Pilot Rock native aims to
take on garbage business

Pilot Rock is on the verge
of having a new garbage
collection business.

Doherty offered to buy
Pilot Rock Sanitation and
rename it Eastern Oregon
Waste Management. The
city council last month
approved transferring the
sanitation franchise to the
new company, and Umatilla
County Board of Commis-
sioners on Wednesday
approved Doherty’s appli-
cation for a new franchise.
The
county
board
also renewed solid waste
franchises for three other
garbage businesses: Desert
Wind, Inc., Hemiston;
Humbert Refuse and Recy-
cling Inc., Milton-Free-
water; and Pendleton
Sanitary Service Inc.,
Pendleton.
Before Doherty can
start operating May 1, he
will have to show proof of
having liability insurance,
which he said he is con¿-
dent he will obtain.

new waste service franchise
in the county for years, and
even had to dig through old
¿les to ¿nd the paperwork
required to do so. The
waste committee on April 5
approved it with the insur-
ance caveat.

City to consider

PENDLETON —
Pendleton City Council
will consider a ¿ve-year
contract that will
allow Blue Mountain
Community College to
continue to use baseball
¿elds that are now on city
property.
The ¿elds had been
Blue Mountain Recover
Center property. The city
recently became owners
of that land, as well as
land that used to house
the Eastern Oregon
Training Center.
According to the
contract, BMCC will not
pay for the property, but
will insure and maintain
it.
The council also
will consider awarding
a three-year, $30,000
contract to Goldstreet
Design Agency to
design, print and mail the
Environmental Protection
Agency-mandated annual
Water Quality Report.
The only other
signi¿cant agenda item
is a six-month extension
of the moratorium on
building cell towers while
the Pendleton Planning
Commission spends more
time creating permanent
regulations.

light on citizens

Irrigon Chamber of
Commerce is getting

criminal history, also

violation.
Springer told of¿cers he
and Johnson were together
when they saw the vehicle
and noticed that the ignition
was “punched.” He said
they believed it was already
stolen, so they decided to
borrow it to go to the store.
Johnson and Springer
were lodged at the Umatilla
County Jail. Springer has
been charged with unautho-
rized use of a vehicle and
possession of a stolen vehicle.
Johnson was charged with
a parole violation, failure to
pay ¿nes, unauthorized use
of a vehicle and possession
of a stolen vehicle.
The case will be forwarded
to the Umatilla County
District Attorney’s Of¿ce.
