NOTICE INVITING BIDS
SECTION 00 00 30
RECEIPT OF BIDS: Sealed Bids will be received at Hermiston City Hall, OWNER of the WORK
located at 180 NE 2nd Street, Hermiston, OR 97838, until 11:00 AM local time, on October 17,
2017, for the 2017 Regional Water System Improvements. Any Bids received after the specified
time and date will not be considered.
OPENING OF BIDS: The Bids will be publicly opened and read at 11:00 AM on October 17,
1017 at the above-mentioned office of the OWNER.
COMPLETION OF WORK: The WORK must be completed within 200 successive days after the
commencement date stated in the Notice to Proceed except as indicated in Section 01 14 00 -
Construction Constraints.
DESCRIPTION OF WORK: The WORK within this Contract is comprised of the installation of two
raw water pipelines and the associated appurtenances referred to in this Contract as the PDX-80
and PDX-63 site WORK.
1.1 The PDX-80 site work generally includes connection of a 12” diameter PVC pipeline that
connects to a 24” PVC pipeline under an existing BNSF railroad bridge and Cottonwood Bend
road. The pipeline extends approximately 1,600 linear feet in Cottonwood Bend Road. At the
end of this pipeline, a new meter vault with associated piping, valves, flow meter, sump pump,
HVAC, power and instrumentation and controls shall be installed.
1.2 The PDX-63 site work generally includes connection of a 12” diameter PVC pipeline to 42”
Concrete Pressure Pipe (AWWA C303) within Lind Road, located between Umatilla and
Hermiston. The new pipeline extends across Lind Road to a new meter vault with associated
piping, valves, flow meter, sump pump, HVAC, power and instrumentation and controls shall
be installed.
Note: The WORK includes equipment with instrumentation and controls as indicated in these
contract documents, however, the design, fabrication, installation and incorporation of the
RTU panel into the existing City of Hermiston SCADA system is to be performed by others.
The WORK also includes routing of field cables to the RTU as indicated in these Contract
Documents, however final termination of field cables within the RTU will be by others.
SITE OF WORK: The Site of the WORK is located as indicated further in these Contract
Documents. Generally, the work is to be conducted in the Hermiston, Oregon area.

The Contract Documents may be obtained at the office designated for receipt of bids, or at the

upon payment of $50 (non-refundable) for each set of Contract Documents (including technical
specifications and accompanying reduced scale drawings). The scale of the reduced drawings is
about one-half of the original scale. If full scale drawings are desired they may be purchased at
reproduction cost from Stantec.
BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in
the amount of 5 percent of the Total Bid Price payable to the OWNER as a guarantee that the
Bidder, if its Bid is accepted, will promptly execute the Agreement. A bid shall not be considered
unless one of the forms of Bidder's security is enclosed with it.
PRE-BID CONFERENCE: There will be an optional pre-bid conference to discuss the scope of
the Project and bidding requirements at 10:00 AM on September 25, 2017, at Hermiston City Hall
180 NE 2nd Street, Hermiston, OR 97838. Prospective Bidders are encouraged to attend.
Detailed technical questions may be submitted in writing, but technical questions will be
answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be
binding or legally effective. Following the discussion at City Hall a site visit to the two Project
sites will be offered to interested attendees.
