establish a fiber optic line as a
utility facility. Utility facilities
are considered a “community
services” use under Chapter 6
of the City of Umatilla Zoning
Ordinance
which
require
conditional use approval. The
proposed fiber optic line would
extend underground within the
street rights-of-way of I-82,
Third Street, Switzler Avenue,
Fifth Street and A Street from
the Bonneville Power McNary
substation and I-82 to the west
side of the Umatilla River
Bridge.
