OREGON DEPARTMENT OF
HUMAN SERVICES PROGRAM
Richard G. “Dick” Devin
Sr., 64, passed away in
Richland, Wash., on April 10,
2016, with his three kids at
his side. He was born in Jack-
sonville, Fla., on August 31,
1951, to Glenn and Darlene
Devin.
He spent most of his
childhood in North
Bend
attending
high school there,
then
eventually
transferred
and
graduated
from
South
Umpqua
High School in
1969. That same
year, he joined the
family
business
and Standard Oil.
He married Sandra Devin
“Sam” Janssen in
1970. Later that
year, they had their ¿rst child,
Richard Jr., and over the next
seven years added two more,
Doug and Renee.
They lived in Myrtle
Creek surrounded by both
sides of the extended family
until 1974, when they moved
to Crescent City, Calif. In
1978, Devin Oil Company
acquired the Arlington,
Condon and Heppner bulk
plants. Dick’s father Glenn
wanted to return his family
to his childhood home area
of Eastern Oregon where he
loved the small town values
and honest work ethic of the
communities. Dick, his wife
and kids would call Heppner
home for many years with all
three kids graduating high
school there.
While the kids were
growing up, Dick coached
and supported all the local
programs. He was an avid
fan of watching his children
playing sports and was often
seen pacing the sidelines at a
football game. He has many
lifelong friends from the
Heppner area.
Later in life Dick moved
to Kennewick, Wash. Now,
with eight grandkids, he
was never lacking a sporting
event or program to watch.
He was so close with each of
the grandkids, talking to each
of them almost every day. He
was proud of them and they
were proud of him.
Dick was still the presi-
dent of Devin Oil Company,
a company his dad started in
1952. In his adult life, Dick
only had one boss — his dad.
After buying the company
from his dad, he greatly
expanded
the
business throughout
Eastern
Oregon
and
Washington.
Dick ensured the
company was a
huge supporter of all
things local, espe-
cially for kids. Dick
lived a very full life,
having many great
experiences through
travel, car buying,
gol¿ng and huge
sporting events. He
was a friend to all, kind and
generous beyond measure.
He left a lasting impact on
everyone who knew him.
He is survived by his
father, Glenn Devin and his
wife Dottie, Canby, Ore.; his
sister, Diane McNaugton,
Hermiston, Ore.; his sons,
Richard Devin Jr. and his
wife Tiah and their children
Derek, Drake and Avery,
Hermiston, Ore., and Doug
Devin and his wife Stella and
their children Matthew and
Andrew, Kennewick, Wash.;
and his daughter, Renee
Wilkins and her husband Tim
and their children Kannon,
Kennisyn and Karver, Herm-
iston, Ore.
Dick was preceded in
death by his mother Darlene.
Graveside service will
be held on Friday, April 15,
2016, at 1:00 p.m. at the
Hermiston Cemetery, Herm-
iston, Oregon.
In lieu of Àowers, contri-
butions may be made to Made
