OWNER. The applicant requests an amendment of the
Comprehensive Plan Text and approval of an exception to
Statewide Planning Goal 11 (Public Facilities and Services). The
exception would allow for a sewer line extension from the City of
Umatilla to the Umatilla Army Depot (Depot). The proposed
sewer line would run south from the City of Umatilla within the
public right of way of Powerline Road, then east across private
lands owned by Amstad Farms, before reaching the Depot. The
criteria of approval are found in Oregon Administrative Rules
(OAR) Chapter 660, Divisions 4 and 11 and the Umatilla County
Development Code Sections 152.750 through 152.755. For

Permit to conduct mining operations and to operate a concrete
