NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Hermiston City Council will
hold a public hearing on February 22, 2016 in the council
chambers of the Hermiston City Hall, 180 N.E. 2nd Street,
Hermiston, Oregon. The purpose of the hearing is to consider an
amendment to the City of Hermiston Transportation System Plan.
The proposed text amendment is available for inspection at no
cost at the Planning Department office located in the City Hall,
180 N.E. 2nd Street, Hermiston, Oregon. A copy of the proposed
amendment can be purchased at cost.
The proposed amendment to the Transportation System Plan will
amend the 2003 Hermiston TSP 395 Corridor Refinement Plan.
The amendment to the corridor plan amends the street
circulation plan and adds a new signal to service proposed retail
and existing industrial development. For additional information
concerning the proposed amendment, please contact the City of
Hermiston Planning Department at (541)567-5521.
The City Council will not take action on the proposed changes
until the hearing is complete and the adjacent property owner
concerns are heard. Failure to raise an issue in the hearing, in
person or by letter, or failure to provide statements or evidence
sufficient to afford the City Council an opportunity to respond to
the issue precludes appeal to the Land Use Board of Appeals
(LUBA) or the City Council based upon that issue, an appeal will
be on the record unless directed otherwise by the City Council.

MORROW COUNTY LAND USE
HEARING
THE MORROW COUNTY PLANNING COMMISSION will hold
the following hearings of public interest on Tuesday, February 23,
2016 at 7:00 p.m. at the Bartholomew Building, Heppner,
Oregon.
AC-096-16 Comprehensive Plan Economic Element. Morrow
County, Proponent. This action is to update the Economic
Element of the Morrow County Comprehensive Plan. The criteria
for approval are found in the Morrow County Comprehensive
Plan Review and Revision Process and MCZO Article 8
Amendments. This is the second of at least three public hearings
with the final hearing before the County Court.
Use Permit CUP-S-320: Koncrete Industries, Inc. applicant and
Greg TeVelde, owner. The property is described as Tax Lot 500
of Assessorʼs Map 3N 26. The property is located on Homestead
Lane approximately 9 miles east of Boardman and is zoned
Exclusive Farm Use. Request is to approve a temporary concrete
batch plant that will produce approximately 40,000 cubic yards of
concrete. Criteria for approval include Morrow County Zoning
Ordinance Article 3 Section 3.010(D)(11) and Article 6
Conditional Uses.
Hardship Variance HV-N-027-16: Susan and Noble Turner,
applicants and Thomas Turner, owner. The property is described
as Tax Lot 700 of Assessorʼs Map 5N 26 23A The property is on
Washington Lane west of Irrigon and is zoned Rural Residential.
Request is to approve a temporary hardship dwelling to allow
care for an infirm relative. Criteria for approval include Morrow
County Zoning Ordinance Article 4 Section 4.130 Hardship
Dwellings.
