But according to early returns from Tuesday’s elections, a much larger group of Pendleton residents voted to legalize both medical and recreational marijuana sales in Pendleton. Asked three questions about whether to repeal sales of medical and recreational marijuana and institute a local 3 percent tax in the city, each passed by a signifi cant margin. If the results hold up, Pendleton will become the fi rst city in Umatilla County to legalize marijuana sales, joining only a handful of Eastern Oregon cities in the process. Hermiston and Milton-Freewater had a chance to join them, but the electorate in both cities voted to retain their bans. Lawmakers plan to propose a more “reasonable” tax revenue proposal next session to offset a $1.4 billion revenue shortfall in the 2017-18 budget, said Sen. Mark Hass, D-Bea- verton. “I think policy will be developed by lawmakers and interested parties at the next session,” said Rebecca Tweed, Defeat the Tax on Oregon Sales campaign coordinator. “Our coalition came together for the purpose of defeating this $6 billion tax on sales, and we’re thankful we were able to do that.” See TAX/10A Rowan re-elected as Umatilla County sheriff By PHIL WRIGHT East Oregonian *Unoffi cial results as of 11 p.m. Terry Rowan held on to his seat as Umatilla County sheriff for a second term, according to early unoffi cial election results. Rowan defeated challenger Ryan Lehnert 56 percent to 42 percent. The fuel for the win, Rowan said, came from the “unprecedented advancement of the sheriff’s offi ce.” Rowan campaigned on those achievements, including holding more offenders in the county jail and using municipal contracts for law enforcement services to increase the number of deputies. “For the last 23 years, we’ve had the same number of patrol deputies,” he said Tuesday night. “Today we have double that.
