Two men shot at Stanfield
party early Saturday
STANFIELD — Police with
the local major crimes team are
investigating a shooting early Saturday
in Stanfield that left two men wounded.
Stanfield police at 2:47 a.m. Saturday
received a 9-1-1 call about shots fired at
a party on the 900 block of South Main
Street, Stanfield. Police Chief Bryon
Zumwalt in a written statement reported
officers arrived and found two adults at
the party were shot following a dispute.
Their injuries were not life-
threatening, according to the statement,
and both received medical treatment
at Good Shepherd Medical Center,
Hermiston, which later released the pair.
“Based on the investigation to date,”
Zumwalt reported, “this appears to be
an isolated incident with no danger to
the general public.”
Police arrest Sunridge
student over violence threat
PENDLETON — A Sunridge
Middle School student was arrested
Sunday after making a threat about
potential school violence over social
media, according to a Pendleton
School District press release.
The student in custody originally
sent the message over social media
to another student Sunday night,
prompting a Pendleton Police Depart-
ment investigation and the arrest.
Police determined that it was
safe for students to attend school on
Monday and a police officer will be
stationed on campus for the entire day.
The student remains in custody and
will not be allowed to return to school
until the investigation concludes.
PENDLETON — Lasers lit up two
aircraft almost 24 hours apart near
Pendleton. The first report came Friday
at 10:49 p.m., according to the Umatilla
County Sheriff’s Office media bulletin.
The pilot said a blue laser about 20 miles
east of the Eastern Oregon Regional
Airport, Pendleton, illuminated the craft.
The second incident occurred
Saturday at 10:38 p.m. The pilot
estimated the blue laser came from a
point about 16 miles southeast of the
airport.
Pilots on Dec. 19 and on Feb. 23 also
reported someone targeted their planes
with a laser.
While the beam from a laser pointer
is a fraction of an inch wide when it
leaves the device, it can reach several
inches in diameter miles away and cause
serious glare in the cockpit of a plane or
T. S. Eliot called April,
“the cruelest month...”

Aiming a laser pointer beam at an
aircraft or their flight path is against
federal law and carries maximum
penalties of five years in prison and a
$250,000 fine. Oregon law also prohibits
aiming a laser at someone without their
permission. “Unlawful directing of
light from a laser pointer” is a class A
misdemeanor in the state.
PRINEVILLE (AP) — Officials
are working to provide Prineville with
enough electricity to ensure the central
Oregon community can keep powering
huge data centers operated by Face-
book and Apple and make room for
other companies to move in.
Facebook and Apple’s arrival
produced a surge in electricity
demand in Prineville throughout
the past several years that has
overwhelmed the Bonneville Power
Administration’s transmission
capacity, The Oregonian/OregonLive
reported.
But BPA is now working on a plan
that calls for doubling Prineville’s
capacity for electricity within a few
years. The plan, presented to city
and economic development officials
last week, would involve upgrading
electrical substations and changing
how the federal agency manages
power on its grid.
Under the proposal, the region’s
capacity would start increasing in
2019 from 560 megawatts to 1,145
megawatts.
“We’re excited we’ve got a path
forward, which is obviously key,”
said Roger Lee, director of Economic
Development for Central Oregon.
Long-term requirements for the
plan may involve bringing a new
transmission line into the area, a
project BPA acknowledged “would be
a significant challenge” and take more
than six years to complete.

IRRIGON — Morrow County
sheriff’s deputies early Saturday arrested
an Irrigon man for rape and more.
Undersheriff John Bowels in a
written statement reported the sheriff’s
office Saturday at 4:52 a.m. responded
to a disturbance at
a home off Depot
Lane, Irrigon.
During the course
of the investigation,
a woman told
deputies she had
been raped.
Deputies
arrested Jason
Kane Kissler,
Kissler
35, and booked
him into the Umatilla County Jail,
Pendleton, for first-degree rape,
first-degree sodomy and first-degree
unlawful sexual penetration. All are
class A felonies in Oregon.
Bowels said Monday morning the
investigation remains active.
Circuit court records show no
prior criminal cases involving Kissler.
During his arraignment Monday
afternoon, Circuit Judge Dan Hill set
Kissler’s bail at $200,000. His next
hearing is Thursday morning.
He remains in the jail.

arrests man in wake
of two-vehicle crash

A two-vehicle crash
Saturday near Hermiston
sent three people to
hospitals, and the Umatilla
County Sheriff’s Office
arrested one man in connec-
tion to the wreck.
Efrain Narcizo-Mateos,
23, of Richland, Wash-
ington, is in the county jail,
Pendleton, on the following
charges: driving under the
influence of intoxicants,
reckless driving, hit and run
with injury and three counts
each of reckless endan-
gering and second-degree
assault.
The crash occurred
Saturday night around
8:30 at Westland and
Agnew roads, Hermiston,
according to police and
fire reports. The Umatilla
County Sheriff’s Office
investigated the crash with
help from Oregon State
Police.
The sheriff’s office in a
written statement reported
Narcizo-Mateos
was
driving a 2004 GMC Envoy
west on Westland Road,
crossed into the eastbound
lane and headed straight for
a 2012 red Ford.
Brady Frischman, 25, of
Gresham, was at the wheel
of the Ford and had two
passengers, Daniel Breece,
22, of Portland, and Alyssa
Ray, 23, of Philomath.
Frischman tried to avoid
the crash, according to the
sheriff’s statement, and the
Envoy struck the Ford’s
passenger side.
Rescuers
with
the
Umatilla County Fire
District 1 used saws and
hydraulic tools to free
Breece from the wreckage,
the sheriff’s office reported,
and a helicopter ambulance
flew him to Kadlac Regional
Medical Center, Richland,
Washington. Ambulances
took Frischman and Ray
to Good Shepherd Medical
Center, Hermiston.
Sheriff Terry Rowan
reported “their injuries were
significant, but all three
seem to be doing OK.”
Narcizo-Mateos faced
preliminary
charges
Monday morning in circuit
court in Hermiston. His next
hearing is April 24 after a
grand jury reviews the case
for possible charges.
