revisions

industrial hemp statutes, ORS
571.300 to ORS 571.315. The
Oregon
Department
of
Agriculture
(department)
promulgated temporary rules to
immediately revise rules to
address Chapter 71 (2016
Laws). The department now
seeks to adopt permanent
rules as the temporary rules
will soon expire. This proposed
rulemaking revises and makes
permanent certain temporary
rules,
further
aligns
the
regulatory
scheme
with
Chapter 71 (2016 Laws)
revisions, and repeals certain
rules that are now redundant.
To summarize, the proposed
rules
make
permanent
temporary rules that; remove
the requirement for a 2.5 acre
minimum
production
site;
authorize a single registration
for growing on multiple, non-
contiguous locations; authorize
growers
to
use
any
propagation method including
planting seeds or starts, or the
use of clones or cuttings;
authorize
production
in
greenhouses or locations other
than direct seeding into fields;
allow sampling and testing to
be performed by other than the
department;
and
clarifies
sampling
and
testing
requirements. In addition, the
proposed rule amendments:
Further clarify the processes
for sampling and testing
industrial hemp; define how
growers may designate lots for
testing
by
distinguishing
between "crop" and "harvest
lot"; clarify reporting and record
keeping requirements; clarify
the scope of industrial hemp
that may be detained, seized,
or
embargoed
by
the
department; and defines the
meaning of industrial hemp
product.

NOTICE OF DISTRICT MEASURE ELECTION
Notice is hereby given on November 8, 2016, that a measure
election will be held in Pilot Rock Rural Fire District located in
Umatilla County, Oregon on November 8, 2016.
The following shall be the ballot title of the measure to be
submitted to the districtʼs voters:
Caption: Five-year Local Option Tax for General Operations
Question: Shall the District impose $.82 per $1,000 of assessed
value to maintain its current level of service? This measure
renews current local option taxes.
Summary: If approved, the tax revenue from this measure
would be used to operate the District at its present level of
service.
The funds generated by this measure will allow the District to
continue providing emergency medical services by the Pilot
Rock Quick Response Team (QRT). This is an optional, but
vital, service the District has been providing since 1990.
The funds will be used to provide adequate and appropriate
safety and personal protective equipment for the firefighters of
the District, which enables them to engage in structural and
wildland fire suppression activities.
The funds will also be used to repair, replace and maintain the
Districtʼs vehicles as needed.

Comments: The increase in the materials/supplies/service are due to competing the installation of
the reader board and to fund a small contract for lawn mowing, weed eating, and watering the two
Parks in Ukiah. We reduced Personnel 02-500 to $900 and added the remaining $572 plus the

There is a default by the grantor or other person owing an
obligation or by their successor in interest, the performance of
which is secured by said trust deed, or by their successor in
interest, with respect to provisions therein which authorize sale
in the event of default of such provision. The default for which
foreclosure is made is grantorsʼ failure to pay when due the
following sums: monthly payments in the total amount of
$6,836.83 beginning January 1, 2016; plus accrued late charges
in the total amount of $156.17; plus other fees and costs in the
amount of $97.50; together with title expense, costs, trusteeʼs
fees and attorneyʼs fees incurred herein by reason of said
default; any further sums advanced by the beneficiary for the
protection of the above described real property and its interest
therein; and prepayment penalties/premiums, if applicable.

owing on the obligation secured by said trust deed immediately

per annum beginning December 1, 2015; plus accrued late
charges in the total amount of $156.17; other fees and costs in
the amount of $166.00; together with title expense, costs,
trusteeʼs fees and attorneyʼs fees incurred herein by reason of
said default; any further sums advanced by the beneficiary for
the protection of the above described property and its interest
therein; and prepayment penalties/premiums, if applicable.
WHEREFORE, notice is hereby given that the undersigned
trustee will on December 13, 2016, at the hour of 10:00 AM, in
accord with the standard of time established by ORS 187.110, at
Umatilla County Courthouse Front Entrance, 216 SE Fourth
Street, Pendleton, OR 97801, in the City of Pendleton, County of
Umatilla, State of Oregon, sell at public auction to the highest
bidder for cash the interest in the real property described above,
which the grantor had or had power to convey at the time of the
execution by grantor of the trust deed together with any interest
which the grantor or grantorʼs successors in interest acquired
after the execution of the trust deed, to satisfy the foregoing
obligations thereby secured and the costs and expenses of the
sale, including reasonable charges by the trustee. Notice is
further given that any person named in ORS 86.778 has the
right, at any time that is not later than five days before the date

dismissed and the trust deed reinstated by payment to the

Without limiting the trusteeʼs disclaimer of representations or
warranties, Oregon law requires the trustee to state in this notice
that some residential property sold at a trusteeʼs sale may have
been used in manufacturing methamphetamines, the chemical
components of which are known to be toxic. Prospective
purchasers of residential property should be aware of this
potential danger before deciding to place a bid for this property
at the trusteeʼs sale
