About Public Notices
Public notices inform citizens about the activities of
government bodies — such as budgets and public hearings,
upcoming meetings and elections — so that citizens can
make their opinions known before an action is taken or a rule
or law is made. They also include information about
foreclosures, unclaimed and forfeited property, estate claims
and probate notices, summons, and calls for bids.
The four characteristics of public notices:
• They must be published by an independent and
neutral third party,
• They must be archived,
• They must be accessible to the public,
• The public must be able to verify that the notice
was not altered once published.

PUBLIC NOTICE
I have decided to amend the 1990 Umatilla Forest Plan to add
aminopyralid to the list of herbicides approved to treat invasive
plants on the Umatilla NF (standard 16). This action is
categorically excluded from documentation in an environmental
impact statement (EIS) or an environmental assessment (EA).
The applicable category of actions is identified in agency
regulations 36 CFR 220.6(e)(16) as “Land management plans,
plan amendments, and plan revisions developed in accordance
with 36 CFR 219 et seq. that provide broad guidance and
information for project and activity decision-making in a NFS
unit.” This decision is subject to the pre-decisional objection
process pursuant to 36 CFR 219. The draft decision memo is

How to Object and Timeframe
The opportunity to object ends 45 days following the date of
publication of the legal notice in the East Oregonian. The
publication date of the legal notice in the newspaper of record
is the exclusive means for calculating the time to file an
objection, and that those wishing to object should not rely upon
dates or timeframe information provided by another other
source.
Objections will be accepted only from those who have
previously submitted specific written comments regarding the
proposed project during scoping or other designated
opportunity for public comment as specified in 36 CFR §219.53.
Issues raised in objections must be based on previously
submitted timely, specific written comments regarding the
proposed project unless based on new information arising after
designated comment opportunities (§219.54). Those persons or
organizations wishing to participate as an “interested person”
must file a request to participate in the objection resolution
process within 10 days of the publication of the notice of
objection as specified in §219.57. The objection must contain
the minimum content requirements specified in §219.54 and
incorporation of documents by reference is permitted only as
provided in §219.54. It is the objectorʼs responsibility to ensure
timely filing of a written objection with the reviewing officer. All
objections are available for public inspection during and after
the objection process and will be posted online; notice of
objections received will also be published in the newspaper of
record as specified in §219.56.
Written objections, including attachments, must be filed with the
Objection Reviewing Officer. The office business hours for
those submitting hand-delivered objections are: 8:00 am to 4:30
pm Monday through Friday, excluding holidays, and may be

Request for Proposals
For Grant Administration Services
This is a Request for Proposals (RFP) for selecting a qualified
Grant Administrator to provide professional services to the City
of Mt. Vernon for assistance in the administration of a
Community Development Block Grant. This grant is to fund
Wastewater System Improvements identified within the City of
Mt. Vernon Wastewater System Master Plan.
Work under this contract will be funded in its entirety with federal
grant funds from the Oregon Community Development Block
Grant program administered by the Oregon Business
Development Department. The City of Mt. Vernon requests that
interested Grant Administrators submit a Request for Proposal
directly to the City of Mt. Vernon. The RFP shall include the
following:
Previous grant administration experience on CDBG
projects within the state of Oregon including past performance
history adhering to CDBG Grant Management Handbook
guidelines.
Method of approach proposed to be used on the
project by the Grant Administrator
Availability and experience of proposed staff and their
projected assigned tasks
A list of references including addresses and telephone

CONDITIONAL USE PERMIT #C-1283-17 AND LAND DIVISION #LD-4N-1003-17. OSTROMʼS
MUSHROOM FARM, APPLICANT, SHELDON AND TRACI KING (C/O BRANDON KING),
OWNERS. The applicant requests to construct and operate a 450 ton-per-week composting
facility. The compost is unique to mushroom growing and will support an existing farm located in
Washington and a new mushroom farm yet to be sited. The applicant is also proposing a land
division of the subject property to separate the composting facility (approximately 20 acres) from a
cattle feeding and hay storage operation occurring on the same parcel. The subject property
consists of approximately 64 acres of property located within the Exclusive Farm Use (EFU) Zone,
and is described as Township 4N, Range 34; Tax Lot #7001. The parcel is located on the
southeast corner of the intersection of Sand Hollow Road and State Highway 334 (Holdman-Helix
Highway), approximately 5 miles north of the City of Adams.
The applicable criteria of approval for composting facilities in the EFU zone are found in Umatilla
County Development Code (UCDC) Sections 152.061, 152.615, and 152.617 (E). Criteria of
approval for Type IV, Review IV Land Divisions are found in UCDC Section 152.710 (E).
