling on
the 799 Road outside of Heppner called the Morrow County
Sheriff to report an uncontrolled fire about 25 or 30 feet and
moving into the trees, due east of the 2106 Road. The call was
transferred to another agency.
5:27 p.m.- Teens broke into the beige house with green trim
on Northeast Spruce Street, Hermiston, a caller told police.
11:17 p.m. - A 9-1-1 caller told Hermiston police she was at
Hermiston Cinema, 335 W. Theater Lane, and came out to find
someone broke out her car’s driver’s side window and entered
the vehicle.
ARRESTS, CITATIONS
•Milton-Freewater police arrested Carlos Razo Cisneros, 44,
Milton-Freewater, for multiple felony Umatilla County warrants.
•Hermiston police arrested Carlos Antonio Ramirez, 26, 1402
Oak St., Hermiston, on multiple warrants and for possession of
heroin.
•Umatilla tribal police arrested Jackie Ray Franks, 46, 1707
Bryant Ave., Walla Walla, for public indecency (exposure).
•Oregon State Police arrested Shane Daniel Bond, 26, 123
E. High St., Athena, for driving under the influence of intoxicants.

Martinez and Shockman
completed an intensive,
eight-week program that
included training in military
discipline and studies, Air
Force core values, physical
fitness, and basic warfare
principles and skills.
Airmen who complete
basic training also earn
four credits toward an
associate
in
applied
science degree through the
Community College of the
Air Force.
Martinez is the son
of Steven and Christina
Gilmore, grandson of
Joyce Phillips, and nephew
of Cassandra Ledford,
all of Milton-Freewater.
He is a 2017 graduate of
McLoughlin High School
in Milton-Freewater.
Shockman is the son of
Connie Sharp of Stanfield
and Joseph Shockman of
Irrigon, and stepson of
Roger Sharp of Stanfield
and Brenda Shockman
of Irrigon. He is a 2017
graduate of Stanfield High
School.

Winston was born in
Grand Ronde to Daniel
Majors and Lela (Harmon)
Majors.
He
attended
Corvallis
High
School.
On September
15, 1942, Winston
joined the United
States Navy as
an aviator ordi-
nanceman.
He
served in the Pacific
and received the
Good
Conduct,
Asiatic
Pacific
Area,
American
Area and World War
II Victory medals.
Winston was honor-
ably
discharged
on September 20,
1945.
After returning
home,
Winston
attended
Oregon
State University.
He worked in
building construc-
tion from 1953 to
1977 for Ivan Gilder
Construction,
United
Builders Majors
and others. In 1976,
he became a compliance
inspector for Benton County.
In 1978, Winston moved to
Pendleton and was the building
inspector and plans examiner
for the city. In his capacity, he
oversaw the Oregon Depart-
ment of Corrections project
to build the Eastern Oregon
Corrections Institution. After
ADAMS PLANNING COM-

tative for the Eastern Oregon

Winston

Association, raising
and racing thor-
oughbreds for many
years of the Noon
Station Farm in
Philomath. He was
also involved with
and enjoyed pigeon
racing. He received
many awards while
participating in this
hobby.
Surviving
Winston are his
children Lea A.
Lutz of Corvallis,
Winston
Ralph
Majors and Peggy
C. Todd of Sweet
Home and Robert
E. Majors of Echo,
Oregon, and many grandchil-
dren,
great-grandchildren
and great-great-grandchil-
dren.
He will be missed by all.
He was preceded in death
by wife Lillian (Hutchins)
Majors,
and
daughters
Linden Hagood and Gay
Allen.
