This position oversees the collaborative implementation of the reuse
plan submitted to the Department of Defense in August 2010. The
position reports to the Redevelopment Executive Director of the
Columbia Development Authority (CDA). This 40-hour per week
position offers a target yearly salary of $40,000 - $45,000,
DOE/DOQ, and has a full benefit package.
Specific qualifications include the following: Bachelorʼs Degree from
an accredited college or university and four (4) yearsʼ work
experience in a secretarial / administrative support position; OR,
Associateʼs Degree from an accredited college and eight (8) yearsʼ
experience in a secretarial/administrative support position; OR a
combination thereof.

UMATILLA CITY COUNCIL
NOTICE OF APPEAL HEARING
Notice is hereby given that a public hearing will be held by the
Umatilla City Council in a meeting beginning at 7:00 p.m. on
Tuesday, December 6, 2016 in the Council Chambers in Umatilla
City Hall, 700 Sixth Street, Umatilla, Oregon 97882 to consider
the following appeal request:
AP-2-2016: An appeal of the Planning Commissionʼs decision
for Appeal AP-1-2016 which overturned the Administrative
decision for replat application RP-1-2016. The Planning
Commission found that it could not determine whether the
subject access easement was private or public and therefore
could not determine that the City had authority to approve a
replat to eliminate the access easement. The property upon
which the easement is located is identified as Tax lot 900 in
Section 11CC, Township 5 North, Range 28 East, W.M. This
appeal was filed by Tom and Janice Carey. Appeal AP-1-2016
was filed by Kevin and Teri Petersen.
Application RP-1-2016 was approved because the Planning
Department found the access easement was a public easement
that is not needed for public use, and rejected the claim that the
easement was a private easement intended solely for access to
the adjacent property as unsubstantiated by the evidence and
that the adjacent property owners have other means of access
to their property. The appellant in AP-1-2016 asserted that the
City did not have legal authority to eliminate the easement
through the replatting process.
The City Councilʼs review is a record review. Oral arguments will
be heard at the hearing, however no new issues or evidence will
be received. All arguments must relate to issues raised in the
notice of appeal and refer to information in the record. Written
arguments may be submitted to the Planning Department in City
Hall prior to 5:00 p.m. on December 6, 2016, or at the hearing
conducted by the City Council.
Copies of the decisions for RP-1-2016 and AP-1-2016 are
available for review in the Umatilla City Planning Department, or
a copy of the report will be provided upon request at reasonable
cost. The Umatilla City Planning Department is located in City
Hall at 700 Sixth Street, Umatilla, Oregon.
