East Oregonian BUSINESS BRIEFLY Lankford promoted to UEC engineering manager HERMISTON — Joshua Lankford, a Heppner High School graduate and registered professional engineer, has been promoted to engineering manager at Umatilla Electric Cooperative. Lankford succeeds Robert Echenrode, who took over as general manager and CEO for the Lankford co-op earlier this year. Lankford joined UEC in 2009 as a distribution engineer, and will now lead a team of 10 employees in charge of servicing their 2,300-mile distribution and transmission system. UEC continues to expand and upgrade its infrastructure to accommodate a 70 percent growth in sales over the last ive years. Planning is also underway for a new substation in east Hermiston. Lankford has a master’s degree in engineering from Gonzaga University, and in May he completed the National Rural Electric Cooperative Association’s Management Internship Program at the University of Wisconsin. He lives near Lexington with his wife, Kaley. UEC serves 10,000 members in northeast Oregon, including Umatilla, Morrow and Union counties. Meeting to discuss Initiative Petition 28 HERMISTON — A presentation about Initiative Petition 28 is planned in Hermiston. Alison Hart, executive director of the Oregon State Chamber of Commerce, will discuss the proposed tax that is likely heading to voters in November. The initiative proposes a $5 billion tax on sales — the largest in the history of the state — that could increase everyday consumer items like food, gas, medicine, cable TV and even electricity, Hart said. Although IP28 is a lawed, costly and damaging proposal for Oregon, Hart said, defeating it won’t be easy PUBLIC SAFETY LOG THURSDAY 1:56 a.m. - The Boardman Police Department and mental health services were called to the overpass bridge at Main Street, Boardman, for a suicidal female. She was transported to Good Shepherd Medical Center in Hermiston. 8:55 a.m. - An employee of A Burk & Co. Glass, 721 Sixth St., Umatilla, reported the theft of cable from his work truck. 11:20 a.m. - Pendleton police were called to a residence on Southeast Seventh Street after a woman reported a man was destroying the house, kicking holes in the wall and door, and had assaulted her. 11:31 a.m. - Medication was reported stolen from a residence on Southeast Fourth Street, Irrigon. The Morrow County Sheriff’s Ofice is investigating. 11:51 a.m. - The Morrow County Sheriff’s Ofice received a report of three strands of barbed wire strung across a trail at the Morrow County OHV Park. 11:57 a.m. - A resident at The Links Senior Apartments, 310 Klickitat St., Umatilla, reported the theft of two Air Force books from her home. 12:42 p.m. - Staff at Umatilla High School, 1460 Seventh St., Umatilla, caught people stealing things from the back yards of houses facing the football ield. 2:47 p.m. - Pilot Rock police investigated a possible burglary at Mentzer & Elliott Chain Saw, 420 N.E. Elm St. 4:41 p.m. - A Morrow County sheriff’s deputy was informed of a child on a bicycle that was hit by a car in the vicinity of Northeast Elder and Aiken streets, Heppner. 4:50 p.m. - A resident of South Broad Street, Weston, reported someone broke into her house and stole an iPad and other items sometime between noon and 2 p.m. She requested contact from a Umatilla County sheriff’s deputy. 5 p.m. An employee of Humbert Refuse Landill, Gerking Flat Road, Athena, said he was assaulted by his uncle while at work and reported injuries to his neck and back, but refused medical treatment. He asked a Umatilla County sheriff’s deputy to contact him at home. 6:08 p.m. - A resident of West Ferndale Road and Highway 11, Milton-Freewater, told the Umatilla County Sheriff’s Ofice he saw a man trespass on a neighbor’s property, looking around the house and shop before walking away south on Highway 11. Another trespasser, on Follett Lane in Hermiston, walked around the caller’s parents’ property, approaching the back door and looking in the mailbox. The caller told UCSO that the woman was “on drugs or something” and wanted to press charges. 7:23 p.m. - Two trespassers at Lewis and Clark and Rupe Kennedy roads, Boardman, were walking and stopping train trafic, a Union Paciic Railroad employee reported. Morrow County sheriff’s deputies were unable to ind the trespassers. 8:05 p.m. - A man banned from Brooke RV Park, 5 N.E. Eighth St., Pendleton, on Wednesday returned and had report- edly locked himself inside a trailer. The caller said the man was reputed to carry knives, and the park manager had reported the possibility of the trespasser having a gun. Pendleton police were unable to ind the man. 9:03 p.m. - The Umatilla County Sheriff’s Ofice is investi- gating a second assault report, this one from a man who said he was attacked by another man on Basket Mountain Road near Weston. The caller said he walked to a neighbor’s house to get to a phone, and he had an injured hand but denied needing medical attention. 10:27 p.m. - Another political sign was damaged in Milton- Freewater, this one at the corner of Northeast Fifth Avenue and North Columbia Street. 10:38 p.m. - A woman driving northbound on Highway 11 near Milton-Freewater saw something in her lane of travel and recognized it as a man at the last second. The woman swerved but clipped him with the front left corner of her car. Oregon State Police and Milton-Freewater ire and ambulance crews responded to the accident, and the injured man was taken to St. Mary’s Hospital in Walla Walla, where he was found to have broken ribs and other injuries, none of which were life-threatening. When interviewed, the man said he could not remember why he was trying to cross the ive-lane highway or anything related to the collision. Milton-Freewater police had contacted him earlier in the evening and reported he seemed to be intoxicated. 11 p.m. - A resident of Northwest 12th Street, Pendleton, reported a man pacing back and forth in front of her house and acting like he is going to attack every car that drives by. Pendleton police investigated. ARRESTS, CITATIONS •Milton-Freewater police arrested Raul Venegas, 25, 106 N.W. 11th St., Milton-Freewater, for driving under the inluence of intoxicants (alcohol), refusal of intoxicant level test, failure to install ignition interlock and failure to provide operator’s license. •Umatilla Tribal Police arrested Demetri Andrew Brockie, 32, address not provided, on charges of criminal activity in drugs (felony), two misdemeanor failure to appear warrants and for failure to pay ines. •The Morrow County Sheriff’s Ofice arrested Mayling Lariza Lozano Rodriguez, 22, address not provided, for second-de- gree robbery and menacing (assault).
