Default: Failure to fulfill an obligation, especially the obligation to make payments on a loan.
Encumbrance: A right to interest in, or legal liability attached to a property that may lessen its
value, such as a lien, lease or easement.
Foreclosure: The legal process of terminating an ownerʼs interest in property and forcing a sale,
usually as the result of a default under a mortgage.
Lien: A legal claim asserted over a property, usually to secure payment for a debt or obligation.
Mortgage: A legal agreement that conveys the conditional right of ownership on an asset or
property by its owner to a lender as security for a loan.
Probate: The legal process that resolves a deceased personʼs debts so the executor or personal
representative can distribute assets in an estate according to a will.

The CAPERs are reports on the use of HOsE Investment

for the plan period January 2016 – December 2016. All Oregon
residents are invited to submit written or verbal comments
during the 15 day public comment period beginning May 25,
2017 and ending June 8, 2017.

HISTORIC BRIDGE AVAILABLE FOR RELOCATION &
REPURPOSING
Umatilla River Bridge (#59C111)
Pendleton, Umatilla County, Oregon
All interested persons are hereby given notice that the Oregon
Department of Transportation and the City of Pendleton are
interested in donating the historic Umatilla River Bridge
(#59C111) in Pendleton to any private or public party willing and
able to relocate and maintain the structure at another site. The
bridge is now obsolete. A modern, two-lane bridge will replace
it. The City is offering the Umatilla River Bridge on an “as-is”
basis and does not state or imply any warranty as to its
structural soundness.
The existing Umatilla River Bridge over the Umatilla River is a
one-lane steel truss bridge constructed in 1909 by the
Columbia Bridge Company of Walla Walla (later of Portland) as
indicated by a simple plaque at the south end of the truss. It is
a 235-foot-long two-span structure consisting of 120-and 115-
foot-long pin-connected Warren through-truss spans. The
bridge was modified in 1955 to increase its load capacity by
West Coast Steel Works of Portland; another plaque marks this
rehabilitation work. It is listed in the National Register of Historic
Places.
Those interested in assuming ownership of the Umatilla River
Bridge and moving it to another site must submit written
statements of interest to: Chris Bell, Oregon DOT, 4040
Fairview Industrial Drive sS #6, Salem, OR 97302. ODOT must
receive statements of interest no later than 45 calendar days
from the first date of publication of this legal notice. For more
information, including as-built plans please contact Chris at

Statements of interest must include the following 1) proposed
use for the bridge; 2) location map, site plan, and photograph(s)
of the proposed location; and 3) specific plans for hauling, and
re-erecting the bridge. (Note: The construction contractor will be
dismantling the bridge.) Project funding will cover up to $55,000
of the costs to remove, relocate, and re-erect the bridge. The
bridgeʼs recipient must cover all additional expenses over the
available funds. These may include construction of new
abutments or relocation costs. The statement of interest must
include an evaluation of these expenses and availability of
funds to cover these costs. ODOT will send desirable and
feasible proposals to the Federal Highway Administration and
the Oregon State Historic Preservation Office for review and
approval. ODOT will only consider proposed uses that conform
to the US Secretary of the Interiorʼs “Standards for
Rehabilitation of Historic Properties.”
ODOT will give preference to respondents who can relocate the
Umatilla River Bridge within the construction contractʼs time
frame, anticipated in the summer of 2018, and whose proposals
demonstrate a commitment to maintaining the bridge and the
features that give the historic bridge its historic significance at a
publicly accessible site. The recipient must also agree to
assume all future legal and financial liability for the bridgeʼs
operation and use of the historic bridge at its new location.
