Question: Shall Hermiston School District issue $104,805,000
in bonds to improve schools and qualify for possible State
matching grant? If the bonds are approved, they will be payable
from taxes on property or property ownership that are not
subject to the limits of sections 11 and 11b, Article XI of the
Oregon Constitution.
Summary:
This measure would extend the life of, and improve security at,
the high school and elementary buildings. The District is on the
waiting list to receive a maximum $5,760,731 million State
grant which will be available only if voters approve these bonds.
The bonds along with grant funds, if received, are expected to
fund:
- Replace Rocky Heights Elementary.
- Construct new elementary school (Theater Lane).
- Expand High School.
- HVAC upgrades and other deferred maintenance at
Sandstone Middle School.
- Replace Highland Hills Elementary.
- Parking improvements and expansion for the High School.
- Capitalized Interest.
- SMS Engineer upgrades and parking.

Site improvements, demolition, instructional materials,
furnishing, equipping of projects and bond issuance costs.
The District would establish a citizen oversight committee to
ensure bond proceeds are used as indicated.
Bonds would mature in not to exceed 24 years from issuance.
The estimated additional tax rate for these bonds is $0.90 per
$1,000 of assessed property value. Actual levy rate may differ
due to changes in interest rates and/or assessed value.
