applicant requests an exception from Statewide Planning Goal 3
to allow for solar development on approximately 80 acres of
property located within the Exclusive Farm Use (EFU) Zone. The
Subject Property, owned by UEC, is described as Township 5N,

are found in Oregon Revised Statute (ORS) 197.732 and
