Umatilla County jail
scores high on inspection

The Umatilla County
Jail tied its highest score
during a recent jail
inspection.
A team of jail inspec-
tors from the Oregon
Jail Command Council
scrutinized the jail Oct.
20 and 21, the Umatilla
County Sheriff’s Office
reported in a written state-
ment. The jail received
a score of 99.2 percent
compliant, according to
the statement, which “ties
the highest score in the
history of the facility in
2011.”
The Oregon State
Sheriff’s
Association
developed the 309 jail
standards the inspectors
use, which address inmate
rules and discipline, staff
training, and many other
categories and proce-
dures, most of which state
and federal laws and rules
require.
“This year’s score is
especially commendable
since our jail population
is at an all-time high, and
significantly higher than
in 2011,” according to
the sheriff’s office, which
also noted the “responsi-
bilities that go along with
managing many more
inmates and programs
have increased” since
Terry Rowan became
sheriff in 2013.
Rowan is seeking
re-election.
Pendleton
Police Cpl. Ryan Lehnert
is challenging Rowan for
the sheriff’s post.

THURSDAY
12:54 a.m. - Pendleton police
responded to Southwest Quinney Avenue
after a caller reported a male on “some
drugs” acted out, put a female against a
wall and tried to grab her purse.
8:37 a.m. - Milton-Freewater police
took a report of theft from a tool trailer and
damage to a fence on the 400 block of
Elzora Loop.
9:26 a.m. - And Milton-Freewater police
received information about the theft of a
custom bicycle and food from a freezer on
the 500 block of Northeast Eighth Avenue.
9:58 a.m. - Umatilla police went to
the Amazon data center at 82792 Beach
Access Road, Umatilla, after an employee
there reported he was the victim of an
assault.
11:12 a.m. - Someone in Irrigon told
a Morrow County sheriff’s deputy about
a father who punched his son in the
stomach. School authorities made a report
to the Oregon Department of Human
Services.
1:16 p.m. - A power line broke off a
pole at North Ott Road and East Beatrice
Avenue, Hermiston, and struck a vehicle,
scratching its top and breaking a window.
1:40 p.m. - A resident on Lind Road,
Hermiston, reported her ex came to her
home two days ago and threw a cup
of hot coffee into her face. The caller,
though, said she did not report it at the
time because she is wanted for failure to
appear.
1:44 p.m. - The Umatilla County
Sheriff’s Office received information of
horse neglect at Highway 11 and Ferndale
Road, Milton-Freewater.
3:19 p.m. - A caller reported ongoing
domestic arguments between a man
and woman living at Indian Hills Village
Apartments, 1335 S.W. Second St.,
Pendleton.
3:29 p.m. - A man reported the theft of
a generator from property on Rivera Lane,
Hermiston.
3:54 p.m. - A Pendleton caller reported
her brother stole things from her home.
5:08 p.m. - Sure, garbage containers
can look alike, but a Pendleton resident
on Southeast Third Street told police her
neighbor took her garbage can while it was
out for trash day, and this has happened
before.
6:52 p.m. - A Stanfield resident on West
Ball Avenue told police a female broke into
her vehicle and also stole its spark plugs.
9:58 p.m. - An Adams resident on
Moens Road, Adams, reported “some very
strange things happening on her property”
and identified a suspect behind the
suspicious events as someone she has a
restraining order against.
10:48 a.m. - The Morrow County
Sheriff’s Office began an investigation
after a caller reported a smaller white
four-door car with Washington plates
chased a male riding a bicycle on Sandy
Court, Boardman.
11:34 p.m. - A resident on Yakima
Street, Umatilla, reported her friend
“must not have locked the door when
she left,” and someone ransacked her
home, though she did not notice anything
missing.
11:52 p.m. - When your party is loud
enough to shake the neighbor’s windows,
you’re likely to draw complaints. That’s
what happened at a residence on Blue Jay
Street, Umatilla, whose neighbors asked
police to have the party turn down the
music. Police arrived and gave a warning
about the noise level.
FRIDAY
1:15 a.m. - Pendleton police checked a
neighborhood on Northeast Eighth Street
for a prowler after a caller said someone in
dark clothing was outside his house.
1:37 a.m. - An off-duty local police
officer reported a man and woman fighting
at Southeast Emigrant Avenue and
Second Street, Pendleton.
ARRESTS, CITATIONS
•Milton-Freewater police arrested
Thomas Dee Payant, 22, of 130 N.W. 11th
Ave., Milton-Freewater, for possession
of methamphetamine, two counts of
second-degree trespass and on a warrant
for failure to appear.
•An Oregon State Police trooper at
10:07 a.m. stopped on U.S. Forest Service
Road 6401 in the Umatilla National Forest
to check an elk carcass hanging near
power lines. The trooper saw the elk was a
branch antler bull, but the hunting tag was
for only a spike.
The trooper seized the elk to donate to
charity and cited Jeffrey Allen Snook, 58,
no address provided, for illegal taking of a
bull elk.
•Pendleton police arrested Hunter
Ray Jones, 21, no address provided, for
first-degree burglary, second-degree theft
and third-degree mischief.
•The Umatilla County Sheriff’s
Office arrested Shane Lance Purcell,
31, of Athena, on five warrants for
failure to appear and one count each of
unlawful possession of marijuana and
methamphetamine.
