Judge: Sessions can’t deny grant money for sanctuary cities Umatilla County Sheriff’s Office
CHICAGO (AP) —

Sessions
can’t
follow
through — at least for
now — with his threat to
withhold public safety grant
money to Chicago and other
so-called sanctuary cities
for refusing to impose new
tough immigration policies,
a judge ruled Friday in a
legal defeat for the Trump
administration.
In what is at least a
temporary victory for cities
that have defied Sessions,
U.S. District Judge Harry
Leinenweber ruled that the
Justice Department could not
impose the requirements.
He said the city had shown
a “likelihood of success”
in arguing that Sessions
exceeded his authority with
the new conditions. Among
them are requirements that
cities notify immigration
agents when someone in the
country illegally is about to
be released from local jails
and to allow agents access to
the jails.
Chicago Mayor Rahm
Emanuel called the ruling a
victory for cities, counties
and states nationwide and
“a clear statement that the
Trump administration is
wrong.”
“It
means
essential
resources for public safety
will not come with unlawful
strings attached, and the
Trump justice department
cannot continue to coerce
us into violating and aban-
doning our values,” Emanuel
said.
The city had asked the
judge for a “nationwide”
temporary injunction this
week, asking the judge not to
allow the Justice Department
to impose the requirements
until the city’s lawsuit
against the department plays
out in court.
City officials have said
such a ruling would prevent
the Justice Department from
withholding what are called
Edward Byrne Memorial
Justice Assistance Grants
to the cities based on their
refusal to take the steps
Sessions ordered.
Chicago has applied for
$2.2 million in the federal
grant money — $1.5 million
for the city and the rest for
Cook County and 10 other
suburbs. But in a recent
court hearing, attorneys
representing the city said that
more than 30 other jurisdic-
tions across the United States
filed court briefs supporting
Chicago’s lawsuit and have
up to $35 million in grants
at stake. At least seven cities
and counties, including
Seattle and San Francisco, as
well as the state of California,
are refusing to cooperate
with the new federal rules.
Though the $1.5 million
is just a tiny fraction of the
city’s budget, the ruling
could be a major victory for a
city that has been in a public
fight with Sessions. Mayor
Rahm Emanuel has said the
city would not “be black-
mailed” into changing its
values as a city welcoming
of immigrants, and Sessions
responded that the Trump
administration would not
“simply give away grant
money to city governments
that proudly violate the rule
of law and protect criminal
aliens at the expense of
public safety.”

THURSDAY
1:22 a.m. - A resident on East Montana
Avenue, Hermiston, asked police to send
extra patrols through the neighborhood
because her husband just sounded the car
alarm to scare off someone.
7 a.m. - A semi-tractor hauling a house
on a flatbed trailer struck a portion of
guardrail on Interstate 84 near Pendleton.
The crash occurred around milepost
218 on the eastbound side, according to
Oregon State Police, when the driver from
Zillah, Washington, looked at his vehicle’s
temperature gauge and drifted toward
the guardrail, hitting it with the oversized
load. He continued on the way, and state
police notified the Oregon Department of
Transportation about the guardrail.
9:14 a.m. - Pendleton police received
a report of ammunition “spread all over” at
Southgate Place and Southwest Perkins
Avenue, Pendleton.
12:14 p.m. - Resident on the 200 block
of Southeast Fourth Street, Pilot Rock,
told police a neighbor’s dog killed their cat
on Tuesday. The complaint resulted in a
citation.
12:20 p.m. - The Umatilla County
Sheriff’s Office received a complaint about
possible animal neglect on East Second
Street, Hermiston.
2:42 p.m. - Pilot Rock police received a
complaint about a dog at large at Northeast
Fifth and Fir streets.
2:52 p.m. - Pendleton police received
a report of theft at Oregon Trail Church Of
Christ, 28 N.W. 12th St.
8:49 p.m. - The manager at Wildwood
RV Park, 82280 Wildwood Lane, Umatilla,
reported having trouble with a tenant who
threatened someone and previously fired
a gun.
10:12 p.m. - A Stanfield resident
reported telephonic harassment.
FRIDAY
12:13 a.m. - Pendleton police responded
to a fight at Bare Bones, 1304 S.W. Dorion
Ave., Pendleton, and issued a citation.
1:15 a.m. - Pendleton police dealt with
an intoxicated person outside the Dollar
Tree, 1700 S.W. Court Ave., and moments
later dealt with another intoxicated person
there.
12:34 p.m. - Pendleton police and
emergency services reported to the
mental illness treatment facility Westgate
House Residential Treatment Home, 2575
Westgate Drive, for a person trying to harm
herself.

Thursday
•Umatilla tribal police arrested Wauker
Taylor Tate, 20, of Pendleton, for driving
under the influence of intoxicants (alcohol)
and minor in possession of alcohol.
•Hermiston police arrested Joshua
Thomas Bergie Moore, 35, of 200 S.W.
Butte Drive, Hermiston, for possession of
Oxycodone, violating probation, and on
warrants for failure to appear or to pay fines.
•Hermiston police arrested Jose Damian
Garcia, 19, of Hermiston, on suspicion he
hit another teen in the back of the head with
a small baseball bat.
Capt. Travis Eynon with Hermiston
police said officers responded a little after
3 p.m. to a report of two males fighting
at West Ninth and Orchard streets. The
investigation found Garcia argued with
his 18-year-old friend, and took a small
baseball bat and struck him in the back of
the head.
Garcia was gone before officers arrived,
Eynon said, but they found him later at
another disturbance and arrested him in
connection to the bat attack and booked
him into the Umatilla County Jail, Pendleton,
on charges of second-degree assault,
menacing, second-degree disorderly
conduct, and harassment. Police also
arrested him on warrants for failing to pay
fines.
Second-degree assault implies a serious
injury, but Eynon said the victim did not go
to the hospital, which could result in less
severe charges. For now, Garcia remains
in jail.
Friday
•Pendleton police arrested Christopher
Ryan Collinsworth, 22, of Pendleton, for
interfering with a peace officer, second-de-
gree disorderly conduct, third-degree
criminal mischief, assaulting a public safety
officer, and resisting arrest.

Pathologist suspected of drunken
driving toted human organs
INDIANAPOLIS (AP) —
Authorities in central Indiana
say a pathologist arrested on
suspicion of drunken driving
had human organs and tissues
in his pickup truck when he
was pulled over along a rural
highway.
Seventy-five-year-old
Elmo Griggs was arrested
Tuesday in the Morgan
County town of Brooklyn
after another motorist reported
a truck driving erratically
along Indiana 67.
Griggs was released
from jail after posting bail.
Online court records don’t
list an attorney for him.
Morgan County Coroner
Annette Rohlman says
Griggs had several totes
inside the truck and in its
bed that contained brain and
liver samples and internal
organs for his private
autopsy practice. She says
it’s not surprising that a
pathologist would be trans-
porting such samples.
