Transportation bureau hire involved in corruption probe PORTLAND (AP) — The Portland Transportation Bureau’s new construction project manager has a felony conviction for lying on tax documents in connection to a federal corruption investi- gation. According to court docu- ments, Millicent Williams directed $110,000 from a nonprofit she ran toward an inaugural ball at the request of a Washington, D.C., councilman, The Oregonian/ OregonLive reported. She pleaded guilty in 2013 and served 15 months of proba- tion. She was not accused of personally benefiting from the misdirection of funds. Williams said she was open with Portland officials about the conviction during the hiring process. In her new position as the bureau’s capital projects division manager, she will oversee a staff of 12 and manage capital improvement proj- ects that total $60 million to $80 million. City officials said Williams’ career in the nonprofit and public sectors outweighed her criminal conviction. “She was chosen after a highly competitive and rigorous selection process,” said Transportation Bureau Director Leah Treat. “She has been very forthcoming about her court case, and I have been impressed with her honesty and her willing- ness to take responsibility for her actions. I believe she has learned from her mistakes.” Williams was one of several people implicated in the federal investigation of Harry Thomas Jr., who was accused of embezzling more than $350,000 in public funds. He was convicted in 2012 and served three years in prison. At the time, Williams ran a nonprofit that distrib- uted public funds to youth programs. In 2009, Thomas asked Williams for a grant to pay for a black-tie inau- gural ball that had already occurred. Williams said the event had been described to her as a venue for at-risk youth to celebrate the election of President Barack Obama, which she believed would be an appropriate use of funds. The caller said he would shoot his harasser if he showed up and wanted him arrested before he could arrive. 2:58 p.m. - A mailbox was damaged on Echo Meadows Road, Echo, but the owner of the box was not sure if any mail was missing. He requested contact from a Umatilla County sheriff’s deputy. 3:59 p.m. - A man storing some of his belongings at a home on Telephone Pole Road, Milton-Freewater, discovered some of his property was missing. The caller gave a Umatilla County sheriff’s deputy the name of a possible suspect. 7:50 p.m. - A resident of Sjoren Lane, Hermiston, reported her husband came home intoxicated “and unloaded on her verbally,” and also grabbed her arm. She requested contact from a Umatilla County sheriff’s deputy. 9:32 p.m. - Someone has been leaving threatening messages on her grandparent’s answering machine, a woman reported from a home on Linville Lane, Umatilla. A Umatilla County sheriff’s deputy took a report. 11:09 p.m. - A woman who took her neighbor to St. Anthony Hospital, Pendleton, returned to find that the porch light and family room light at the neighbor’s house on Southwest 39th Street, which she had left on, were now turned off and the family room window was cracked open. She requested a Pendleton police officer meet her at the house, as she was afraid to enter alone.
