The city is going to begin paying health insurace for permanent employees. The city will be applying for the Small City Allotment grant for street improvement. This grant is for $50,000. The city purchased some land which requires payments to be made from a Debt Service Fund. There will be transfers from the Water fund to the Water System Replacement Reserve Fund and Reserve Loan Fund. The General and Water fund has a contigency line item included in the budget. Requirements in all operating funds continue to rise. The budget committee and council have agreed to create a wage step scale for employees. Without significant increases from the State School Fund, we may face cuts in the 2017-18 budget to address the rising cost of PERS. The Board has elected to seek a renovation bond to address a myriad of maintenance needs in our facilities. Should this bond not be approved by the voters, we will also face cuts in other areas to provide for the facility updates necessary to adequately maintain our aging facilities. We believe this budget proposal represents a plan that will allow us to maximize opportunities for studets to the greatest extent given the continued funding challenges present in Oregon education.
