Boardman Solar Energy Facility
Information Meeting on the Complete Application for Site Certificate
Introduction
The Oregon Department of Energy (ODOE or Department), staff to the Energy Facility Siting Council
(EFSC or Council) received an Application for Site Certificate (ASC) from Boardman Solar Energy,
LLC, a subsidiary of Invenergy LLC, to construct and operate the Boardman Solar Energy Facility. The
proposed facility would be a solar photovoltaic energy generation facility with a peak generating capac-
ity of 75 megawatts (MW) that would be located on 798 acres of private land. Under Oregon law, the
applicant must obtain a site certificate from EFSC before constructing and operating the proposed facil-
ity. The Department determined the ASC complete on August 29, 2017 and the applicant submitted
and filed a final ASC on September 1, 2017.
Public Information Meeting
The Department will hold a public information meeting to provide the public with more information about
the proposed facility and the EFSC review process.

The information meeting is not a public hearing and will not include public testimony. Opportunity for
written or oral testimony will be provided at a later date - during the draft proposed order public com-
ment period and public hearing - following issuance of the draft proposed order, described below.
Description of the Proposed Facility
The Boardman Solar Energy Facility would consist of a 75 MW solar photovoltaic energy generation fa-
cility with a 2.1-mile, 115-kilovolt gen-tie transmission line as a related and supporting facility. The pro-
posed energy facility also includes related and supporting facilities, including a power collection system,
generator step-up transformer, substation, point of interconnection line tap, control house, operations
and maintenance building, a main access road and internal service roads and gates, and temporary
staging areas.
Location of Proposed Facility
The proposed facility would be located in Morrow and Gilliam counties, immediately south of Interstate
84 and approximately 12 miles east of Arlington and 12 miles west of Boardman. The figure below rep-
resents the approximately 798-acre facility site boundary. The solar energy generation components of
the facility would be located entirely in Morrow County. The gen-tie transmission line would be located
in Gilliam County and would connect the facility to the Bonneville Power Administration grid.
EFSC Review Process
The site certificate process is a consolidated, comprehensive siting process. The applicant must dem-
onstrate that the proposed facility meets EFSC standards established under Oregon Revised Statute
(ORS) 469.501 and set forth in Oregon Administrative Rule (OAR) Chapters 345, division 22 and 24, as
well as all other applicable Oregon statutes, rules and standards. The Department serves as staff to
EFSC and conducts the application review process. In accordance with OAR 345-015-0300, the pro-
posed Boardman Solar Energy Facility qualifies as a “small capacity facility” because it would have an
average electric generating capacity of less than 100 MW and, as such, is being reviewed by EFSC
and the Department under the expedited review process. In an expedited review process, there is no
Notice of Intent phase, and the Department does not issue a Project Order until after receiving the pre-
liminary ASC from the applicant. The Department's review of the application in all other respects is the
same for expedited review as for other site certificate applications.
Upcoming Review Phases
The Department is currently preparing the draft proposed order (DPO), which will include staff's analy-
sis of the application, based on the Department's review of the ASC as well as comments received
from state agencies, tribal governments, and local governments identified as “reviewing agencies” un-
der EFSC's rules and statutes. Based on staff's analysis of the ASC, the DPO will include a recommen-
dation to EFSC of approval or denial of the site certificate. If staff recommends approval, the DPO will
include recommended condition language. Following issuance of the DPO, the Department will open a
public comment period and EFSC will conduct a public hearing. At that time, you must provide written
comment during the public comment period, or oral or written testimony on the record of the public
hearing, to preserve your right to participate in the contested case proceeding and subsequently appeal
EFSC's decision. The Department anticipates issuing the DPO during the fourth quarter of 2017. The
Department will issue notice of the public hearing and comment period when it issues the DPO. The
September 20, 2017 information meeting is not a public hearing.
