PUBLIC SAFETY LOG
12:21 a.m. - Stanfield police received 9-1-1 reports of a
female screaming at the Stanfield RV Park, 355 S. Main St.
1:34 a.m. - One semi driver at the Pilot Travel Center, 2115 S.
Highway 395, Stanfield, reported another driver assaulted him.
5:49 a.m. - A male, possibly intoxicated, and wearing all black
on West Joseph Avenue, Hermiston, kicked yard lights.
8:16 a.m. - A man reported the theft of his tools from his
trailer on Southwest Dorion Avenue, Pendleton. He said the
crime happened Friday.
9:56 a.m. - Umatilla residents on Truman Avenue reported
vandalism on a sidewalk in front of their house. About 40
minutes later, a caller at The Links Senior Apartments, 310
Klickitat St., told police someone damaged her car and the rose
she planted over the weekend was gone.
12:45 p.m. - A Hermiston man reported he received an IRS
phone scam message and wanted to advise police.
12:57 p.m. - Pilot Rock police continue to enforce the city’s
code on cleaning up property. This time police talked to a
resident on Southwest Fourth Street.
1:19 p.m. - A caller on Magic Garden Lane, Irrigon, reported
a male threatened him and his roommates.
2:11 p.m. - An irrigator off Paterson Ferry Road, Irrigon, told
the Morrow County Sheriff’s Office someone stole 40 brass
sprinkler heads. The caller was also concerned the thief would
come back and steal the other half.
3:39 p.m. - A man told Pendleton police he dropped an
envelope containing $400 at the Walmart Supercenter, 2203
S.W. Court Ave. He said he went back to get it and found the
envelope but the money was gone.
5:52 p.m. - A caller at Brannon’s Auto Repair, 126 E. May St.,
Heppner, reported he talked to four juveniles who were jumping
off the sidewalk and into the street, pretending to jump in front
of vehicles. The caller said perhaps a deputy also could talk to
them.
6:45 p.m. - A Morrow County sheriff’s deputy responded to
a complaint about a blue healer at large at the Irrigon Skate
Park. The deputy warned the dog’s owners they would receive a
$250 citation for each dog running free. The owners said they’re
working on a kennel.
8:03 p.m. - Farmers moving equipment at S Edwards Road
and Walchli Lane, Hermiston, received some help from a
Umatilla County sheriff’s deputy.
11:04 p.m. - Someone, a 9-1-1 caller reported, threw a
rock at their dark green Volkswagen Jetta on the 2000 block of
Southeast Court Avenue, Pendleton.
11:20 p.m. - Hermiston police received a third-party report of
an assault on Northwest 11th Street.
ARRESTS, CITATIONS
•Pendleton police at 11:54 p.m. received a report of a male
on the 600 block of Southeast Seventh Street “screaming at
the top of lungs” and using a lot of profanity. Police arrested the
35-year-old man for the misdemeanor offense of second-degree
disorderly conduct.

David Arlen Franklin
was born to Lorena Sams
and Claude Franklin at
Thornhollow,
Oregon.
He
attended
Thornhollow
grade school, he
graduated in 1954
from Weston High
School where he
excelled in and
received numerous
awards for his
athleticism in foot-
ball, basketball and
track/field, and he
was chosen to play
in the East/West
Shriners Football
Game.
Arlen was a
Veteran of the Franklin
Navy
Forces
stationed on the
U.S.S.
Cogswell.
He
enlisted in 1954 and was
honorably discharged in
1958. He moved back to the
Thornhollow/Gibbon area
where he met the love of his
life Martha Quaempts and
they were married in 1961.
Arlen was a hard worker
building many facilities
within the Pendleton area.
He assisted in the construc-
tion on the expansion of
St. Anthony’s, helped to
build the highway between
Arlington/Boardman area
and several highways within
the Pendleton area. Arlen’s
passion was horses, ranching
and cattle. He assisted his
uncles, neighbors and many
ranchers on the tribal horse
roundup’s each year.
He was also an
avid hunter and
fisherman.
He
enjoyed catching,
preparing
and
sharing the elk,
deer and fish meat
with family, neigh-
bors and families
in need throughout
the
reservation.
Arlen could always
be seen fishing at
his favorite spot
at Cascade Locks,
Oregon on the
scaffolds
each
spring and summer
sharing fishing and
river stories and
his knowledge of the tribal
fishing treaties.
Arlen is survived by
his wife Martha Franklin;
children Paula Wallis (Jim),
David Franklin (Sandy);
grandchildren Cassandra,
Jerimiah (Mindy), Josh
(Ashley), Jessica, Rachael
and Jacob; great grandchil-
dren Hayden, Abi, Paityn,
Paxton, Harper.

Hermiston woman
dies in crash
An 18-year-old
Hermiston woman died
Monday afternoon in a
single-vehicle crash off of
I-82 while traveling from
Hermiston to Kennewick.
Washington State Police
reported that Maia Taylor
died at the scene.
The report states that
Taylor’s red 2015 Chrysler
200 was traveling west on
I-82, when the vehicle left
the roadway, rolled several
times and came to rest on
its wheels.
The cause of the crash
is unknown and police say
they do not know if alcohol
or drugs were a factor.
Police reported that Taylor
was not wearing a seatbelt
at the time of the accident.
Boardman Police
Department assisted,
notifying Taylor’s mother
who works in Boardman.

was born on October 17, 1923
the daughter of Cecil and
Lillie (Petersen) Bowden in
Gypsum, Kansas. Marowyn
attended school in Gypsum.
Upon graduating high school,
she moved to Salina, Kansas
where she completed nurses
training during World War II.
It was during this time that
Marowyn met Ellis Clark
Zerba while he was serving
in the United States Air Force.
On September 18, 1943 Clark
and Marowyn were married
in Topeka, Kansas. Upon
Clark’s honorable discharge

water Senior Center
board for many
years. She enjoyed
knitting,
playing
bridge and working
in her flower garden.
In 2007, Marowyn
was honored by the
Milton-Freewater Chamber
of Commerce with the Golden
Pioneer Award.
Survivors include her
sons, John (Alicia) Zerba
and Cecil (Marilyn) Zerba
of Milton-Freewater; sister,
Janet Supplie of Tacoma,
Washington; 8 grandchildren
and 16 great-grandchildren
and other relatives and
friends. Her parents, husband
Ellis Clark Zerba; son Scott
Zerba and a brother John
Bowden all preceded her in

Drake of Rieth is prison
bound after pleading guilty
to two counts of attempted
first-degree sodomy.
Drake, 42, pleaded
guilty last Wednesday in
Umatilla County Circuit
Court, Hermiston, to the
pair of class B felonies.
Circuit Judge Eva Temple
sentenced Drake on
Monday to four years in
state prison for the crimes.
Umatilla County
sheriff’s detectives began
investigating Drake in
March 2016, according
to a written statement
from the sheriff’s office,
after a mother reported
she suspected him of
inappropriate contact with
her two children, both
younger than 12. The
investigation led to Drake’s
arrest later that month and
to charges of first-degree
sodomy and sexual abuse.
Court documents show
Drake agreed to a plea
bargain. He will receive
credit for the time he spent
in the Umatilla County
