STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING
Marina Fund: This fund remains open to reflect continuing obligations and transfers through 2018. Debt service has been offset through
an Agreement with the City of Umatilla and a land sale in the McNary Industrial Park. Container Dock: Container business on river barges
in the Columbia Basin is non-existent. We have built a budget model based on present conditions. Grants and Appropriations: Three
years ago we received an award of $1.445 million for an inter-modal distribution facility. This project was challenged by the City of
Umatilla and ultimately canceled, however, in the process of developing the facility we expanded $86,592 that must be repaid to the State
of Oregon in the fall of 2017. We also have received an appropriation for $1.542 million for the regional EOTEC project. Strategic
Reserve Fund: Two strategic projects are projected to receive funds this year. Those two projects are the Pendleton UAV Project match
to Connect Oregon Award, and EOTEC. Each is projected to receive $30,000 per year for five years. Water Rights Fund: In August 2012,
the Oregon Water Resources Department notified us of a broader use for the Municipal and Industrial Water Right to include irrigation.
We have been actively involved in negotiations with the Water Users Group.
