PUBLIC SAFETY LOG
FRIDAY
12:44 p.m. - A Hermiston woman reported she left her

her vehicle and used an app to prevent police from identifying
the number.
The woman said the sender followed her from Kennewick to

skunk.

block of Robbins Avenue for a break-in and burglary of a shop.

She asked to speak to a deputy about what she could do.

address provided, for driving under the influence of intoxicants.
•An Orlando, Florida, man lost a fight with staff at the
Umatilla County Jail, Pendleton, following his arrest for drunk
driving.
Emergency agencies responded to a semitrailer crash at
4:42 p.m. on the westbound side off Interstate 84 near milepost
221. An Oregon State Police trooper contacted the driver,
Joseph Patrick Johnson, 33, and noticed he was impaired. State
police also reported Johnson failed a sobriety test, which led to
his arrest. He resisted, and two troopers worked to put him in
the back of a police car.
At the county jail, according to state police, Johnson fought
with jail staff.
“After the jail nurse administered to him,” state police
reported, “the driver consented to a breath test.” That revealed
a blood-alcohol level of .13 percent, more than the .08 percent
legal limit.
State police booked him into the jail for DUII and reckless
driving. He also could face other charges.

Marie was born
to Walesca and Hughes
Raymond Loosely
on March 30, 1920,
in Fort Klamath, Ore., where
she grew up through high
school. Eight students gradu-
ated from high school, which
was the entire school and the
last of the grade school in
Fort Klamath. The second
of five girls and one boy, she
also worked alongside her
father on their dairy farm.
Then off to Oregon State
College, Corvallis, Ore., at
only age 17.
Marie graduated in 1942
with a home economics major
and brand new husband, V.
Jay Hughes. Following a
small reception, on July 4th,
1942, in 104-degree weather
they arrived in Lakeview,
Ore., to begin his career with
the U.S. Forest Service. Jay
joined a summer four-man
cruising crew. Marie was the
hired cook.
In the fall of 1942 Marie
taught in Lakeview High
School. Spring 1943 they
moved to Shevlin Hixon, a
portable logging company
50 miles south of Bend. They
transferred to “Fish Hole”
out of Bly, into timber and
fire control, then to Bly, Ore.
May 10, 1944, their son
Raymond (Ray) was born
in Bend. From Bly they
transferred to Lakeview as
assistant ranger. There he
was chosen to begin training
for ranger.
April 22, 1946, Jay was
surprised when Marie gave
birth to twins: Rose Marie
and Rosa Lee. Jay’s excla-
mation: “Twins! What do
you do with twins?” In 1949,
with three small children,
Jay was promoted as ranger
on the Unity District where
he quickly became
part of community
serving on the plan-
ning committee for
the new community
hall and helping
Marie with her
4-H club and other
activities.
In 1951, Jay
moved the family
to Rager Ranger
Station on the
Paulina District to
become the first
“year round” ranger. Again
they were immediately
involved with and helping
the ranchers. By 1954, they
knew his children needed
more options. January 1 they
moved again where he began
as ranger of the Pendleton
District.
Martha, the third girl and
fourth child, was born.
Marie substitute taught
at the junior high and high
school, and remedial reading
and counseling in a special
program at Blue Mountain
Community College. She
taught Bible in Sunday
School and Ladies’ Bible
Studies. She started Christian
Women’s Club in 1963,
which continues as
