similar allegations in
2015, but officials found
no evidence that she was
caring for more than three
children.
Neatherlin also avoided
regulators at OSU-Cas-
cades so she was on their
list for subsidized child

woman, said Thursday
that Neatherlin has now
been dropped from the list.
Coffin said it was unclear
how an unlicensed day
care operation like Little
Giggles got on the list in
the first place.

day care provider who has
been accused of leaving
seven children at her home
day care while she went
tanning was previously
investigated by state offi-
cials.
January
Neatherlin,
31, was charged Thursday
with child neglect, reck-
less endangerment, and
criminal mistreatment, The
Bulletin reported. Neath-
erlin’s case also will be
presented to a grand jury
Tuesday.
She was arrested after
police, acting on a tip,
found seven children
ranging from 6 months to
4 years alone in her home.
State records show that
Neatherlin’s
business,
Little Giggles Daycare,
was investigated twice
since 2014 by state child
welfare advocates. Despite
the investigations, her
business was still listed
as an option for students
at Oregon State Universi-
ty-Cascades.

business license for Little
Giggles in 2010, but that

11:38 a.m. - One semitrailer crashed
into another near Pendleton, sending one
driver to a hospital.
Oregon State Police reported the wreck
occurred on Interstate 84 near milepost
208, about a mile west of Pendleton, when
one driver was pulling onto the freeway
and the semi behind him drove into the
rear of the trailer. Both rigs and their trailers
rolled onto the north shoulder.
An ambulance took the second driver
to St. Anthony Hospital, Pendleton, for
treatment.
The wreck also shut down the
westbound lanes for a while, then one lane
opened while crews cleaned up the scene.
2:11 p.m. - An Irrigon man on Southeast
11th Street reported a break-in at his shop
and the theft of several bit items.
2:25 p.m. - A Vancouver woman
crashed into a restroom at the Stanfield
Rest Area.
Oregon State Police reported she and
her passenger were eastbound in Ford
Mustang and began to park in a disabled
spot at the rest stop, but the car continued
moving forward. The Mustang hit the curb,
drove onto the grass and over the disabled
parking sign, destroying it, headed up
the embankment and struck the restroom
building on the southwest corner, causing
minor damage to the structure.
There was no report of a citation, and
the occupants arranged for a tow truck to
haul the car.
6:27 p.m. - A Pilot Rock man reported
a former tenant has harassed him on the
telephone.
6:57 p.m. - Pilot Rock police took a
theft report from Northeast Douglas Street
involving cash and jewelry.
10:37 p.m. - Staff at the Last Chance
Tavern, 240 S.W. 11th St., Hermiston,
reported a man was trying to cause a fight
in the bar.

•Umatilla tribal police arrested Joe
Malcom Salt, 26, of Pendleton, for assault
and domestic abuse.
•Oregon State Police cited Rico Clark
McKay, 49, of Pendleton, for driving under
the influence of intoxicants.
•Umatilla County Sheriff’s Office
arrested Katherine Jo Capehart, 43, of
3103 S. Ott Road, Hermiston, for posses-
sion of methamphetamine and on warrants.
•Milton-Freewater police arrested
Terry Diaz, 27, of 1140 Pine St., Walla
Walla, for felony eluding and driving while
suspended.

7:34 a.m. - A motorist waved down a
Hermiston officer on Northeast 10th Street
for a bull on the loose.
8:21 a.m. - Oregon State Police
responded to Eastern Oregon Tactical, 138
E. Main St., Hermiston, after a background
check revealed a man who tried to buy
a gun has a conviction for misdemeanor
domestic violence. The system denied
the purchase, and police continue to
investigate.
8:53 a.m. - An Irrigon resident on
Southwest Wyoming Avenue reported the
theft of several items from his property
during the span of months.
10:18 a.m. - Students fought at Irrigon
High School, Irrigon, prompting staff to ask
the Morrow County Sheriff’s Office to send
a deputy. The caller noted there was a
problem last week with one of the parents
of the students that fought.
11:01 a.m. - A woman told the Morrow
County Sheriff’s Office about a man
who has been following her boyfriend at
night and loitering around the Baltimore
Apartments, Heppner. She said the
suspicious man was there Wednesday
night with a knife but did not threaten her
boyfriend.
11:02 a.m. - And another man could not
